CARLSON AND MARY F. CARLSON REVOCABLE LIVING TRUSTS, C/O KEVIN AND DEBBIE MARTIN A public hearing was conducted on February 8, 2006, at 10:00 a.m., with the following present: Commissioner M. J. Geile, Chair Commissioner David E. Long, Pro-Tem Commissioner William H. Jerke Commissioner Robert D. Masden Commissioner Glenn Vaad Also present: Acting Clerk to the Board, Esther Gesick Assistant County Attorney, Lee Morrison Planning Department representative, Brad Mueller Health Department representative, Char Davis Public Works representative, Donald Carroll The following business was transacted: I hereby certify that pursuant to a notice dated January 6, 2006, and duly published January 11,2006,in the Fort Lupton Press,a public hearing was conducted on January 25,2006, to consider the request of George B. Carlson and Mary F. Carlson Revocable Living Trusts, do Kevin and Debbie Martin, for a Site Specific Development Plan and Use by Special Review Permit#1531 for a Home Business(hay stacking and retrieving)in the E(Estate)Zone District. At said hearing the Board deemed it advisable to continue the matter to February 8, 2006, at 10:00 a.m., to allow Planning Services staff additional time to post a notification sign on the subject site. On February 8,2006,Lee Morrison,Assistant County Attorney,made this a matter of record. Brad Mueller,Department of Planning Services,presented a brief summary of the proposal and entered the favorable recommendation of the Planning Commission into the record as written. He gave a brief description of the location of the site and surrounding land uses. He displayed photographs of the area, and stated the Cactus Hill Ditch easement is adjacent to the eastern property line. Char Davis,Department of Public Health and Environment,stated the site is serviced by the North Weld County Water District,and the permitted septic system is appropriate for the proposed use. (Changed to Tape#2006-05.) Don Carroll,Department of Public Works,stated the 11.5-acre site is accessed through the Prairie Ridge Estates Planned Unit Development(PUD)from Carson Court. He stated the applicant will be required to widen the access to the internal road,and the existing circulation is adequate. He further stated the proposal will utilize the drainage associated with the PUD,and the average daily traffic count on Weld County Road 84 is approximately 117 to 120 vehicles. 2006-0455 � , 7vL1I.4i ( )j P� PL1818 a a 3-0 HEARING CERTIFICATION-GEORGE B. In response to Commissioner Masden,Kevin Martin,applicant,stated hay will be stored off the site, and the proposed storage will be for his equipment. In response to Commissioner Geile,the applicants indicated they have reviewed and concur with the Conditions of Approval and Development Standards as proposed. No public testimony was offered concerning this matter. Commissioner Vaad moved to approve the request of George B. Carlson and Mary F. Carlson Revocable Living Trusts, do Kevin and Debbie Martin,fora Site Specific Development Plan and Use by Special Review Permit#1531 for a Home Business (hay stacking and retrieving) in the E (Estate)Zone District, based on the recommendations of the Planning staff and the Planning Commission, with the Conditions of Approval and Development Standards as entered into the record. The motion was seconded by Commissioner Long, and it carried unanimously.
