RE: WELD COUNTY AMBULANCE SERVICES ' DESTINATION POLICY
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado Statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, an agreement between the Weld County Ambulance Service
and Emergency Services Professionals providing for the services of a
Physican Advisor was approved by the Board of County Commissioners
on December 8, 1981, and
WHEREAS, pursuant to said agreement the Physican Advisors have
established a destination policy for the Weld County Ambulance
Services, and
WHEREAS, a portion of said policy prohibits the routing tran-
sport of patients to Denver area hospitals by the Weld County Ambul-
ance at the Ft. Lupton station, and
WHEREAS, the Weld County Ambulance Services Director has requested
that the Board of County Commissioners exempt the Ambulance Service
from that portion of said destination policy and allow the transport
of patients to Denver area hospitals by the Weld County Ambulance
at the Ft. Lupton station.
NOW THEREFORE BE IT RESOLVED, by the Board of County Commissioners
that the transport of patients to Denver by the Ft. Lupton ambulance
crew be, and hereby is, approved.
BE IT FURTHER RESOLVED, that Weld County accepts the liability
for the aforementioned policy.
The above and foregoing resolution was, on motion duly made and
seconded, adopted by the following vote on the 27th day of July,
A.D. , 1981.

subject: Destination Policy - Ft . Lupton
As we discussed on Monday, the physician advisors have i
established a destination policy for Weld County Ambulance.
Part of that policy prohibits the routine transport of patients
to Denver by the Ft . Lupton crew. It is their feeling that
transporting patients to Denver takes our paramedics out of
service for too long . We have several problems with that
policy:
1 . We have arranged with Plattevalley Ambulance to
provide back-up service when our crew is unavailable.
2 . The people of the south county area generally expect
to be transported to the hospital where their doctor
practices and we find it difficult to explain that
we are unable to accomodate them.
3 . Since there have only been 16 routine transports to
Denver in the first four and a half months , I think
we can afford to be out of service during those rare
times .
We are requesting that the Commissioners approve the
transport of patients to Denver by the Ft . Lupton crew. It is
understood that the County accepts the liability for this
policy, since the physician advisors refuse to do so .

sobject: Biocom and Destination Policy
The only problem with the biocom policy is those patients
who do not require any treatment . There are times when
we ' re called to an accident, but there are no injuries which
require treatment or a refusal . Should these be called
in or do you just want the yellow copy of the trip report?
The following problems have been identified with the
destination policy:
1 . We have reservations about all poly-trauma patients
coming to WCG. There are times when we'd be closer to
Loveland , Ft . Collins or St. Anthony ' s . While these
times are rare , they do occur and this should be
discussed before the policy is finalized .
2 . Not transporting patients to Denver hospitals
poses both political and financial problems . First,
we would lose considerable revenue from the reduced
mileage charges . This loss of revenue could seriously
affect the viability of the Ft. Lupton station. Second,
the political problem of private ambulance charges
would be tough for the Commissioners. Since the
n: ivates charge more heavily than us , patients would
t'e hit with two bills along with the need for cash-in-
hand before transport by the private ambulance. Until
these problems are resolved , we ' ll leave the transport
policy the same as in the past.
3 . There are some rare times when it is appropriate to
transport patients to a doctor ' s offi e. I 'm not
certain why this would be frowned on. Obviously, it
wouldn ' t apply to acute patients, but occurs regularly
with chronic, routine patients.
Juan, I ' ll be glad to meet with the group when these are
discussed again . In fact, it might be a good idea for me
to attend your meetings every month for those items con-
cerning WCAS .
