HomeMy WebLinkAbout20060279.tiff RESOLUTION RE: APPROVE REVISIONS TO OPERATIONS MANUAL, SECTION 2.000, SOCIAL SERVICES DIVISION POLICIES AND PROCEDURES WHEREAS,the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS,the Board has been presented with revisions to Section 2.000,Social Services Division Policies and Procedures, for the Department of Social Services Operations Manual, and WHEREAS,after review,the Board deems it advisable to approve said revisions, a copy of which is attached hereto and incorporated herein by reference. NOW,THEREFORE,BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, ex-officio Board of Social Services,that the revisions to Section 2.000, Social Services Division Policies and Procedures for the Department of Social Services Operations Manual, be, and hereby are, approved. Griego, Director, Social Services ar4,,liyt U(l t.(o RE: Revision to Section 2.000, Social Services ivision Policies and Procedures, Weld County Department of Social Services Operations Manual Enclosed for Board approval is a revision to Section 2.000, Social Services Division Policies and Procedures, Weld County Department of Social Services Operations Manual. These revisions were reviewed at the Board's Work Session held on December 28, 2005. The revisions are to: A. Sections 2.301.1,Reimbursement for County Certified Foster Care Provider, and 2.326.1 F, Critical Care Foster Care Reimbursement. The Department is revising its reimbursement of County Certified Foster Care Providers to provide for a 3% cost of living increase to the maintenance costs only. This increase will result in an increase in spending of$105,000 for Calendar Year 2006 to be funded through Child Welfare Administration. B. Sections 2.802.63,Reimbursement Transfer Authority to the Division of Human Services, and 2.802.64,Reimbursement Transfer Authority to the Department of Public Health and Environment. The Depai Invent is continuing its reimbursement authority with the two county departments: Division of Human Services and Depai Intent of Public Health Environment. These Depai Invents provide supervised visitation services for families in the child welfare system. For a period ending May 31, 2006, the reimbursement amount will be at the same level as the previous year, which is $36,000 for the Division of Human Services at an hourly rate of$18.10 including fringe',arid .. $12,000 for the Depaitntent of Public Health at an hourly rate of$15.56 including fringe" Funding will be through Child Welfare Administration If you have any questions,please telephone me at extension 6510. 2006-0279 Social Services Division Policies and Procedures 2.321 Reimbursement for County Certified Foster Care Provider Effective 1/1/99 The Department will reimburse a county certified foster care provider if such foster care meets the State reimbursement requirements of Colorado State Rules, Section 7.405, Volume VII, Social Services Programs, and the State requirements for County Certified Providers of Colorado State Rules, Section 7.417.1, Volume VII, Social Services Programs. 2.321.1 County Certified Foster Care Rate Revised 1/01/02 Revised 6/02 According to Table 1, the Department will reimburse for the care provided by Revised 8/5/02 County Certified foster care parents upon submittal in a timely fashion on a form Revised 10/29/02 showing the number of days the child/ren were in care. The rates established by the Department will be reimbursed within the available appropriation. The rates effective January 1, 2006, reflect an approximate 3.0% cost of living increase. 2. If the child's birthday occurs during the month, placing him in a higher age grouping, the payment for that month is made on the basis of the higher grouping rate. 3. County Certified foster homes are paid the basic rate, plus an additional Respite Care Allowance of $.66 per day. adm\manssjag Social Services Division Policies and Procedures 2.326 Critical Care Foster Care Reimbursement Revised 3/29/99 The Department has established and will reimburse the Critical Care Foster Care rate in the method outlined in this manual. 2.326.1 Special Needs Rates for Children in the Critical Care Foster Care Program Revised 3/29/99 A. The Department may consider the additional needs of the child to determine which of the rates is appropriate in accordance with the criteria of children who require services under the Critical Care Foster Care Program in Section 2.308.1. B. Foster care parents may need relief in some cases to provide the necessary 24-hour care. C. The Critical Care Foster Care Program contract is reviewed and renewed each 6 months when eligibility for foster care is redetermined. D. The direct care allowance has the components described in Section 2.308.2. E. The Department's Placement Review Committee must approve the eligibility of the child to enter the Critical Care Foster Care Program. Revised 1/02 F. Reimbursement for the critical foster care home is the county basic Revised 8/5/02 maintenance allowance plus direct care allowance. The total Revised 10/29/02 reimbursement per day per child shall be $28.88. Revised 12/03 Revised 12/04 G. Critical Care Foster Care Program reimbursement is not guaranteed for the Revised 12/05 duration of the child's placement. Reimbursement is based on the eligibility of the child for the program as determined and approved by the Placement Review Committee. H. If the foster parent(s) does not agree with the assessment for eligibility, an attempt shall be made to resolve the dispute within 15 working days by the Foster Care Program Manager. If not, the Department will use its County Grievance Procedures outlined in this manual. 2.326.11 Evaluation of the Critical Care Foster Care Home Revised 3/29/99 A. The hourly rate for part-time staff will be $18.10 an hour including fringe. 2.802.64 Reimbursement Transfer Authority to the Department of Public Health and Environment The Department will remit to Public Health and Environment an amount not to exceed$12,000 for services provided for a period ending May 31, 2006, under its Core Services Program Plan. Public Health and Environment will bill the Department for Case Aide hours worked by Public Health and Environment staff and mileage related to Case Aide work.
