RE: APPROVE APPLICATION FOR SEARCH AND RESCUE FUND YEAR END AWARD
WHEREAS,the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,the Board has been presented with an Application for the Search and Rescue
Fund Year End Award between the County of Weld, State of Colorado, by and through the Board
of County Commissioners of Weld County,on behalf of the Office of Emergency Management,to
the Colorado Department of Local Affairs, with terms and conditions being as stated in said
application, and
WHEREAS,after review,the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
NOW,THEREFORE,BE IT RESOLVED by the Board of County Commissioners of Weld
County,Colorado,that the Application for the Search and Rescue Fund Year End Award between
the County of Weld,State of Colorado, by and through the Board of County Commissioners of Weld
County,on behalf of the Office of Emergency Management, to the Colorado Department of Local
Affairs be, and hereby is, approved.

Weld County Office of Emergency Management
Justification Letter
Weld County covers an area of 3,999 square miles in north central Colorado. It is
bordered on the north by Wyoming and Nebraska and on the south by the Denver
metropolitan area. The third largest county in Colorado, the climate is dry and generally
mild with warm summers, mild winters and a growing season of approximately 138 days.
The land surface is fairly level in the east, with rolling prairies and low hills near the
western border. Elevations in Weld County range from 4,400 feet to 5,000 feet.
The South Platte River and its tributaries, the Cache la Poudre, Big Thompson, Little
Thompson, Boulder, St. Vrain, and other smaller streams, flow into Weld County from
the south and west and leave the county to the east. Weld County also has several large
and small reservoirs located throughout the county.
There are 31 incorporated towns in Weld County. The county seat and principal city,
Greeley, is located in the west central part of the county and contains almost half the
county's population. Situated in the southwest corner of Weld County are the
communities of Dacono, Frederick and Firestone, known collectively as the Carbon
Valley(or Tri-Town area). According to the U.S. Census Bureau the 2005 population
estimate for Weld County, Colorado is 228,943. Weld County has been identified as the
fastest growing county in the nation.
Search and Rescue operations in Weld County range from missing children, missing
senior citizens, missing hikers, water rescue and ice rescues. Last year Weld County was
awarded Swift Water Rescue equipment. This year the focus is on Ice Rescue Equipment
and Command Post Equipment. The agencies involved in the request are Fredrick-
Firestone Fire Protection District and Union Colony Fire and Rescue Authority and the
Weld County Sheriffs Office. Union Colony and Fredrick-Firestone fire Departments are
located at opposite ends of the County. The ice rescue equipment requested will be
issued to Union Colony and Fredrick-Firestone Fire departments for the purpose of
having the equipment available as a resource to other agencies and to avoid any delay in
response time. The Weld County Sheriffs Office identified a need for a tent that will
work in conjunction with other mobile command posts. During a rescue mission in
August 2005, a wall tent or canopy would have been very valuable to use for checking in
staff and volunteer's. The Wall Tent will keep wind and weather away from credentialing
equipment. The Wall Tent could also be utilized as a briefing location for staff on site
and would help during inclement weather. Weld County does have access to Mobil
Command Vehicles, a Wall Tent would be an additional asset toward the Search and
Rescue equipment for the county. The Wall Tent and command post equipment will stay
with the Weld County Sheriffs Office. The Sheriffs Office will make this equipment
available to agencies in the Northeast Region

The Frederick-Firestone Fire Protection District (the "District") desires to obtain a thermal
imaging camera through the Search and Rescue Grant. Obtaining a thermal camera for the
Frederick-Firestone Fire Protection District would benefit search and rescue operations in many
ways. Thermal cameras allow us to find an elderly person or a child who has wandered away
from their home, to search for victims on the scene of automobile accidents, natural disasters, or
any instance where the individual may have become lost, disoriented, or incapacitated. These
cameras are being used more frequently to help local law enforcement personnel as well. In the
last two months, the District has responded to requests by law enforcement to search for
suspected criminals on at least two occasions.
Frederick-Firestone Fire Protection District is a combination paid and volunteer department with
43 active members that covers 26 square miles in southern Weld County. All 43 of the District's
members are trained in basic search and rescue and in the use of thermal imaging cameras. In
2005 the District's members responded to 20 calls for search and rescue operations. None of the
calls for assistance resulted in the loss of life.
In 2005, the U. S. Census Bureau reported that the Town of Firestone was the fastest growing
municipality and the Town of Frederick the fourth fastest growing municipality in the United
States. However, while the service demands for our expanding population are immediate,
distribution of taxes collected from new construction lags one to two years. In 2005 the
population protected by the District grew from 13,500 to 15,500 residents. This population
growth equates to an increase of almost 15% in one year. To reduce the risk to this growing
population, the District is asking for assistance in obtaining a thermal camera. The price of a
thermal imaging camera ranges from $10,000 to $20,000. Frederick-Firestone Fire Protection
District is asking for$13,000 to obtain a thermal imaging camera.
Should the District be successful in obtaining this grant, Weld County as a whole would be better
protected. Victims who become disoriented, lost, or injured may be found more quickly, leading
to a better chance of survival. The District would also be better equipped to supply mutual aid in
search and rescue situations to surrounding agencies, as well as, continued assistance to the
surrounding law enforcement agencies.

Successful acquisition of this equipment would allow The District to better protect not only the
citizens of our district, but allow us to better assist our neighboring areas as well. Children and
adults who venture onto unsafe ice would have a greater chance of surviving an unfortunate
incident because The District would have the proper equipment in place. We believe that the
investment of less than $4,000 is well justified by the 15,500 people it will help protect.

Subject: Search & Rescue Grant Application
The Union Colony Fire Rescue Authority would like to submit an application to the Colorado
Search & Rescue grant program. We are requesting $3,200.00 to purchase a Rescue Alive ice
and water rescue sled. The device is small, collapsible, and will fit nicely on our Dive-Rescue
Trailer.
We run about 10 water rescue calls per year throughout Weld County. Due to the
unpredictability of the weather and ice conditions through the fall and winter, the Rescue Sled
would be a great tool to make the transition from open water to thin or thick ice conditions
utilizing only one rescuer (there are other rescue personnel on shore where the sled should be
tethered.) It also allows the rescuer to secure the victim(s) to the sled without having to manually
hang on to the victim. We have had several occasions to use such a tool the last couple years.
Currently we can manually crawl onto the ice with an exposure suit, but if the rescuer goes
through the ice, they have to manually break the ice or be towed back to shore. If there is open
water behind the victim, we can use our inflatable boat but run the risk of breaking the ice in
front of the hypothermic victim. This would turn the situation into a dive rescue, which is
altogether different equipment.
Our Team is the only Type 2 Ice & Swift Water Rescue Team north of the Denver metro area
listed in the Colorado ROSS System. This team is also listed as a Type 2 Public Safety Dive
Team. Both are listed as Regional Resources.
The Union Colony Fire Rescue Authority and the City of Greeley have adopted NIMS and ICS
and are well into the implementation process. We are also fully ROSS compliant.

K-9 UNIT OVERVIEW
2005
The K-9 unit began 2005 with four dog/handler teams. Three of the teams were dual
purpose narcotic detection/patrol dogs. The other team, a single purpose tracking team.
The unit enjoyed several achievements throughout the year. All three of the dual purpose
teams earned the prestigious Jack Lennig Award of excellence.
This award is given only to those teams who are able to achieve certification in tracking,
patrol work and narcotics detection in the same year, as judged by the United States
Police Canine Association. One team was awarded best "patrol case of the quarter" for
the entire le region of the USPCA.
Midway through the year, the unit added a fourth dual purpose dog team, and a fifth team
is in training. The unit stayed very busy and attained a level of success on the street not
seen before. The K-9 unit performed over 61 tracks of people. This included lost
citizens, traffic accident victims, and armed suspects. 17 of the tracks ended
successfully, much higher than the national average. 17 building/area searches were
conducted, saving untold hours of manpower, and concluding in 2 arrests.
In addition, the unit was deployed 27 times for crowd control, search warrant execution
or jail related activities. 97 narcotics searches were performed. Narcotic finds varied
from as little as a single marijuana seed, to 60 grams of marijuana. Over 75.7 grams of
methamphetamine, 3 grams of cocaine and over $3000 in US currency were found by K-
9 teams.
The unit also conducted one evidence search and 23 public demonstrations, reaching an
estimated 900 people. All in all it was a very impressive year.
