RE: APPROVE AMENDMENT TO COOPERATIVE LAW ENFORCEMENT AGREEMENT
FOR PAWNEE NATIONAL GRASSLAND AND AUTHORIZE CHAIR TO SIGN-UNITED
STATES DEPARTMENT OF AGRICULTURE, FOREST SERVICE DIVISION
WHEREAS,the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Amendment to the Cooperative Law
Enforcement Agreement for the Pawnee National Grassland between the County of Weld,State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the
Sheriff's Office, and the United States Department of Agriculture, Forest Service Division,
commencing April 1,2006,and ending September30,2006,with further terms and conditions being
as stated in said amendment, and
WHEREAS,after review,the Board deems it advisable to approve said amendment,a copy
of which is attached hereto and incorporated herein by reference.
NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Amendment to the Cooperative Law Enforcement Agreement for the
Pawnee National Grassland between the County of Weld, State of Colorado, by and through the
Board of County Commissioners of Weld County,on behalf of the Sheriffs Office, and the United
States Department of Agriculture, Forest Service Division, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be,and hereby is,authorized to
sign said amendment.
The above and foregoing Resolution was,on motion duly made and seconded,adopted by
the following vote on the 26th day of April, A.D., 2006, nunc pro tunc April 1, 2006.

2006 FINANCIAL AND OPERATING PLAN
This Annual Financial and Operating Plan(Operating Plan), is hereby made and entered into by and
between the Weld County Sheriffs Department, hereinafter referred to as the Cooperator, and the United
States Department of Agriculture,Pawnee National Grassland,hereinafter referred to as the Forest
Service,under the provisions of Cooperative Law Enforcement Agreement#02-LE-11021006-016
executed on May 16,2002. This Operating Plan is made and agreed to as of the last date signed below
and is for the period beginning April 1,2006 and ending September 30,2006.

designated,to make or receive requests for special enforcement activities:

A. Reimbursement for all types of enforcement activities shall be at the following rates unless
specifically stated otherwise:
$0/mile patrolled
Per diem rate is$0/day
• Wages at the prevailing rate of$35.00/hour.
IT. PATROL ACTIVITIES:
A. Officers will patrol in 3-how increments during the times and days listed. Time schedules for
patrols will be flexible to allow for emergencies, other priorities, and day to day needs of both the
Cooperator and the Forest Service.
B. Ample time will he spent in each area to make residents and visitors aware that law enforcement
officers are in the vicinity. Officers will make complete proactive patrols/contacts where they focus
specifically on educating visitors about recreational target shooting and off-road vehicle regulations
on the Pawnee National Grassland.
Patrol the loop described below:
From Highway 14,
1)County Road 57 north to County Road 96
2)County Road 96 east to County Road 59
Take Forest Road 59 south about 1/3 mile to the and of the road(popular shooting area)
3)Return to County Road 96 and continue east to County Road 61
Take County Road 61 south for one mile
4)Return to County Road 96 and continue east to County Road 63
Take County Road 63 north for one mile
5)Return to County Road 96 and continue east for about 1 mile to the two-track road on the south
side of County Road 96
Take the two-track mad to the south for about one mile
6)Return to County Road 96 and continue east to County Road 69
7)County Road 69 north for one mile to County Road 98
Take County Road 98 west for about 1/2 mile to the trees
8) Return to County Road 69 and continue north to County Road 104
9)County Road 104 west to County Road 57
10)County Road 57 south to starting point at Highway 14.
Total reimbursement for this category shall not exceed the amount of: $4.167.00

V. SPECIAL ENFORCEMENT SITUATIONS:
A. Special Enforcement Situations includes but is not limited to:Fire Emergencies,Drug
Enforcement, and certain Group Gatherings.
B. Funds available for special enforcement situations vary greatly from year to year and must be
specifically requested and approved prior to any reimbursement being authorized. Requests for funds
should be made to the Forest Service designated representative listed in Item I-A of this Operating
Plan. The designated representative will then notit-y the Cooperator whether funds will be authorized
for reimbursement. If funds are authorized,the parties will then jointly prepare a revised Operating
Plan.

This includes but is not limited to situations which are normally unanticipated or which typically
include very short notice, large group gatherings such as rock concerts,demonstrations,and
organizational rendezvous.
VI. BILLING FREQUENCY:
See Cooperative Law Enforcement Agreement Provisions II-I and ILl-B for additional information.
Reimburse Weld County on receipt of satisfactory statements of expenditures on a monthly basis
beginning APRIL,2006.

payment request,and FFIS Reference Document Number(MO)if required.

Complete and furnish the Forest Service with Form FS-5300-5,to be included with the final invoice and
received no later than October 31,2006. A blank copy of Font FS-5300-5 is included in the Operating
Plan as EXHIBIT C.
