HomeMy WebLinkAbout20061553.tiff RESOLUTION RE: APPROVE MEMORANDUM OF UNDERSTANDING FOR THE 3-1-1 PROGRAM AND AUTHORIZE CHAIR TO SIGN - CITY AND COUNTY OF DENVER WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Memorandum of Understanding for The 3-1-1 Program between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of United Way of Weld County,and the City and County of Denver, 201 West Colfax Avenue, Denver, Colorado 80202, commencing upon full execution, with further terms and conditions being as stated in said memorandum, and WHEREAS, after review, the Board deems it advisable to approve said memorandum, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Memorandum of Understanding for The 3-1-1 Program between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of United Way of Weld County, and the City and County of Denver be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to sign said memorandum. WHEREAS, Weld County requests that Denver's 311 Service provide non-exclusive call routing for calls identified as Weld County residents or businesses during normal hours of operation in Denver's 311 Service Center; and WHEREAS, Denver's 311 Service is agreeable to providing the routing of misrouted or exchange carrier boundary"overlap" incoming calls that might route to Denver's 311 Service; NOW THEREFORE, the entities agree as follows: A. CONTACT INFORMATION 1. Point of Contact(POC): The POC for each entity shall be as indicated in this Section A Contact Information. Each entity, without invalidating the MOU, may a) assign different representatives, b) redefine their authorities and responsibilities, or c) establish them as the"designated representative"for the entity for particular responsibilities. Each entity shall endeavor to notify the other in a timely manner of such new contact information without the need to formally revise this MOU. 2. CALL ROUTING PROTOCOL: The 3.1-1 program, which will centrally process an estimated one million calls a year, will modernize and improve the delivery of Denver City services. The primary 3-I-1 call center will be located at 201 West Colfax in the Webb Municipal Building and will accept 3-1-I calls dialed within the City boundaries. A 10-digit"point-to" number, 720-913-1311, is currently in use and will be provided to local exchange carriers, wireless service providers and public payphone operators to allow uniform access and easier migration for those carriers who cannot currently support the 3-1-I abbreviated dialing arrangement. The 720-913-1311 number will allow access to the City's 3-I-1 call center from outside the City's boundaries.The City expects all carriers will commence routing 3-1-1 calls to the 3-1-I call center no later than July I, 2006. In addition to the primary call center, the 9-1-1 combined communications, will act as a secondary overflow/disaster recovery call center located within the City. This secondary site will process 3-1-1 "Level I"calls and, in that capacity, will serve as a key contact point for individuals calling with general information requests about many of the City's services and programs for after hours, non- emergency police calls and to respond to inquiries and complaints in such areas as heating, housing, sanitation, health, human services, taxation, regulation and business. This location will act as a recovery site for the City's primary 3-1-I call center. In a disaster recovery mode, all 3-I-1 inbound calls will be redirected to this secondary location. C. GENERAL PROVISIONS: 1. Integration and Formality of Changes: This agreement is intended as the complete integration of all understandings between the entities unless otherwise stated herein. With the exception of changes to contact information per paragraph A above, no prior or contemporaneous addition, deletion, or other amendment hereto shall have any force or effect whatsoever, unless embodied herein by writing. No subsequent notation, renewal, addition, deletion, or other amendment hereto shall have any force or effect unless embodied in a written agreement executed and approved by the appropriate authorities. 2. No Fiscal Obligation : Neither Weld County nor Denver incurs any fiscal obligation hereunder for the transferring or routing of calls received via Denver's 311 service. This agreement may be amended upon mutual written agreement to include other services, solutions, payment arrangements, or other amendments. This MOU sets forth the intent of the signatories hereto. But it is not a legally binding document, and is not intended to confer remedies on any party in the event of its breach. 3. Term and Termination: This MOU shall become effective upon the approval and signature by the authorized representatives of the entities hereto, and shall continue until such time as either entity gives thirty (30) days of advance written notice of termination to the other. I appreciate your help in that regard. Also, I was pleased to learn of your interest in the 3-1-1 system of your own. Here is the information about the advisory group we are in the process of forming, and we would be eager to have your participation. The text of the letter I referenced follow: At Friday's meeting of the Metro Area County Commissioners,the group heard a presentation about the implementation of Denver's new 3-1-1 program. Kelly Brough,Deputy Chief of Staff for Mayor Hickenlooper, gave an overview of the program,which is designed to expedite constituents' ability to connect to appropriate City staff for non-emergency services. The handout accompanying Kelly's presentation is attached. On behalf of Kelly and others from the Denver team involved in the project, I want to thank members of the MACC for their interest in this innovative program, which is modeled after similar successful efforts around the country. In addition to familiarizing commissioners with the system, the presentation on Friday included an invitation: for each jurisdiction to appoint a participant to a Regional Advisory Council. The purpose for a multi- jurisdictional group would be to explore regional strategies on delivering customer service through a collaborative 3-1-1 system. My request is that you identify someone from[Weld County]—either yourself or a member of your professional staff—to serve on the Regional Advisory Council.
