The plats are an attempt to address item 1.A regarding signage, item 1 .B regarding site layout, and item 1.C regarding a Landscape/Screening plan. The Department of Planning Services does not feel as though the applicants have fully addressed items 1.A and 1.C of the Planning Commission Resolution since no screening has been proposed and there is currently more signage on site then is being outlined on the plat. I have spoken with your surveyor and have given him the corrections on the plat. The following conditions are the items that you need to complete. C. The applicant shall submit to the Weld County Department of Planning Services evidence that any existing septic system meets all requirements of the Weld County Department of Public Health and Environment. The Weld County Department of Public Health and Environment was unable to locate a septic permit for the septic system for the doublewide mobile home. Any existing septic system which is currently not permitted through the Weld County Department of Public Health and Environment will require an I.S.D.S. evaluation prior to the issuance of the required septic permits. In the event the system is found to be inadequate, the system must be brought into compliance with current I.S.D.S. regulations. D. The applicant shall submit a sketch of the existing septic system in relation to the proposed lot line to the Weld County Department of Public Health and Environment. The applicant shall submit a Zoning Permit for a Mobile Home (ZPMH) to the Department of Planning Services showing that the existing doublewide mobile home permitted by ZPMH #976 for accessory to the farm on Lot B will be the principal dwelling unit on Lot B. There is no cost associated with this application. P. The applicant shall provide the Department of Planning Services with written evidence that Lot B has an adequate water source. The existing well on Lot A#212993 can not be shared. Q. The applicant shall provide the Weld County Department of Planning Services with a Statement of Taxes from the Weld County Treasurer showing no delinquent taxes exist for the original parcel. Prior to scheduling a Board of County Commissioners hearing: A. The applicant shall submit a detailed signage plan to the Weld County Department of Planning Services. The plan shall indicate location, type, if illuminated and size of all proposed signs and banners. The plan should also include no smoking signs. The applicant shall obtain a written approval from the Colorado Department of Transportation prior to submittal. Further, the proposed signs shall be in compliance with Section 23-4-110 of the Weld County Code which prohibits the following: 1) Mechanical or electrical appurtenances, such as "revolving beacons" which are obviously designed just to compel attention. 2) Flashing signs located within five hundred (500)feet of an intersection. 3) Any sign located so as to conflict with the clear and obvious appearance of public devices controlling public traffic. 4) Signs or components of signs that change physical position or light intensity by any movement or rotation of the physical sign or components which make up the sign or which give the visual impression of movement or rotation. 5) Motor vehicles, trailers or portable bases with wheels or to which wheels may be readily affixed used as a sign structure. The plat map will need to be corrected to illustrate the full USR boundary. I will request that we receive an 8.5 x 11 copy of the plat for the file. In addition to that I will still need a signage plan. There are numerous signs on the property currently that will need to be either removed or delineated on the plat (size and location) if all that is wanted on the site is three 3x10 banners. Please keep in mind that you can propose signs that are not in compliance with Section 23-4-90 of the Weld County Code but all the signs will need to be delineated in a signage plan for presentation before the Board of County Commissioners to approve or deny. Spoke to one of the employees and he was assured to they took precautions to prevent such things. Parent was told there was a wash station, they've never had cases of e-coli, animals were well groomed,pens were clean, and the animals they had were scaled animals. Parent was a chaperon. There were 5 bus loads of kids there that day. Got there and needed to go to Restroom. There were porta potty's. They were dirty. Wash station was next to porta potty's maybe from the same company; concerned with the water being pumped from a little station that seems to recycle the water. Went into the petty zoo noticed no signs to wash your hands or where wash station was located. Notice animals were ratti and pens not very clean. Child then needed to go to bathroom. Took to several porta potty's and they were all dirty. Finally had child go in the weeds because to dirty to let child sit on seats. One stall had feces on it and turned out to be blood. Parent called and Spoke to employee"Brittany." She hung up on him twice. The employee stated she didn't have time for this. What she told parent about porta potty's was the company was responsible for keeping them clean not them. Parent thinks maybe they should limit amount of people at one time to better serve the public with safety issue for a-coli. Suggested placing signs about washing hands and giving the public a heads up doesn't want anyone to get in trouble.
