WELD COUNTY, COLORADO

The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of
Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Centennial Center, Greeley, Colorado, October 2, 2006, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner M. J. Geile, Chair
Commissioner David E. Long, Pro-Tem
Commissioner William H. Jerke
Commissioner Robert D. Masden - EXCUSED
Commissioner Glenn Vaad

MINUTES: Commissioner Long moved to approve the minutes of the Board of Social Services meeting
of September 27,2006, as printed. CommissionerJerke seconded the motion,and it carried unanimously.
WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval
by the Board in the amount of $134,903.53. Commissioner Vaad moved to approve the warrants as
presented by Mr. Warden. Commissioner Jerke seconded the motion, which carried unanimously.
PUBLIC INPUT: Commissioner Long announced that the Department of Social Services has recently
been awarded the competitive Healthy Marriages Grant. In response to Commissioner Long,Judy Griego,
Director of Social Services,stated the grant award will average approximately$1,000,000.00 each yearfor
a total of five years. Commissioner Long stated the grant will expand available services, and childless
couples will also qualify for services. He stated services will be provided to families within a certain poverty
level, and the services include tackling issues such as budgeting and conflict resolution. He further stated
the goal of the program is to teach couples to deal with, and stop, marital problems before children are
raised in a troublesome situation. A representative was present from each of the major partners of the
grant, including North Range Behavioral Health, United Way, A Woman's Place, and the Department of
Human Services, and each provided a comment about the grant. Simone Stolz, Department of Social
Services,stated the services provided will be geared towards residents in southern Weld County,and staff
will utilize the PREP Curriculum. She stated workshops and classes will be offered at various times in
order to accommodate the schedules of couples. She further stated a Program Administrator and a Public

Relations Specialist will be employed to bring public awareness to the available services. Chair Geile
expressed his appreciation to Commissioner Long and the Department of Social Services for the effort set
forth to obtain the grant. Ms. Griego stated a large component of the grant will be the educational portion
provided by faith-based partners within the community,and the partners will provide weekend and nighttime
workshops. Commissioner Vaad stated that healthier marriages within the community are important,and
many court matters may be avoided as a result of this program. In response to Commissioner Jerke,
Ms. Griego stated the grant funds are federally provided through a branch of the Temporary Assistance for
Needy Families fund. She further stated the County will provide a match of funds in the amount of
approximately$100,000.00 per year. Chair Geile requested Ms.Griego prepare a press release regarding
the grant award. Commissioner Long and Chair Geile both expressed their appreciation to staff for their
efforts.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by
the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:05 a.m.
