Appraisal Services
Weld County Roads 3 and 1A
Scope of Work and Fee Estimate
October 18, 2006
The purpose of this effort is to provide seven complete appraisals in self-contained narrative
reports on each parcel being acquired, prepared in conformance with USPAP and Colorado
Department of Transportation standards. All relevant market data will be considered in
formulating the opinion of Fair Market Value, which is the basis of estimating Just
Compensation. The Appraisal Reports will be prepared on partial acquisition parcels located
along Weld County Roads 3 and 1'/ as represented on the Right-of-Way plan for Weld County
Roads 3 and 1'/. Legal descriptions, exhibit maps, and photo maps will be prepared and
furnished by Weld County. Three copies of each report will be delivered to Weld County for
review and acceptance.
In addition, a basic data study will be prepared to assist in the acquisition of properties that are
value findings, that is, values under$5,000.
Schedule:
All appraisal reports will be delivered by February 28, 2007.
Proposed Fee:
Messick-Bowes will perform the above-referenced services as follows:

Please note that there are currently 11 parcels to be acquired, plus additional easements affecting
5 properties. In the event of additions or deletions for appraisals and/or easements, the fee
schedule will be $5,000 per appraisal and $500 per property for easements.
In the event that a parcel goes to condemnation, the expert witness hourly rate will be charged as
follows:
Litigation Services Costs: Hourly rate of pay of$150.
Reimbursable expenses such as airfare, room, and board will be charged at cost.
Travel time for pre-trial work, immediate possession hearings, testimony, and
depositions will be charged at an hourly rate of pay of$100.
Time spent in litigation, including waiting to testify or be deposed, will be charged at an
hourly rate of pay of$150.

RE: Professional Services Agreement work order for Messick Bowes (Appraisal Services)
DEPARTMENT: PUBLIC WORKS DATE: November 21, 2006

Brief description of the problem/issue:
The Public Works Department is presenting a work order for Appraisal Services under the present Professional
Services Agreement with the Messick Bowes Company. This work order is to provide complete appraisal
reports on seven parcels of land and one Basic Data Study on the WCR 3 and 11/2 project, not to exceed
$42,500. These parcels have been identified as exceeding values of$5000.00, thus requiring appraisals, as in
accordance with our right-of-way acquisition procedure. Construction of this three-mile project is scheduled to
begin 2007 with completion by late autumn. The budget for this project reflects the cost of these appraisals.
What options exist for the Board? (Include consequences, impacts, costs, etc. of options)
The options are to approve this work order or not to approve the work order. If the Board chooses not to
approve the work order, the project could be delayed. Not completing appraisals for parcels with a value greater
than $5,000 would be inconsistent with Weld County's standard procedures for land acquisition.
Recommendation to the Board:
To meet the current schedule of completing construction next year, Public Works recommends approval of this
Work Order. Thank you for your consideration.
