RE: APPROVE PROPOSAL FOR PROJECT BASED RENTAL ASSISTANCE FOR DOVE
VALLEY SENIOR LIVING COMMUNITY-MILLIKEN HOUSING AUTHORITY,C/O CITY
OF LOVELAND HOUSING AUTHORITY
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners of Weld County, Colorado, has been
presented with a Proposal for Project Based Rental Assistance for the Milliken Dove Valley Senior
Living Community from the City of Loveland Housing Authority, to the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the
Greeley/Weld County Housing Authority,with terms and conditions being as stated in said proposal,
and
WHEREAS,at the Housing Authority Board meeting on the 24th day of April,2006,the Board
deemed it advisable to continue said matter to April 26, 2006, at 9:00 a.m., and
WHEREAS, at said hearing on the 26th day of April, after review, the Board deemed it
advisable to approve said proposal,a copy of which is attached hereto and incorporated herein by
reference.
NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, ex-officio Housing Authority Board, that Proposal for Project Based Rental
Assistance for the Milliken Dove Valley Senior Living Community from the City of Loveland Housing
Authority, to the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County,on behalf of the Greeley/Weld County Housing Authority,be,and
hereby is, approved.

Dear Greeley/Weld County Housing Authorities:
Attached to this letter,please find a response to your Request for Bid Proposals for
Project Based Rental Assistance for the proposed Dove Valley Senior Community. As
you know, this proposed community will enhance and promote an affordable living life
style for residents aged 55+ in Milliken, Colorado. The proposal is being presented by
the Milliken Housing Authority, with the Housing Authority of the City of Loveland
being a managing agent. The Milliken Housing Authority does not hold a current Annual
Contributions Contract(ACC) with the US Department of Housing and Urban
Development(HUD) for any Section 8 Voucher program. As seen in the project site
plan,the proposal is for 20 shared(paired) units— 10 buildings. We are requesting 10
Project Based Vouchers to support this important plan.
This planned development has received wide spread support from the Colorado State
Division of Housing, Colorado Housing and Finance Authority, the town of Milliken and
we have a current proposal into the Federal Home Loan Bank of Topeka for additional
funding. We have included copies of all support and award letters for your review.

Project Based Assistance Application/Bid
Dove Valley Senior Living Community
The following application for Section 8 Finders Keepers Voucher Project Based
assistance is being submitted by the Milliken Housing Authority. Acting as a
management agent for the Milliken Housing Authority is the Housing Authority of the
City of Loveland, Executive Director, Samuel G. Betters, 375 West 37th Street, Loveland,
CO 80538. Additionally, ongoing management will be supported and questions directed
to Moofie A Miller, Housing Authority City of Loveland, 375 West 37th Street, Loveland,
CO 80538. The phone number is 970-635-5935.
The Housing Authority of the City of Loveland has in the past ten years, contracted
Project Based assistance to two (2) different developments. In both cases, the HACOL
acted as the issuing Housing Authority. Both the Milliken Housing Authority and the
HACOL have not been in the recipient position of a PBA contract. The two contracts
issued by HACOL were between the Housing Authority of Estes Park and HACOL as
well as the Loveland Housing Development Corporation and HACOL. The total number
of units the HACOL has Project Based is 25. Both of the contracts work with family
(multi-family) units.
The Milliken Housing Authority currently has all site control of the land and has received
zoning, subdivision and site plan approvals. There are no current concerns regarding any
of these issues. The infrastructure is presently under construction. The projected
occupancy is set for October 15, 2006. There are no present concerns regarding
infrastructure. The proposed land is not in a flood plain.
The property has received preliminary commitment for financing from the Colorado
Housing and Finance Authority, (LIHTC funding),the Colorado State Division of
Housing(HOME funds) and is pending notification from the Federal Home Loan Bank
of Topeka. Award letters are attached in our application. Further this important
community has been strongly supported by the town of Milliken.
Dove Valley will consist of ten"paired"housing units which will result in a total of 20
rental homes for individuals/families aged 55+. All twenty units will be made available
to elderly residents and will be available to persons at 40-50-60% Area Median Income.
In an effort to increase the amount of units made available to very low income (30%AMI
and below)the Milliken Housing Authority is requested ten(10) Project Based Vouchers
be assigned to this community.
The Housing Authority of the City of Loveland (HACOL)will be the property manager
for the Dove Valley complex. The HACOL currently manages over 1000 units of low-to
moderate income housing units and/or vouchers, including units located in Estes Park,
Colorado. The Housing Authority of the City of Loveland manages five (5) LIHTC
properties, 420 Section 8 Vouchers, HUD Public Housing, HUD 236, HUD New
Construction,HUD 221D3 and moderate income properties. Staff serving the HACOL
have been educated and certified in LIHTC, Section 8, Public Housing management.
Dove Valley has been awarded Low Income Housing Tax Credits by the Colorado
Housing and Finance Authority (CHFA). The award letter is found in the back section of
our application.
Dove Valley is an exciting concept which will afford new housing opportunities for the
Milliken area senior population who currently have voiced a strong need for new housing
options. The Town of Milliken has strongly supported this project based on the voice
heard from the community residents aged 55+for new housing options in the immediate
area. Dove Valley will not be located in a HUD designated Enterprise Zone, Economic
Community, or Renewal Community.
The applicant, the Milliken Housing Authority has attached a copy of the rental market
study which was completed for the CHFA application under the LIHTC program. This
market study confirms the need for affordable senior housing in the area of the proposed
property.
