RE: APPROVE PROJECT BASED VOUCHER PROGRAM
WHEREAS,the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,the Board has been presented with a Project Based Voucher Program between
the County of Weld, State of Colorado,by and through the Board of County Commissioners of Weld
County,on behalf of the Greeley/Weld County Housing Authority,commencing upon full execution,
with terms and conditions being as stated in said program, and
WHEREAS,after review,the Board deems it advisable to approve said program, a copy of
which is attached hereto and incorporated herein by reference.
NOW,THEREFORE,BE IT RESOLVED by the Board of County Commissioners of Weld
County,Colorado,that the Project Based Voucher Program between the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the
Greeley/Weld County Housing Authority, be, and hereby is, approved.
The above and foregoing Resolution was,on motion duly made and seconded, adopted by
the following vote on the 27th day of March, A.D., 2006.

Weld County is an area larger than the States of Rhode Island, Delaware and the District
of Columbia. The majority of the Tennant based Section 8 Housing is concentrated in the
Greeley/Evans area. To encourage and assist the expansion of housing opportunities
within the County the Weld County Housing Authority will from time to time make
available the project basing of Vouchers as allowed under regulation 24 CFR Part 983.
The number of project based units will not exceed 20% of the Weld County Housing
Authority's budget authority.
Selection Criteria [24CFR 983.57
The Housing Authority will utilize the site selection standards outline in 893.57.
In addition to meet the current need in the County. The Housing Authority will give
preference to the following.
Projects:
1. Projects owned or controlled by local Housing Authorities who do not
have an ACC for Housing Choice Vouchers with HUD.
2. Projects owned and operated by non-profit housing corporations
3. Housing designate for special need populations.
4. Projects Developed with Tax Credit Funding
5. New construction
6. Projects that will increase the number of vouchers being use in a
census tract of'postal zip code area.
