The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of
Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Centennial Center, Greeley, Colorado, September 11, 2006, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner M. J. Geile, Chair
Commissioner David E. Long, Pro-Tem
Commissioner William H. Jerke
Commissioner Robert D. Masden
Commissioner Glenn Vaad
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Elizabeth Strong
Director of Finance and Administration, Donald D. Warden
MINUTES: Commissioner Long moved to approve the minutes of the Board of Social Services meeting
of September 6, 2006, as printed. Commissioner Masden seconded the motion, and it carried
unanimously.
WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval
by the Board in the amount of$160.23. CommissionerJerke moved to approve the warrants as presented
by Mr. Warden. Commissioner Long seconded the motion, which carried unanimously.
NEW BUSINESS:
CONSIDER REVISION TO OPERATIONS MANUAL, SECTION 2.000, SOCIAL SERVICES DIVISION
POLICIES AND PROCEDURES: Judy Griego, Director of Social Services, stated the first revision is to
increase the cost of living for child placement agencies from two percent to 3.2 percent. The adjustment
is necessary as a result of a Joint Budget Committee staff error. She further stated the local impact to
expenditures will be an adjustment from $44,000.00 per year to $71,500.00 per year. She stated the
second revision will limit the number of days the Department will reimburse providers for beds being held
for up to three days for temporarily absent youth which are in the Department's custody. She stated the
third revision will improve the department Rate Methodology process used for providers of services in the
area of out of home placement. She stated the fourth revision is to set rate changes and criteria for state
licensed specialized group homes with the intention of raising the quality of care and increasing the ability
of Group Home Providers to meet the needs of children and youth with their families when being
stepped-down from, or preventing a placement in, more restrictive and higher-end residential care.

Commissioner Long moved to approve said revision. Seconded by Commissioner Masden, the motion
carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:10 a.m.
