This task-order involves Kumar & Associates to provide you subsurface exploration and laboratory testing services for several County Roads. The effort will primarily involve Kumar's efforts, but we have also incorporated a small amount of time to administer the task order. The following budget is proposed: • FHU Effort—4 hours fora principal, $135/ hour: $540 • Kumar Effort— See attached proposal from Jim Noll: $17,895.00 From this, we have established a total of budget of $18,395.00 to complete the effort per Kumar's attached scope of work. Should other services be required not anticipated at this point, we will submit a separate proposal for the additional work. Syracuse Way, Suite 600 Centennial, Colorado 80111 Subject: Proposal for Subsurface Exploration and Laboratory Testing, 2006 Roadway Rehabilitation Project, Weld County, Colorado Proposal No. P-06-130 Dear Mr. Fasching: Kumar&Associates, Inc. is pleased to submit this proposal to conduct subsurface exploration and laboratory testing for the proposed 2006 Roadway Rehabilitation Project for Weld County, Colorado. The project will generally consist of rehabilitation through placement of an asphalt overlay for two roadway segments and one intersection. The project will also include realignment and reconstruction of a segment of Weld County Road 74 (WCR 74). The roadway segments included in the program are summarized as follows: • WCR 88 between WCR 35 and WCR 43, approximately 4 miles of asphalt overlay • WCR 7 between WCR 20.5 and State Highway 119, approximately 1.5 miles of asphalt overlay • Intersection of WCR 1 and WCR 20.5, asphalt overlay for 500 feet in each direction of the "T-intersection" • WCR 74 relocation at WCR 19, new construction of approximately 3,000 feet of relocated roadway (no permission to access approximately 1,000 feet of alignment) We understand that the actual pavement design and overlay analysis will be performed by Weld County. Scope of Work: Based on the information provided, we propose the following: 1. Drill 39 exploratory borings for the project roadway segments. The borings will be located at approximately 1,000-foot spacings in existing paved roads and 500 foot spacings for the WCR 1/WCR 20.5 intersection and the WCR 74 relocation projects.There will be 22 borings drilled for the WCR 88 segment, 8 borings for the WCR 7 segment, 3 borings for the WCR 1 and WCR 20.5 intersection improvements, and 5 borings for the relocation of WCR 74. The borings will be drilled through the existing pavement section and into the underlying subgrade materials to a depth of approximately 5 feet,with the exception of WCR 74, in which borings will be drilled to a depth of 10 Felsburg Holt & Ullevig January 26, 2006 Page 2 feet in the relocated alignment area. The borings will be made to obtain information on the existing pavement section type and thickness, the subsurface profile, to obtain samples for laboratory testing, and to estimate the ground-water level and depth to bedrock, if encountered within the drilled depth. 2. Conduct a laboratory testing program on selected samples obtained from the borings to determine: • Moisture content • Density of undisturbed fine-grained samples • Gradation characteristics of coarse-grained samples • Atterberg limits • R-Value 3. Prepare a data report to summarize the site exploration data and laboratory test results, observations. The report will also include geotechnical considerations including construction and subgrade material issues. The field work and report preparation will be supervised by a registered professional engineer. Fees: We propose our fee be based on our hourly and unit costs in accordance with the attached Fee Schedule. The estimated fee for the above described scope of work is $17,895. We will not exceed this fee without prior approval. We have not included any fees required by the County for permits. It is assumed such fees will be waived. Hempen, Jr., P.E., Director of Public Works/County Engineer Brief description of the problem/issue: The Public Works Department is currently designing the intersection of WCR 74 and WCR 19 in-house as well as six miles of pavement overlay for 2006 maintenance plan. In order to complete the design we are in need of existing soils investigation to analyze the soils. This information will be used to design the pavement/base course thickness and assure the most cost effective typical section is provided. We propose to use Kumar& Associates as they are a sub consultant to FHU who is currently contracted with PW for On-Call Engineering Services. Attached is Work Order No.2 and supporting cost estimates for the work described above. The costs for these services have been budgeted for in the 2006 budget and are reasonable for the work being requested. What options exist for the Board? (Include consequences, impacts, costs, etc. of options) The options for the Board are to accept the proposal from FHU and proceed with the work or not accept the proposal from FHU, which will have a direct impact on meeting the project construction deadlines. All projects above are scheduled for 2006 construction. Recommendation to the Board: Recommend Option 2. I recommend approving Work Order No.2 and proceeding with the work.
