I have established specific calendar dates recognizing Deb's varying levels of activity while at the same time creating a situation where code enforcement could appear at any time to ensure the permitted number of dogs is not being exceeded. In all cases,we would be honoring the average of 47 dogs a day. I have also suggested a way to keep this in the hands of staff to facilitate the flexibility that may be helpful without going though a formal USR amendment process. Thanks. ANNUAL SCHEDULE OF MAXIMUM NUMBER OF DOGS PERMITTED Based on an engineering report provided by an independent engineering consultant,the Weld County Department of Public Health and Environment has concluded that the property's septic system is sufficient for an average of 47 dogs per day at the kennel- daycare USR. To facilitate the varying demand for services at different times of the year, three levels of use have been calculated as follows: Annual number of dogs permitted(365 days x 47 dogs/day) 17,155 dogs Dogs during high demand holiday seasons(46 days x 80 dogs/day) -3,680 dogs Dogs on low demand days(69 days x 25 dogs/day) -1.725 dogs Number of dogs to be permitted on average demand days 11,750 dogs Number of average demand days(365 days less 46 days and 69 days) 250 days 11,750 dogs divided by 250 days = maximum of 47 dogs/day The three levels of use have been distributed throughout the year to facilitate County inspection and enforcement of the number of animals at the property at any given time. Applicant agrees that the kennel-daycare USR shall not exceed the maximum number of dogs stipulated on any, day. Suggested wording for your consideration is offered as follows; "The Planning Staff and Applicant shall agree to a use schedule that ensures that the number of dogs at the property does not exceed the limits established in this approval (i.e. no more than 80 dogs at any time and no more than 17,155 dogs annually).
