WELD COUNTY COUNCIL

The Weld County Council met in regular session in full conformity with the Weld County
Home Rule Charter, Tuesday, April 17, 2006, 6:30 p.m., at the Southwest Weld County
Complex, located at 4209 WCR 24 IA, Longmont, CO.
ROLL CALL: The meeting was called to order by President Gene Stille. Vice
President Tom Pettit, Councilwoman Ginny Buczek, Councilman Dwaine Kurtz, and
Councilman Chip Marks were present, constituting a quorum of the members. Also
present: County Commissioner Glenn Vaad, Tony Carey, Artie Elmquist, John Folsom,
Rich and Jo Lopez, Linda Pyealt, Wendy Richards, Ginny Shaw, David, John and
Sandy True, and Bev Thomas, council secretary.
REVIEW PROGRAM: Commissioner Glenn Vaad presented a computerized look at
Weld County's history showing population growth by year and land annexations from
1873. Population growth from 1873 to 1973 is now replicated each year in Weld
County. The county's 2006 population is 220,000, and the projected 2030 population is
473,000.
Mr. Vaad presented the North Front Range Metropolitan Planning Organization's (MPO)
transportation analysis of future land use and the region's future city-look. The analysis
showed projections for a regional travel model sensitive to the projected socioeconomic
development. The transportation model includes new toll roads, existing highway
impact, railways, and the Ports to Plains alignment highway.
He noted the impact of Northern Colorado's increasing population in transportation,
economics, quality-of- life and environment is controlled largely by state and federal
regulations. Mr. Vaad reviewed Weld County's Strategic Roadway Plan and the current
Mixed Use Development (MUD) Study. He mentioned that Larimer and Weld counties
with Wyoming, present regional opportunities for employment and also for regional
councils to work together on many issues including: services for the aging, economic
development, water and clean air planning, housing and security, rural transit, GIS
services, power purchasing and even shared grant writers and administrators. He
emphasized regional councils are not in competition with local government, and do not
reduce local autonomy or create another layer of government.
PUBLIC COMMENT: County residents in attendance interacted with Commissioner
Vaad about completion date of the MUD study, and Weld County's plans for interaction
with towns within the MUD study. Members of the MUD study's Technical Committee
expressed concern the committee members have not been informed of the committee's
mission and have not received any assignments. Commissioner Vaad said he would

have the Technical Committee briefed on the differences between the offerings of the
towns and Weld County.
Several people expressed concern that Weld County was approving large population
developments which will eventually create major problems for the towns adjacent to
them including: tension between agricultural and housing, building and developmental
standards lower than towns' standards, future transportation needs, disagreements over
private property rights, and needed schools and services for the county-approved
developments Commissioner Vaad emphasized there was no attempt by the county to
compete with towns.
AGENDA ADDITIONS/APPROVAL: After a five-minute break Councilman Chip Marks
moved to approve the agenda as written. The motion was seconded and carried.
APPROVAL OF MINUTES: Councilman Dwaine Kurtz made a motion to approve the
March 20, 2006 council minutes. The motion was seconded and carried.
APPROVAL OF 2006 FIRST QUARTER REPORT TO THE PEOPLE: Councilwoman
Ginny Buczek made a motion to approve the 2006 first quarter Report to the People.
The motion was seconded and carried.
UNFINISHED BUSINESS:
Home Rule Charter Amendment Ballot Request
President Gene Stille brought off the table Council Resolution 152 - "Request to Board
of County Commissioners of Weld County to Submit to Voters Amendment of Section
13-9(2) of the Weld County Home Rule Charter." Councilman Chip Marks made a
motion to approve the resolution proposing a Home Rule Charter amendment
reducing the number of signatures to thirty-five required on the candidate petition to
run for the five elected offices of the Weld County Council. The motion was seconded
and carried.
NEW BUSINESS:
Coordinator Reports
Councilman Tom Pettit reported on his meeting with Affiliated Computer Services
(ACS) Director Anita Scrams and Weld County Web administrator Ripley Casdorph.
Councilman Pettit explained the information he had received regarding interpreting
ACS's monthly reports and Critical Watch reports provided to Council members.
Councilman Pettit said Anita Scrams will be sending a more complete breakdown of
the Critical Watch reports to him monthly, and he will keep the Council posted on
relevant issues.

Councilwoman Ginny Buczek made a motion to pay the bills as listed:
