Our parcel is contiguous to the proposed development. I urge this plan not be approved for the following reasons: • The development size is inadequate for an airpark. For both safety and noise reasons, the modern airpark is constructed on larger parcels so the approach and take off corridors are owned by the airpark4 the corridors are the noisiest and most risky. As this development is planned,the runway corridors ate all over land owned by others, i.e. the IClausner parcel to the east,the Erker parcel to the west, the remaining Fransen parcel to the north, our parcel to the south, and the former Sigg farm to the southeast. • Adequate facilities already exist for the pilot enthusiast. There is an existing airpark immediately west of Hudson and an airpark near Platteville. (For several years I flew a private plane and am aware of those particular facilities). These are nos fully developed, and can accommodate additional planes and volume. • This proposed development is an airpark, where enthusiasts will be engendering substantial traffic, as compared to the several farmers in Weld County that have a plane and runway for occasional farm business use. • Flying is not safer than driving in some areas of the country as Mr. Snyder states. It is much riskier, and most life insurance policies exclude coverage in a private plane. 1949 South Syracuse St.,Suite 375 Denver,Colorado 60237 Tel.303 721$755 Fax 303 7217769 EXHIBIT 2006-2530 I /r A JUL. 18. 2006 12: 19PM CORDES & COMPANY NO. 557 P. 3 The AOPA Air Safety Foundation report indicates the following: • Flying is more than 10 times riskier than driving. • There have been 541 accidents involving private planes in Colorado in the last 10 years. • Personal use operation of small planes vs,business, training, crop dusting, etc. use of small planes account for 74%of private plane accidents,but only constitutes 51% of flying, making it the most dangerous group of flyers. • Airpark accidents in the categories of takeoff and climb, decent and approach;goarounds, and landing constitute 65% of all accidents. These are precisely why appropriate aviation facilities have substantial owned approach and take off corridors. Additionally, this is not a vacant area. Section 29 has 6 residences,not counting the subject. The section immediately east has 9 residences,the section immediately south has 3 residences, the section immediately west has two residences, and the section immediately north has 5 residences and a school, not to mention the church and two residences fro mile south in the northwest comer of the section contiguous to the southeast. Section 29 and its contiguous sections have 25 current residences,with several more planned. This is not an unnovulated area. In short, if Mr. Synder wants to create an airpark for himself and his fellow plane enthusiasts, he should do so in a responsible fashion,where he purchases a couple of sections in a more remote area. It is unfair for the owners of the parcels around the subject 80 acre parcel to devalue their land and privacy(as runway approach corridors)and subject themselves to personal risk so that Mr. Snyder can profit from building an airpark development on 80 acres. It is our understanding the landing strip would run east and west. The runway would be within 500 feet of the Thomas J.Klausner Trust property at 7708 Weld County Road 77, Roggen, Colorado. Although we respect the rights of the owner to build the landing strip our concerns are as follows: • This area is an agricultural community and is zoned A(Agricultural) and as such the peace and solitude of the rural way of life would be disrupted. • The residence at 7708 Weld County Road 77 is a rental property. The renters have small children. The reason for moving to the property was for the solitude offered by country living. They are concerned about the noise and the safety of their children. • The property value of the Thomas J. Klausner Trust would be affected by the landing strip. • The wild life in the area would also be affected by the noise of the aircraft. • There are three landing strips within a 5-mile radius of the property. The use of one of these landing strips would be more favorable to the Thomas J. Klausner Trust. • There are designated communities/subdivisions (airparks) specifically set aside for people who own aircraft. Klausner Trust EXHIBIT 6_B Department of Planning Services Southwest Office 4209 CR 24.5 Longmont, CO 80504 7-5-2006 CASE NUMBER; USR-1559 To Whom It May Concern, We are against the proposed airstrip that will be within 200' of our 45 acre property which includes a house, shop, barn, loafing shed, pasture for horses and agricultural crop land. We moved out to this rural area to get away from the noise of Brighton after it became so populated. We were previously bought out of our home near Barr Lake by Denver when DIA was built. We purposely have chosen areas away from airports and traffic. We feel that the close proximity of this airstrip to our property is not conducive to the rural setting that we have chosen for ourselves. Our areas of concern are as follows: 1. The noise from this airstrip would be disruptive to our area. We will never know when an airplane would be using the airstrip. This could also cause our horses to panic if they hear a sudden loud noise or if there were an airplane flying low over their pasture. I know of several instances where there was an injury to a horse when an airplane came too close to them. 2. We are also concerned about the danger from having an airstrip so close to our property. While flying is relatively safe there is always the possibility of an accident. 3. We also feel that this airstrip would devalue our property. We would never have purchased property near any airstrip or airport. We have a large investment in this property and we feel that this airstrip will negatively affect its value. 4. There are five private airstrips within eight miles of our property. One is a crop dusting business and has a lot of land around it with the nearest home a half mile away. The others are owned by farmers and pilots and only used by the owners. We are just south and parallel to the proposed East/West runway. We lease the house and farm 320 acres from the Cordes Family Trust for the past twenty ( 20) years . My husband' s family has lived just up WCR 16 and 79 ninety-plus years and it is still farmed today. This area is called South Roggen and is more populated than the town of Roggen. What are the odds that the wife of a Weld County Commissioner grew up in this area! The granting of this permit is too disruptive to our country way of life. There are too many houses involved, with more future homes planned. The Snyder family has patrolled the airspace above our residence on numerous occassions and it is unsettling. What would takeoffs and landings be? We do not want to think about it ! It would make our life a living hell to live next to this airstrip. An alternative would be south of SH 52 where the population is less dense. Re: Case number USR-1559 Dear Commissioners, I have reviewed the application by the Eleanor Fransen Trust for an airstrip in Section 29. Cordes Farms LLC (myself and my brothers and sisters, owners) own the south half of Section 29, immediately adjacent to this proposal. William Snyder had stopped by my residence several months ago and had expressed an interest in purchasing this property from the Fransen estate and asked if I would object to him using his airplane on it for minimal personal use. I had told him that I would not. However when I see the formal plans they include three runways and plans to sell additional lots to plane owners with access to the runways. This is now an airpark, an intrusion and permanent nuisance because damage to residential property is complete once construction of runways is completed. Cordes Farms objects to this for the following reasons. 1. The diagonal runway appears to be located almost in line with our farm house (7501 CR 77) which would make up aircraft flights over our private property that would project frequency and noise levels resulting in deprived residential use and enjoyment of the property. 2. The north-south runway would be directly in line with our property, again as stated above, would make up aircraft flights over our private property and subsequently have the same resulting affects. 3. Diminished property values due to possible fire hazard, traffic, excessive noise, or other circumstances. Cordes Farms feels this proposed airpark would seriously devalue our property and we would not ever be able to sell it for any residential use. Therefore we ask the planning commission to reject this application. We wish to be on record as objecting to the approval of the special review permit for an airstrip as proposed on that property. Our initial understanding of the proposal was a single runway, private use airstrip and although we wished to know more of the details, we did not expect to have any objections. After seeing the proposed plans we do not believe that a three runway, five residence, ten airplane development is consistent with the agricultural zoning and current land uses. • The Weld County Code states that an airstrip may be used only for private aircraft owned or leased by the operator of the airstrip. • An airport at this location is inconsistent with neighboring equestrian uses and would adversely affect wildlife in the area. • We believe that this airstrip will devalue our property, as we would not have selected a location to build our home had existing runways been one hundred feet from the property line. • Many municipal airports operate with less than three runways.
