The Weld County Council met in special session in full conformity with the Weld County
Home Rule Charter, Monday, November 27, 2006, 6:30 p.m., at Weld County
Centennial Center, 915 10th Street, Greeley, CO.
ROLL CALL: The meeting was called to order by President Gene Stille. Vice
President Tom Pettit, Councilwoman Ginny Buczek, Councilman Dwaine Kurtz, and
Councilman Chip Marks were present to constitute a quorum of the members. Present
for their interviews were Lyle Achziger, Jerrold Brethauer, and Tom Haren. Also
present: Bev Thomas, council secretary.
UNFINISHED BUSINESS:
Interviews for Council Vacancies
The Weld County Council advertised three vacancies on the council after the November
7, 2006 election. These vacancies occurred because no one petitioned on to the ballot
for the following council seats: District 2 and 3 councilmen and an At-Large seat.
The council interviewed applicants for these vacancies on November 20 and continued
the interviews this evening. The following candidates for council vacancies were
interviewed by the council in the listed order: Lyle Achziger, Tom Haren, and Jerrold
Brethauer. Councilwoman Ginny Buczek recused herself from the council and was
interviewed by the council for the vacancy in District 2.
NEW BUSINESS:
Appointment of District 2 Councilman
Councilwoman Buczek recused herself from the council's discussion and decision to fill
the council vacancy in District 2. Councilman Dwaine Kurtz made a motion the council
appoint Ginny Buczek to fill the January 2, 2007 District 2 council seat. This
appointment ends January 2009 when a replacement is sworn in. Councilman Chip
Marks seconded the motion it carried.
Appointment of District 3 Councilman
Councilman Dwaine Kurtz made a motion the council appoint John Kivimaki to fill the
January 2, 2007 District 3 council seat. This appointment ends January 2009 when a
replacement is sworn in. Councilwoman Ginny Buczek seconded the motion and it
carried.

Appointment of At-Large Councilman
Councilman Dwaine Kurtz made a motion to appoint Nancy Teksten to fill the January
2007 vacant At-Large council seat. This appointment ends January 2009 when a
replacement is sworn in. Councilman Chip Marks seconded the motion and it carried.
Payment of the Bills
Councilwoman Ginny Buczek made a motion to pay the bills as listed:
Mileage for President Gene Stille $ 9.78
Mileage for Vice President Tom Pettit $ 8.50
Mileage for Councilwoman Ginny Buczek $27.20
Mileage for Councilman Chip Marks $35.70
The motion was seconded and carried.
CLOSING REMARKS: Councilwoman Ginny Buczek requested clarification from
County Attorney Bruce Barker regarding when appointed council members become
term-limited. This topic will be on the December 2006 council meeting.
President Gene Stille will research the possibility of out-of-Greeley council members be
included in quarterly Elected Officials' Meetings via conference calls.
ADJOURNMENT: President Gene Stille adjourned the meeting at 9:15 p.m.
