Dear Mr. Strotheide:
In response to your letter [received Fast week (dated-March 2, 2006)expressing-your
concerns to the Board of Commissioners, I wanted to introduce myself and provide you
with my direct access information (included below). I am the Sr. District Manager for the
North Weld Landfill and have been associated with this facility since it was first permitted
in 1990. Among my responsibilities are the day-to-day operations and management of
the facility. This facility provides the necessary long-term, environmentally sound
solution to the non-hazardous solid waste management needs of our community's
citizens and industries.
Waste Management as a company, and specifically the North Weld Landfill, is
committed to providing environmental services in a way that is beneficial and protective
to our communities. While we accomplish this goal, we focus on minimizing impact from
circumstances beyond our control, such as excessive winds. To meet these challenges,
we utilize a variety of control techniques and best management practices in our
operation. The new fence that you mentioned along Highway 14 is one example of
these ever evolving techniques. I understand and appreciate your concern about the
care of this fence. We will maintain this as part of our ongoing operations. Although we
constantly strive to improve our operational and management techniques, we, in
cooperation with our neighbors, are engaged in a very committed and active program to
retrieve any material that may escape our property.

Gentlemen:
I am writing concerning the Waste Management landfill along Highway 14. I drive
Highway 14 twice a day to work and back, in Fort Collins. Over the past 7 years I have
noticed on numerous occasions, more than I would care to recall, the constant amount of
litter that escapes the landfill. This is most prevalent, obviously,when the wind is
blowing from the North or Northwest.
I realize that over the past few weeks that Waste Management has been constructing a
mesh wire fence between the landfill and the highway. Why it has and is taking so long is
another topic of discussion. It is already quite obvious that the fence that is being
constructed is not going to be adequate for the job. It is too short for the size of the berm
that is around the landfill. On Tuesday, Feb. 28,the wind was very gusty, out of the
North, and the roadway and adjoining fields to the South were strewn with an ungodly
amount of trash again. And this is across from the section of fence where the wire mesh
has been installed on the fence. There is a large amount of trash that is stuck to the top of
the fence, so it is obvious that the fence is not high enough to be effective.
This brings up another question. Is Waste Management planning to remove all the trash
that does blow onto the fence or will they just leave it stuck to the fence? Which, if they
choose the later will be an even better eyesore.
Why is this blatant"littering", if you will, being tolerated? I pity the farmer on the South
side of 14 that has to try to farm his fields with this kind of trash all over them. I
understand and see that Waste Management tries to have personnel out in the fields
collecting the trash, but how far does it blow before they get out there?
I hope you take this letter into consideration and act upon it accordingly.

Trevor:
Litter from the operations may occasionally make it off site and the landfill operators typically have measures in
place to prevent (closure during high winds, litter collection fences, load covering requirements, financial penalties
for uncovered loads, etc.) and respond (hire crews of pickers who are also sent off-site to collect litter)to these
occurrences.
The last inspection of this facility was conducted on February 16, 2006. It was a joint inspection with the Colorado
Dept. of Public Health & Environment. No litter non-compliance issues were found or discussed. A quarterly
inspection will be conducted the week of April 24th. It should be noted, that there have been a lot more closings
due to high winds this year than usual. As you know, the fences (temporary and more fixed)are constructed at
differing locations based on where operations are taking place. This landfill has no history of compliance
problems.

I just got with Alan and he is good for either day; as am I (at this time). Did you want to do them both the same
day? I think we can accommodate your preference/schedule.
On the "litter-letter", I received one copy last month and wrote a letter of response to the gentleman and copied
the Commissioners (thinking that you would be internally copied). If you would like a copy, please let me know.
I've not heard anything more on his expressed "concerns". I actually checked the records for the day for which
he expressed concern and found no high winds or off-site paper that day; however, there have been other days
this past winter that have been plenty windy. Nevertheless, I tried to respond to the spirit of his letter; inviting his
to contact me if he has concerns or comments in the future.
Anyway, let me know when and where on the 25th and/or the 28th that best fits your schedule for the quarterly

Hey, Troy.
The 25th and 28th are better days for me (system conversions next week, along with some other
commitments); but I'll be seeing Alan Scheere tomorrow to cross-check schedules and we'll give you a
call. The Denver Police completed their"dig" at BRLF last night (de-mobbed equipment this morning)
without finding anything/anybody they expect to start at Denver Arapahoe Disposal Site (DADS)
