RI 6 Memorandum TO: Deputy Clerk to the Board Ilipe DATE: June 30, 2006 FROM: Brad Mueller, Assistant Director COLORADO Department of Planning Services RE: Annual UGB Update The Department of Planning Services has concluded its annual update of the Urban Growth Boundaries (UGB's) that are defined for municipalities throughout the County. Consistent with Section 22-2-110 of the Weld County Code, UGB's are only established for jurisdictions with which the County does not have an active Intergovernmental Agreement(IGA). UGB's are defined as a half-mile perimeter around existing public sanitary sewer facilities. No changes were made to IGA boundaries, with the exception of that for the City of Ft. Lupton, whose IGA boundary was administratively amended to reflect recent annexations. In absence of an UGB agreement, the county recognizes the standard urban growth boundary. This boundary is based on a 1/2 mile perimeter from existing sanitary sewer facilities. These sewer facilities are limited to public sewer lines presently in place. In order to update our records the Department of Planning Services is requesting both electronic in dfx format. In absence of the electronic information, hard copy data will be incorporated into the county GIS system. After the Department of Planning Services has obtained information from all municipalities, this information will be incorporated in the counties official urban growth map that will be presented to both Planning Commission and Board of County Commissioners in a hearing process for ratification. For those communities who presently have an Intergovernmental Agreement (IGA) boundary, inclusion of this information will not modify the boundary but will allow identification of existing sewer lines intemal to the previously established IGA. To date we have not received a response from your municipality. The attached map will become the map of record as part of the County's officially-recognized UGB with your jurisdiction unless we hear otherwise from you by April 3. 2006. Hi Monica, As requested, please see the attached PDF map of our sanitary sewer lines as well as 3 shapefiles of our sanitary sewer system. We recently GPSed all of the sewer lines that flow to the Evans Wastewater Treatment Plant. These are shown in the Evans_Line shapefile. The other two shapefiles show the sewer lines that flow to the Evans-owned Hill-N-Park Treatment Plant. The HNP_Line shapefile shows the sewer lines we have currently GPSed. The HNP_Line_NotGPSed is an approximation of the remaining sewer lines in the Hill-N-Park system that we have not yet GPSed. This dataset is partially based on our street centerlines layer. Chuck McCall over in GIS also has a copy of the same data. As you know, the Weld County Commissioners have stated that the Town of Milliken must enter into an Intergovernmental Agreement with the City of Evans before the County will consider entering into an IGA with the Town. The Mayor and Board of Trustees met with the Evans Mayor and City Council on March 28, 2006 to discuss drafting an IGA. Since then, Milliken's Engineer Larry Ketchum has been working on the document with Evan's Engineer Earl Smith. The boards of the two communities will reconvene after the April election to finalize the agreement. Please update the County's records to reflect Milliken's adopted urban growth boundary. To date we have not received a response from your municipality. The attached map will become the map of record as part of the County's officially-recognized UGB with your jurisdiction unless we hear otherwise from you by April 3,2006. In absence of an UGB agreement, the county recognizes the standard urban growth boundary. This boundary is basedhorra Yrmile'perimeter from existing sanitary sewer facilities. These sewer facilities are limited to public sewer lines presently in place. In order to mast accurately update our records,the Department of Planning Services is requesting both electronic format and hard copy. In absence of the electronic information,hard copy data will be incorporated into the county GIS system. If there are additional questions regarding the digital format please contact Voneen Macklin, Weld County Department of Planning Services,at 970-353-6100,extension 3519. After the Department of Planning Services has obtained information from all municipalities,this information will be incorporated into the county's official Urban Growth Boundary Map.For those communities which presently have an Intergovernmental Agreement (IGA), inclusion of this information will not modify this boundary, but it will allow identification of existing sewer lines intemal to the established IGA.
