COLORADO SUBJECT: USR-1571, Great Western Oil & Gas Company
The Weld County Public Works Department has reviewed this proposal. This project falls
primarily under the purview of the Use by Special Review Standards, Weld County Code,
Chapter 23, Article II, Division 4, Section 23. Our comments and requirements are as follows:
COMMENTS:
Weld County Road Classification Plan (FHU): (June 2002) WCR 66 is a major arterial road,
which requires a 140-foot right-of-way at full build out. There is presently a 60-foot right-of-way.
This road is maintained by the City of Windsor. Pursuant to the definition of SETBACK in the
Weld County Zoning Ordinance (23-1-90), the required setback is measured from the future
right-of-way line.
The Colorado Department of Transportation (CDOT) has jurisdiction over all accesses to the
state highways. Please contact Gloria Hice-Idler at the Greeley office to verify the access
permit or for any additional requirements that may be needed to obtain or upgrade the permit.
(State Highway 257)
REQUIREMENTS:
Access: Utilize the existing access from WCR 66 a.k.a Eastman Park Drive.
Permits: Please contact Ted Eyl at the Weld County Public Works Department to obtain the
necessary moving permits associated with oil and gas drilling at 970-356-4000, extension 3750.
Storm Water Drainage: As the sites are regulated by the Oil and Gas Commission, utilize the
requirements. (CDPHE)
The applicant must take into consideration storm water capture/quantity and provide accordingly
for best management practices.
The right-of-way or easement shall be a graded and drained road to provide an all-weather
access.

Subject: USR-1571
Dear Mr Mueller,
Thank you for the opportunity to comment on this use by special review. The City of Greeley
Planning staff has reviewed the application from Great Western Oil &Gas Company, and wish to
forward the following recommendations:
1. Show the required setback from all oil/gas related surface equipment near the Kodak
buildings.
2. The majority of the northeast quarter of Section 27 is located within a 100-year floodplain
boundary. See attachment. The USR application did not indicate that the proposed site was
located within a floodplain.
It appears the tanks and seperators are located within the floodplain, either relocate the tanks
and separators in the northeast quarter to a location outside the 100-year floodplain, or
construct a berm around the tanks and separators to an elevation at least l' higher than the
100-year floodplain elevation.
With the above conditions met, the City of Greeley can recommend approval of this USR.
If any questions should arise, please feel free to contact me at (970) 350-9824.
Sincerely,
