We also provide boarding on occasion for our feline friends. The Feline Fun Room is
located within the residence and offers kitties a home away from home with music,

VALET SERVICE

BATH& BRUSH
/ A Lov-in Touch offers bath and brush to clients who
request the service. Baths are complimentary to those
doggies that have boarded with us for ten(10)days or
more.

One extremely effective policy of A Lov-in Touch is that we require a Trial Day.
During this Trial Day, the doggy parent drops the pet off between the hours of 7:30am
and 9:30 am. The pet owners receive the House Pawlicies, a list of Services Offered, a
business card with the hours on the back and a bone magnet(included in your packet).

At the end of the day,between 4:30pm and 6:30pm,the doggy parents receive a report
card and a tour of the facility.
The Trial Day is also an opportunity for the dog to become familiar with the staff
and the routine at ALT,thus alleviating anxiety levels when the dog is left for an
extended time. Because of the dog's Trial Day,the dog knows his parents are
returning therefore does not feel abandoned. Most dogs are actually excited to
return to A Lov-in Touch! ,"''im� 9`,
Most of the dogs pass their trial day;however,for those dogs that do not,we ask
that they return a second day to see if there is any improvement. Many times the
problem behavior subsides on the second day as the pet is more confident and
secure in his surroundings and knows his parents are coming back. tot

With this procedure in place, we are assured that the dogs we board are not
escape artists,aggressive toward people or other dogs,nor excessive barkers.
This is one of the ways we ensure that we are always "good neighbors".
We strive to help the community in several ways. First,through
5i fostering dogs, one at a time and posting their pictures on our website
www.alovintouch.corn to find an appropriate home. Secondly,we
4 have organized several fund raisers, including pictures with Santa, and
given donations to the Boulder County Humane Society, Longmont
Humane Society,Code 3 (a national animal rescue organization who
save pets lives during natural disasters)and the Boulder County
Rescue Dogs,to mention a few.
A Lov-in Touch Pet Chalet is state certified and is a member of the American Boarding
Kennel Association(ABICA)the professional organization for boarding facilities. ALT is
also an active member of the Erie Chamber of Commerce.
2. Explain how this proposal is consistent with the intent of the Weld County Code,
Chapter 22 (Comprehensive Plan).
Although review of the Comprehensive Plan did not reveal specific reference to dog day
care or boarding, it is clear that it is the intent of the Plan to accommodate urban uses and
activities in a manner consistent with the agricultural character of the County. As a
matter of fact,the proposed dog boarding and day care use, a use permitted only by
special review in the Agricultural Zoning District, creates a situation where uses most
appropriately located in the Agricultural District can help meet the need for pet care
typically associated with urban dwellers. Moreover,the Lowry dog boarding and day
care proposed USR is consistent with all six "guiding principles"identified in Section 22-
1-120 of the Weld County Code, Chapter 22 (Comprehensive Plan).
3. Explain how this proposal is consistent with the intent of the Weld County Code,
Chapter 23 (Zoning) and the zone district in which it is located.
It is clear that Weld County zoning anticipated the need for animal care and boarding
from references to "veterinary clinics or hospitals,""kennels"and"animal boarding" in
the code. The zoning chapter identifies the appropriate place for such uses and activities
to occur as the Agricultural District, and further recognizes the potential adverse impact
of such uses and activities if not property operated and managed by making them"uses
by special review." If we assume that dog day care is part of the boarding of dogs,the
criteria and standards applicable to kennels are probably appropriate for consideration of
the Lowry USR proposal. Thus,the Lowry USR is consistent with the intent of the Weld
County Code, Chapter 23 (Zoning)and the zone district in which it is located.
In Section 23-2-230. B of the zoning ordinance it is stated that, "The applicant has the
burden of proof to show that the standards and conditions of this Subsection B and
Sections 23-2-240 and 23-2-250 of this Division are met. The applicant shall
demonstrate:
1. That the proposal is consistent with Chapter 22 and any other applicable code
provision or ordinances in effect. The applicant has demonstrated that the
proposed dog day care and boarding use by special review is consistent with
Chapter 22. The applicant is unaware of ordinances other than zoning that
directly affect the proposed use.
2. That the proposal is consistent with the intent of the district in which the USE
is located. As previously noted, the use as proposed by the applicant is
consistent with the intent of the Agricultural District.
3. That the USES which would be permitted will be compatible with the future
DEVELOPMENT of the surrounding area as permitted by the existing zone
and with future DEVELOPMENT as projected by Chapter 22 of this Code
and any other applicable code provisions or ordinances in effect,or the
adopted MASTER PLANS of affected municipalities. The applicant believes
the proposed dog day care and boarding use meets an existing and growing
demand for such services in the nearby area. Much of the demand for pet
care emanates from urban and suburban municipal development. The nearby
municipalities of Erie and Frederick are growing rapidly; however, neither
the Weld County Comprehensive Plan nor the comprehensive plans of either
community project the applicant's property or neighborhood as urban in
character. Thus, based on current and projected development patterns, the
applicant's property seems ideal for the proposed use by special review.
4. That the application complies with Article V of this Chapter if the proposal is
located within any Overlay District Area identified by maps officially adopted
by the County. To the best of applicant's knowledge, the property is not
er within any such Overlay District Area.
5. The applicant believes that there is adequate provision for the protection of the
health, safety and welfare of the inhabitants of the NEIGHBORHOOD and the
COUNTY. The applicant believes that conducting the proposed dog day care
and boarding use not only provides a needed community service, but also
when done correctly as proposed by the applicant, actually enhances the
health, safety and welfare of the neighborhood and County.
6. The applicant has demonstrated that the USES,which would be permitted,
will be compatible with the existing surrounding land USES. The applicant
has identified the extensive measures it has and will continue to take to ensure
the proposed use as a dog daycare and boarding does not adversely impact its
neighbors and is therefore compatible with its neighbors and the existing
surrounding land uses.
7. The USE is proposed to be located in the A(Agricultural)Zone District,the
applicant has demonstrated a diligent effort has been made to conserve
PRIME FARMLAND in the locational decision for the proposed use. The
applicant's property is already being used as its residence and outbuildings.
No farmland is being taken out of production as a result of this proposal.
4. What type of uses surrounds the site? Explain how the proposed use is
consistent and compatible with surrounding land uses.
The site is surrounded by farm land. There are four homes near the site,with the closest
being approximately 500 feet away. Hopefully we have adequately demonstrated that the
proposed dog boarding and day care use is consistent and compatible with its agricultural
neighborhood. Further, our dog trial day, employee training requirements, hours of
operation, limited drop off and pick up times, employee to dog ratio and other policies
are all centered not only on the well-being of the pets we keep,but on ensuring we are
good neighbors. To the best of the applicant's knowledge, no complaints have been filed
against Lov-in Touch or its owner.
5. Describe in detail the following:
a. How many people will use this site? The people using this site will _
be dropping off and picking up their dogs. The only times this will K' `
occur is during the hours we are open to people.
b. How many employees are proposed to be employed at this site?
The number of employees varies with the seasons. A Lov-in Touch is
family owned with a mother/son management team. We encourage
University of Colorado students to work at ALT as they are available during
our busiest times,which are holidays and summer. During the slower times
there are two employees and up to six during the busier seasons. We strive to
maintain a ratio of 15 dogs to 1 employee. The shifts are from 7am to noon
and from 3pm to 7pm.
MI employees receive an in-depth Training Manual and are in training for
approximately 3 to 4 weeks. Upon completion of this 3 to 4 week period,
trainees are given a comprehensive test,both written and practical. If they
pass,they are promoted from a trainee to a Canine Coordinator. The next step
is the requirement to study and pass the ABKA(American Boarding Kennels
Association) Pet Technician test to become certified by the ABKA Pet as
Technician I
All employees are trained in"Dog Management". This knowledge enables
the Canine Coordinator to distinguish which dogs are compatible according to
size and disposition,thus providing a stress flee environment for our guests.
Should a dog be barking for any reason,the Canine Coordinator will bring the
dog inside the Doggy Dorm and place the dog into "time out". This relieves
the situation and prevents the possible escalation to numerous dogs barking.
Our guests do not get up until 7am,take naps between noon and 3pm and are
tucked in at night by 7pm,providing quiet evenings for those who surround
our property. All dogs are in the Doggy Dorm when we are open to people,
further enhancing the feel of organization and calmness.
c. What are the hours of operation? The hours of operation are as follows:
Monday thru Friday 7:30am—9:30am
4:30pm-6-30pm
Saturday 9:00am—noon
Sunday Closed for Family Time and Worship
d. What type and how many structures will be erected on this site? There
will be no building on this sight. A Lov-in Touch has been able to use the
buildings already on the sight(except the 120 sq ft Victorian House) for its
purposes. The structures on the property that are dedicated to the business are
an 1800 square foot pole barn used as a doggy dorm,a 120 square foot
Victorian House, an old refurbished chicken house used as a tool shed, and a
refurbished milking room which serves as the reception area and bookkeeping
office. -

trial day. The facility can accommodate up
to sixty(60)dogs in the doggy dorm,ten(10)
�--� small dogs in the Morgan House, and ten(10)dogs in Mira's Mansion(the
garage). With all facilities, we can safely board up to eighty(80)doggies. The
Feline Fun Room is large enough to board five (5) kitties.
f. What kind(type,size,weight)of vehicles will access this site and how
often? The type of vehicles accessing this site is a family vehicle
dropping and picking up boarding or day care dogs. This will only occur
when the facility is open to people.
g. Who will provide fire protection to the site? Fire Protection is provided
by Mountain View Fire Department.
h. What is the water source on the property? The property has both
domestic and irrigation water. The domestic water provider is Left Hand
Water District. Howard Rasmussen, adjacent property owner,has a small
irrigation ditch running on the south side of the property. This is on the
opposite side of the property from the boarding area. .
i. What is the sewage disposal system on the property? The property has
a septic system.
j. If storage or warehousing is proposed,what type of items will be
stored?No storage or warehousing is proposed.
6. Explain the proposed landscaping for the site. The landscaping shall be
separately submitted as a landscape map as part of the application submittal
The original house was built on this property in 1938,thus all ,
trees and landscape are mature,providing more than = A
adequate shade for the dogs in the hotter months
Lilac bushes and pine trees are located along the entire fence
line,providing a noise barrier on the north side of the n. > wx=< ':: .. _,
property. Cottonwoods and pine trees border the east side of
the property. The south side provides a gravel access road to
the reception area,with cottonwoods and pine trees lining the

driveway on the north side and rose bushes and pine trees to — ,,,, _
the south of the driveway. There are sidewalks throughout "
the dog area treated with crusher fines. Each of the areas is
landscaped with a combination of rock and grass. Grass is
replanted in much the same way the farmers rotate their
crops, one area at a time. In the middle yard,there is a pool
area called Pebble Beach landscaped with large boulders and
pea gravel. There are four 500-watt sodium vapor fixtures on
the house, all pointing down to areas providing light for
employees, doggies and their parents. Several 100-watt
spotlights located in trees and on one pole in the cottage area also assist in brightening the
area at ni: t and are also pointed down to the ground. There are two more sodium vapor
fixtures on the doggy dorm along with 75-watt lights at each
door. These lights are only used during the winter months and
are turned off once doggies are in bed at 7pm each night.
:4- 7. Explain the proposed reclamation procedures when
, w st< termination of the Use by Special Review activity occurs.
n1 Not Applicable. The site will not change greatly and will be in
continuous use as a residence.
8. Explain how the storm water drainage will be handled
on the site. The site is located about one mile east of Boulder
Creek. The site contains grass,trees, rocks and bushes and
storm water is absorbed into the soil. The owner has built a small creek bed on the south
side of the doggy dorm to divert water to the west of the building. For the most part,
however, excess water drains naturally to the west as the site is on a gentle slope to that
direction.
9. Explain how long it will take to construct this site and when construction and
landscaping is scheduled to begin. The home is in use and the business is located in
existing out buildings. Landscape is completed and continually being refurbished.
10. Explain where storage and/or stockpile of wastes will occur on this site. Dog
waste will be picked up a minimum of twice a day and disposed of in bags and placed in
the garbage. Western Disposal is currently scheduled for weekly pick-up which has
resulted in a clean smelling environment; however, the frequency can be increased if
necessary.

HOUSEPAWIicies
1. Bring your pet's food IN A CONTAINER with his/her name on top and the amount you would like us to feed. It is
recommended that each meal and any medication be individually wrapped in plastic bags to ensure exact feeding
instructions are followed.
2. Bring a COPY of your pet's vaccination records including proof of bordatella for the dogs. We do administer
the bordatella drops here at the Pet Chalet if requested.
a All cats must be contained in a cat carrier when arriving and departing.
4. All dogs must have collar(not a choke chain)and tan with name on it.
5. Make sure your pet is healthy and does not have any illness that may affect the other dogs or cats that stay with us.
6. Be sure that you dog knows the following commands: Come, stay, sit down and off Your dog must have good
manners, the two most important being: He does not lump on people and does not bark excessively. Both of
these habits will be reason for refusal to accept your dog at A Lov-in Touch.
7. Please make sure you tell us about any of your pet's idiosyncrasies such as: jumps over or digs under fences,
opens gates,may be aggressive, afraid of thunder, howls at night loves to kiss, chews on beds,any medications,etc.
8. WE DO NOT ACCEPT FEMALES IN HEAT.
9 We no longer accept in tact males.
10. We prefer that you DO NOT BRING BEDS OR TOYS. However if you choose to do so,you bring them AT YOUR
OWN RISK Other dogs may play with and destroy them. PLEASE DO NOT LEAVE FOOD DISHES OR LEASHES.
11. Special services rendered,should we deem necessary, will be added to your bill.
12. Should you need to cancel,please notify us at least 48 hours in advance, at/east one week in advance for holidays
or your may be charged for the time reserved.
13. PAYMENT IS DUE UPON RETURN FROM YOUR TRIP. We now accept credit cards along with checks and
cash. You will receive a 10%family discount for more than one pet and a 5%discount for cash payments with bills
over$100.
14. We offer valet service on Saturday and Sunday evenings between 5:30-7:30pm. The charge is$20 and$5 for
each additional pet You must live within a 20 mile radius of A Lov-in Touch to benefit from this service.
15. We offer a bath and brush while your pet stays with us The price ranges from$15-$30 depending on the size of
the pet and condition of his coat
16. The day your pet is checked in', whether drop off is at 7:30am or 6:00pm,you will receive an overnight charge.
Please'check outs your pet by 9am to avoid any additional day care charge. Overnight stay is$23, an additional day
$15, day care day$15. Holiday rates, which include Thanksgiving, Christmas, Spring Break, Memorial Day, Fourth of
July and Labor Day are$25 for overnight stay,and$20 for an additional day. There is a non-refundable deposit
required to reserve a room during the holidays
17. Posted hours of A Lov-in Touch are: Monday thru Friday 7:30am-9:30am, 4:40pm-6:30pm(9,.30-4:30 by
appointment only).
Saturday 9:00am-noon. Sunday dosed for family time and worship.
NOTE: Children under the age of 18 of age are not allowed passed the cottage and are not permitted to touch any dog
through the fence or in the cottage area unless it is their own pet. This is for the child's safely as we have no way of
knowing how each dog will react to a child. Thanks.

I am confident that an October 18th Planning Commission hearing will work for us, but I have a question. Is that
the soonest you can get us on the agenda? The sooner the better from our perspective. If that is the quickest me
can make it, I'll try to contact her(Deb is out of town)to confirm that date and get back to you. By the way, her
absence may explain why she hasn't responded to your emails and calls.
One other issue arising from my unfamiliarity with your USR review process. When would be a good time for us
to meet with you, hopefully at the southwest annex, to go over the application and any questions/concerns you
may have?

I just got off the phone with Dennis and he mentioned that you were out of town. The
Planning Commission only meets once a month for south cases. My schedule is already full
for the September hearing date so October 18th would be the next available date.
I will be coming out to the site to take some photos (drive-by) and then 10 days prior to
the Planning Commission hearing be posting a sign. I'm not sure when I will be heading
out that way I sometimes do them on the weekends or in the evenings on my way home
depending on my schedule. If you have any questions please do not hesitate to contact me.
