I am in receipt of a letter from Great Western Oil and Gas Company. The letter addresses the Emissions Permit
application when production is established from the wells. APENs are not required until at least 30 days after the
report of first production.
Condition 1A APEN & Emission Permit application will not be required untill after production starts.
Condition 1A Air permits Permitting is not required untill after production starts. This condition can not be met
prior to recording the plat but has been adequately addressed. I will expect information (APEN/Permit)from the
applicant within the time frame addressed in the letter. This condition can be removed.

Pursuant to Condition of Approval 1(a) of the above referenced Site Specific
Development Plan and Use by Special Review permit, attached please find a letter from
Great Western Oil and Gas Companies air emissions consultant. As indicated in this
correspondence, Great Western will file an Air Pollution Emissions Notice(APEN) and
Emissions Permit application once production is established from the wells associated
with USR 1545. A notice of intent to install a combustor for this site will also be
addressed to the proper parties.

Dear Captain Davis,
Pursuant to Condition of Approval 1(b) of the above referenced Site Specific
Development Plan and Use by Special Review permit may this correspondence serve as
notice that Great Western Oil and Gas Company has addressed the requirements of the
Windsor- Severance Fire Protection District as stated in its referral dated January 23, 2006.
As discussed in a telephone conversation with Bill Crews on March 16, 2006; Great
Western Oil and Gas will comply with all applicable regulations of the Colorado Oil and
Gas Conservation Commission in the construction of the Great Western Pad 2-3 tank
battery and all equipment,pipe and fittings comply with COGCC and API specifications.
All of the wells flow lines and the batteries gas gathering line will be constructed with
compliant equipment and in accordance with applicable DOT regulations. All of the
construction activities will be supervised by either Great Western Oil and Gas employees
or their authorized representative. The condensate storage tanks will be placarded with
NFPA placards and MSD's for condensate, natural gas and produced water are available
upon request.
Great Western Oil and Gas Company is anxious to build a strong working relationship
with the Windsor- Severance Fire Protection District. If there are any concerns or questions
that remain regarding this matter, please contact the undersigned at (970) 686-7581.

Dear Jeff.
APENs on your new wells aren't due yet—not until after production starts. In fact, they
are not due until 30 days after the report of first production (well completion report?) is
tiled. But no later than 90 days after the first day of production.
A construction permit(either an individual permit or the General Permit) will be issued in
response to the APEN. You can keep producing in the meantime—you do not have to
wait until the permit is issued. However, in order to meet the Reg. 7 VOC reduction
requirements this year (47.5% on a daily basis May 1 —September 30, then 38% the rest
of the year). the next several batteries need to he controlled (unless condensate
production is < 730 bbl/year).
Attached are some APEN exemptions from AQCC Regulation 3 Part A.II.D. I've
marked a few of the ones that pertain to oil & gas E&P operations.
