FIRST QUARTER 2006 GAS MONITORING REPORT
Dear Mr. Ikenberryand Mr. Swain:
-- Enclosed for-your-information is the First Quarter 2006, Gas Monitoring Report for North Weld
Landfill (NWLF). The gas monitoring and corresponding report was completed by Waste
Management Disposal Services of Colorado, Inc. The gas report contains monitoring results from
the Phase 1 and 2 perimeter soil gas probes (GP) GP-6, GP-7, GP-10 through GP-20, and structure •
probes GP-1 and GP-2 and inside the shop and office.
The'gas monitoring report indicates that combustible gas was not detected in any perimeter probes
or on-site structures.

Dear Mr. Schweitzer,
The Hazardous Materials and Waste Management Division(Division)of the Colorado Department of Public Health and
Environment has reviewed your February 1,2006 letter in connection with the above referenced documents. Your letter
requests our concurrence to change the submittal date to April 9,2006 to coincide with the required annual update of Waste
Management's financial assurance.
Based on our February 8,2006 meeting,the Division understands that response to several of our comments can be better
• addressed during the five year update,rather than this years annual adjustment for inflation,to better coordinate with
corporate planning and the Division's financial assurance needs. Therefore,based on these justifications,the Division
approves your request.
Based on our February 8,2006 meeting,the Division understands that the above referenced plans will be revised to
appropriately address easily correctable and administrative changes and resubmitted in a format similar to the original
submittals(e.g.,the same unit costs will be applied but arithmetical errors will be corrected). However,it is our expectation
that the NWLF Closure/Post-Closure Plan and Financial Assurance Plan to be submitted in 2007 will incorporate the
resolutions attained at our meeting in context of the Division's January 11,2006 letter.

Financial Assurance Plan(Revised March 2005)
Dear Mr. Ikenberry:
I am writing in reference to your letter of January 11, 2006 regarding the above-referenced
subject. Your letter requests that the closure/post-closure and financial assurance plans be
revised and submitted to the Department by February 28, 2006. I am requesting your
concurrence to change the submittal date to April 9, 2006 to coincide with the required annual
update to our financial assurance; wherein annual inflation adjustments to the closure/post-
closure cost estimates are applied and new financial assurance insurance certificates are provided
to the Department.
Further, a meeting to discuss closure/post-closure and financial assurance has been scheduled for
February 8 between the Department and Waste Management of Colorado (WMC). The results
of this meeting, and potential follow-up meetings, may influence any revisions to the North Weld
Landfill plans and timing for completing the revisions. Extending the submittal date to April 9
should allow some margin for reflecting in the plans the outcome of the dialogue between the
Department and WMC.
