As originally proposed by Rockies Express, the project would involve the construction and operation of about 710 miles of 42-inch-diameter natural gas pipeline, 5 new compressor stations, and approximately 42 mainline valves and 12 interconnects facilities in Colorado, Wyoming, Nebraska, Kansas, and Missouri. These facilities are more fully described in the Notice Of Intent To Prepare An Environmental Impact Statement For The Proposed Rockies Express Pipeline Project. Request For Comments On Environmental Issues, And Notice Of Public Scoping Meetings (NOI) issued by the FERC on January 9, 2006 (Enclosure 1). The scoping period described in the NOI closed February 10, 2006. The Commission is now seeking comment on additional facilities that are described below. The new scoping period closes May 5, 2006. On March 20, 2006, Rockies Express filed with the FERC a revised project description which adds certain facilities along its recently acquired Entrega pipeline system as necessary components of the proposed Rockies Express system. Specifically, Rockies Express proposes to add the following: • Three compressor units, adding a total of about 13,020 horsepower (hp), at an existing compressor station at the Meeker Hub in Colorado. Rockies Express states it would need 10-15 additional acres of privately owned land for the new units. • One compressor unit adding 10,310 hp at an existing compressor station at Wamsutter, Wyoming. • One compressor unit adding 530 hp at a compressor station currently proposed for the Rockies Express Pipeline Project at the Cheyenne Hub in Colorado. • An approximately 6-mile-long, 24-inch-diameter supply lateral near Echo Springs, Wyoming, that would connect the Entrega pipeline to the Echo Springs Processing Plant. About 50 percent of this lateral would cross Bureau of Land Management (BLM) land. A meter station would also be constructed at the processing plant interconnect. • A new compressor station, totaling 7,100 hp, on private land near Echo Springs. The location of the above facilities are shown on the enclosed map (Enclosure 2) and will be evaluated in the EIS for the Rockies Express Pipeline Project, Western Phase. We want to provide all potentially affected landowners with an opportunity to participate in the environmental review process. Therefore, this letter and both Enclosures 1 and 2 are being sent to those stakeholders added to the EIS mailing list because of the additional project facilities. This includes landowners whose property would be crossed by the proposed Echo Springs Lateral or would be within 0.5 mile of the proposed new compression; organizations, Native American tribes, and governmental entities interested in and/or potentially affected by the proposed project'. Although the scoping period for the originally proposed facilities closed February 10, 2006, we will reopen scoping to receive comments on the additional project facilities. The new scoping period closes May 5, 2006. This letter does not reopen the general scoping period on the facilities originally proposed by Rockies Express and described in the NOI. The procedures for submitting comments are detailed on page 6 of the NOI (Enclosure 1). You have been placed on the environmental mailing list to receive a copy of the draft EIS on CD-ROM, and you will have further opportunity to participate by commenting on the draft EIS when it is released to the public. Please note Appendix 2 of the enclosed NOI, which contains a return mailer. If you wish to be removed from this mailing list, or if you wish to receive a hard copy of the EIS (rather than a CD- ROM),you must return the mailer. In addition to the facilities that Rockies Express has added to its proposed project, the FERC has received separate requests to enter into the FERC Pre-Filing Process from TransColorado Gas Transmission Company(TransColorado) and Questar Overthrust Pipeline Company (Overthrust). We have determined that the facilities proposed by these two applicants are necessary supporting components of the overall proposed This letter without Enclosure 1 is also being sent to the original mailing list for the project,including all parties to the proceeding. The addressees on the original mailing list were previously sent the NOI. 2 Rockies Express Pipeline Project, Western Phase, and should be evaluated in the EIS currently under preparation. Briefly, these facilities are as follows: • • Overthrust: About 77 miles of 36-inch-diameter pipeline, two new compressor stations, two meter stations, and appurtenant facilities on BLM and private land in Lincoln and Sweetwater Counties, Wyoming. These facilities, with a map, are described in more detail in the FERC's April 3, 2006 Notice Of Intent To Prepare an Environmental Impact Statement for the Proposed Wamsutter Expansion Project. Rawest for Comments on Environmental Issues, and Notice of Public Scoping Meeting. The Overthrust Pre-Filing Process has been assigned Docket Number PF06-19-000 2 • TransColorado: Two new compressor stations, additional compression and facility upgrades at four existing compressor stations, and appurtenant facilities on private, BLM, and U.S. Forest Service land at several locations in Colorado and New Mexico. These facilities, with a map, are described in more detail in the FERC's April 3, 2006 Notice Of Intent To Prepare an Environmental Impact Statement for the Proposed Blanco to Meeker Project and Request for Comments on Environmental Issues. The TransColorado Pre-Filing Process has been assigned Docket Number PF06-20-000.
