RE: APPROVE LETTER AGREEMENT FOR INFILTRATION TEST AND PILOT SCALE
WATER TREATMENT PLANT TEST IN THE A (AGRICULTURAL) ZONE DISTRICT
AND AUTHORIZE CHAIR TO SIGN - CITY OF AURORA WATER DEPARTMENT
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,the Board has been presented with a Letter Agreement for an Infiltration Test
and Pilot Scale Water Treatment Plant Test between the County of Weld,State of Colorado,by and
through the Board of County Commissioners of Weld County, on behalf of the Department of
Planning Services,and the City of Aurora Water Department,with terms and conditions being as
stated in said agreement, and
WHEREAS,after review,the Board deems it advisable to approve said agreement,a copy
of which is attached hereto and incorporated herein by reference.
NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County,Colorado,that the Letter Agreement for an Infiltration Test and Pilot Scale Water Treatment
Plan Test between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County,on behalf of the Department of Planning Services,and the City of
Aurora Water Department, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be,and hereby is,authorized to
sign said agreement.
The above and foregoing Resolution was,on motion duly made and seconded,adopted by
the following vote on the 12th day of April, A.D., 2006.

Subject: Letter Agreement for City of Aurora Pilot Study
Dear Mr. Ogle:
The City of Aurora requests issuance of a building and grading permit for the construction of a pilot study to
be built on the city's property in Weld County, Parcel Nos. 146913000042 146913000043, and
146913000011. In order to advance the design activities for the City of Aurora's Prairie Waters Project and
obtain the information necessary to file a complete Use by Special Review application, the city must conduct
a pilot study at the proposed aquifer recharge and recovery(ARR) site located near the northeast corner of the
intersection of Weld County Road 8 and Weld County Road 23. The pilot study consists of an infiltration test
and operation of a pilot scale water treatment plant. In consideration of approval for the pilot study, the City
of Aurora agrees to terms and conditions for construction and operation of the pilot study as provided herein.
Overview of the Pilot Study
The infiltration test will be conducted for approximately three to twelve months from the date of approval and
provide information relative to aquifer characteristics (i.e., porosity, permeability, etc.)and project design,
with specific reference to the ARR facilities. Principal elements of the test include one existing irrigation
well, an infiltration basin, four dewatering wells, and twenty nine monitoring holes (Figure 1). An existing
irrigation well, owned by Steve McWilliams, will be used to supply water for the test. Water from this well
will be pumped to the infiltration basin where it will percolate under the influence of gravity into the
subsurface. As shown on Figure 2,the infiltration basin will be approximately 200 feet long by 20 feet wide
(bottom dimensions) and 5 feet deep. Side slopes will be cut at 3:1 or flatter. Four dewatering wells will be
installed on either side of the basin (two wells on each side) along the long axis of the basin about 100 feet
apart. The wells will be about 50 feet from the centerline of the basin. Each well will be constructed with 10-
inch casing and screen to a depth of approximately 30 feet and be capable of yielding up to 250 gallons per
minute. The infiltration test will be performed by pumping water from the four dewatering wells and
returning all water back to Big Dry Creek. Twenty nine monitoring holes will be installed within the basin
and its immediate vicinity for the purpose of assessing infiltration capacity and other parameters. All water
will be returned in a natural condition back to the South Platte River via Big Dry Creek. Any water
rights/permit approvals will be the responsibility of the city. Water levels in the basin, dewatering wells and
monitoring holes will be measured on a systematic basis to evaluate infiltration capacity.
2006-1065
A pilot scale water treatment plant would be constructed and operated for three months (i.e., June through
August, 2006)to evaluate filter and softening techniques for a new water treatment plant to be constructed by
the City of Aurora at the Aurora Reservoir. Elements of this pilot scale plant include a small scale water
filtering and softening treatment plant (footprint of 20 feet by 20 feet) and a clay-lined drying bed. The
aforementioned irrigation well will be used to supply water for the pilot scale test. The waste stream from the
water treatment plant will be discharged into a residues drying bed located adjacent to the infiltration basin.
The waste stream will include inert compounds such as sodium hydroxide and calcium carbonate. The drying
bed will be clay lined and approximately 150 feet by 150 feet in plan dimension and 5 feet deep. Residues
will be removed from the bed after drying and either land applied onsite or disposed of off site if necessary.
After completion of the pilot study activities, the site will be restored by backfilling the infiltration basin,
scarification of the clay lined drying bed and backfilling of same, abandonment of the dewatering wells and
monitoring holes, and re-vegetation of any disturbed area.
Pilot Study Schedule
The pilot study will be conducted over a twelve month period.
March 2006: Construct test infiltration basin, dewatering wells and monitoring holes
May 2006—Construct pilot scale water treatment plant
March 2006—December 2006: Operate infiltration basin and collect data
June 2006 - September 2006: Operate pilot scale water treatment plant
October 2006: De-commission pilot scale water treatment plant
January 2007 -February 2007: De-commission infiltration basin site
Consideration of Approval
In consideration of approval to construct and operate the pilot study, the City of Aurora agrees to the
following conditions:
1. The City of Aurora shall limit its pilot study activities to those outlined above.
2. Utilizing pilot study results, the City of Aurora will submit to the County a complete application
for USR or 1041 permit(if applicable) for all components of the Prairie Waters Project located in
Weld County on or before the expiration of the pilot study schedule.
3. The City of Aurora shall de-commission the pilot study within a twelve month period absent the
grant by the County of any requested extension. The property shall be restored to existing or
approved condition, with all appropriate and reasonable costs and expenses therefore to be paid by
City of Aurora.
4. The City of Aurora will assume all liability for its activities on the site.
5. The City of Aurora will comply with any additional existing local regulatory requirements
determined applicable by the County.
6. The City of Aurora understands and accepts all risks associated with construction of the pilot
study, as there is no implied or expressed covenant, warranty or guarantee that a USR or 1041
permit (if applicable) will be approved by County.
