Dear Commission:
Thank you for your notice of an expansion for an agricultural service establishment.
I live next door. I regret not protesting when the agricultural facility moved next door. I
thought I would be a good neighbor and let the economy develop. Now I know that was
a poor decision. The livestock confinement operation had ruined our quality of life at the
present level. I can not imagine allowing the operation to expand from 2000 cattle to
11,000 cattle. Can you imagine living next to this? When I moved to this location it was
beautiful countryside. Currently one can not stand to be outside because of the animal
stench in the evening particularly. Our ponds have dried up, perhaps because of drought,
but also because of lowered water tables. There are holding ponds at the facility that
must be a health hazard. I ask you to visit the facility to see if you think you would like
to live next door. It is a blight on the land, visually, and air quality-wise. I had hopes of
developing our land. That will never happen now. This facility has destroyed any
possibility of development; therefore, our property value is diminished as well. This is
irrigated farm land. Why allow it to be wasted with a cattle feedlot/dairy? This area is
also highly populated with residences. A huge cattle operation should be further east
away from housing. It has been a pleasure not to have the smell jokes about Greeley
anymore. Let's not make Eaton the next joke.

Comments for Public Hearing on December 5, 2006
Dear Mr. Gathman and Planning Commissioners:
Our client, Petro-Canada Resources (USA), Inc. has brought to our attention that you will
be holding a public hearing in connection with the above-referenced USR on December 5,2006.
Petro-Canada is the lessee under the oil and gas mineral interests in a portion of the lands
covered by the referenced USR. The leases are as follows:
1. PCR has an Oil and Gas Lease dated October 31, 2004 with Clair B. On and
recorded in Weld County, Colorado at Reception Number 3236124 on November 17,2004.
2. PCR has an Oil and Gas Lease dated December 28, 2005 with Rex W. Walker
and Julie A. Walker,husband and wife, and recorded in Weld County, Colorado at Reception
Number 3358230 on January 27, 2006.
3. PCR has an Oil and Gas Lease dated June 29, 2004 with Nancy L. Brown and
recorded in Weld County, Colorado at Reception Number 3201263 on July 22, 2004.
4. PCR has an Oil and Gas Lease dated July 22, 2004 with Shane D. Harsh and
Pamela K. Harsh and recorded in Weld County, Colorado at Reception Number 3205661 on
August 4, 2004.

5. PCR has an Oil and Gas Lease dated July 12, 2004 with William D. Wilkinson
and Elizabeth R. Wilkinson,husband and wife, and recorded in Weld County, Colorado at
Reception Number 3201624 on July 22, 2004.
Petro-Canada does not object to the USR, provided that the proposed surface uses do not
impact Petro-Canada's ability to access its existing facilities and wells, or to drill such new wells
as may be allowed by the Colorado Oil and Gas Conservation Commission. We ask that you
forward us a copy of the Application so that we can confirm no such impacts should be expected
from this USR. If we determine that the rights to develop the minerals are impacted, Petro-
Canada will object to the USR until the applicant and the Petro-Canada can resolve their
respective interests.
