The engineering consulting firm Felsburg, Holt and Ullevig(FHU)was selected as the consultant for the project to provide engineering design services. Owner: Weld County, Colorado Consultant: Felsburg,Holt and Ullevig, 6300 South Syracuse Way, Suite 600,Centennial, CO 80111 The following change is hereby made to the Contract Documents: o Additional services to the original Scope of Work were required. Re-align WCR 13 at Little Dry Creek - It was determined during final design that the cost to re-align WCR 13 to the west in this area was cost effective when compared to relocation costs of 3 gas lines located outside the existing east ROW—relocation estimates provided by EnCana ($399,200) and KPK ($83,934) totaled $483,134. FHU will need to re-design the roadway and prepare additional ROW acquisition documents. The cost for these services is $10,020.00. This additional expenditure for design will save the majority of the utility relocation expenses that would have been required at Little Dry Creek. Prepare Separate Sets of Plans & Contract Bid Documents - Weld County applied for and received a Congestion Relief Grant through CDOT. The grant amounts to $800,000 and will help pay for the intersection improvements at SH 52. The grant also requires us to follow federal guidelines. Rather than tie the entire WCR 13 project to the federal guidelines, we are separating out that portion of the project that these federal funds will be used for and develop a stand alone set of plans and contract. FHU's estimate to develop a separate CDOT approved set of plans and contract documents and coordinate the additional efforts with CDOT staff is $35,080.00. The intention is to advertise and bid both projects at the same time. What options exist for the Board? (Include consequences,impacts,costs, etc.of options) The Board can either accept or not accept Change Order No. 1 for the additional design services. Not accepting this CO No. 1 would most likely set back construction scheduled for early 2007. Recommendation to the Board: I recommend approval of Change Order No. 1 as these services will save approximately $1.2 million of County funds and help keep the project on schedule to begin construction in the spring of 2007.
