The right of way will be 140' wide, 70' on each side of centerline on 74 (east-west) and 80', 40' on each side of section line on 19. Prior to us starting to prepare the property descriptions we will send an electronic drawing showing the parcel configurations for your approval. • The proposed fees assume that thirteen (13) ownership parcels will be affected and that 13 property descriptions and 13 exhibit maps will be prepared for right of way acquisition. We will also prepare two additional property descriptions and exhibits maps for the land swap between property owners needed due to the new right of way alignment. This service also includes preparing a photomap of each property on 11" by 17" sheet showing the existing and proposed right of way line and the property lines along with the area. We will also prepare an overall photomap of the 13 properties on a 24" x 36" sheet at a suitable scale to be determined later. This service includes one revision per legal and exhibit based upon County comments. • Farnsworth group will order and review thirteen (13) title commitments for the project. We propose to utilize Land Title Guarantee Company to perform this service. We will add supporting easements contained in the title commitment to the right of way drawing. • Provide coordination with Client and Title Company. • Prepare right of way plans at a scale of 1" = 100' on an 11" x 17" sheet. The right of way drawings will be set up similar to the Colorado Department of Transportation right of way plan requirements. The plans will consist of Title Sheet, Tabulation of Properties, Survey Control Diagram, Tabulation of Monumentation, Plan Sheets and Ownership Map. This service also includes two sets of minor revisions per County comments. • We have assumed two sets of minor revisions as stated above. Additional revisions as a result of multiple comments received at different times or changes as a result of Owner/ Engineer design changes, are not included in this scope of work and will be performed and billed as an additional service, if requested. • Farnsworth Group will set temporary survey points in the field of the proposed right of way lines. Stakes will be set at angle points and every 150 feet along both sides of the new right of way. The approximate total length being 11,350 feet long. For budgetary purpose we have estimated the setting of one hundred and eighty (180) points. This service includes six (6) trips to complete this phase based upon staking a minimum of two properties per trip. Mr. Cameron Parrott, P.E. Page 2 of 2 January 12, 2006 Deliverables: The deliverable for this project will be four sets of paper plots and a diskette with the electronic copy of the survey information, in AutoCAD format. Schedule: We anticipate completion of the entire right of way plans within 5 - 7 weeks from receipt of your written acceptance of this proposal. The staking of the right of way will be completed within one week from the time of the request. We will submit the overall photo map, small photo map, the legal and exhibits maps for the two parcels just west of WCR 19 within the first two weeks and other will be sent on an on-going basis for your use. Proposed Fees: Farnsworth Group will perform the above-noted Services on an hourly basis not exceed $34,300, to be billed in accordance with our 2005 - 2006 Schedule of Fees contained in our current on-call Surveying Services Agreement, including reimbursable expenses for research costs, reproduction, messenger fees, etc. A more detailed breakdown of estimated maximum fees is provided on the Project Budget Worksheet, attached hereto for reference. It's anticipated that the two sets of revisions and that all of the right of way staking will not be needed to accomplish this project which in return the entire budget should not be needed. This project is part of the Strategic Road system and is scheduled for construction this Fall. Farnsworth Group completed the initial surveying and topo work for this project. It is anticipated that the work will not exceed $34,300 and will most likely be less do to the number of parcels that may not require staking. This work is required to be completed prior to the commencement of the right-of-way acquisition process. The right-of-way process is anticipated to require six months for completion, thus requiring this work to begin shortly to meet the current schedule of completing construction this Fall. The Engineering Division is in the process of filling the two vacant survey positions(Engineering Tech II) and does not have the ability to complete this work in-house at this time. What options exist for the Board? (Include consequences, impacts, costs, etc. of options) The options are to approve this work order and begin the right-of-way process, or not approve the work order at this time which would most likely delay the construction start date and push construction into 2007. Recommendation to the Board: Due to the professionalism, high quality and proficiency of the work previously provided by the Farnsworth Group, Public Works Department recommends approval of this work order.
