(b) Please see Item #3 below. (c) Please see the enclosed annexation map and master plan for the current and proposed land use patterns of the proposed annexation and the enclosed Town of Windsor Land Use Plan map for the proposed land use patterns for the subject property to be annexed and for surrounding properties. 2) The application materials did not include a draft or final pre-annexation agreement as the Town of Windsor does not require a pre-annexation agreement unless such an agreement is determined to be necessary during the initial review. 3) Municipal services will be provided as follows: ➢ Water — The Town of Windsor will provide potable water service to the proposed development. The potable water system will be constructed solely at the developers expense. ➢ Sewage Disposal —The Town of Windsor will provide sanitary sewer service to the proposed development. All necessary sewage disposal improvements shall be constructed by the developer solely at the developer's expense. ➢ Drainage Facilities — Drainage infrastructure per the Town's requirements is to be constructed by the developer solely at the developer's expense. > Fire Protection —Windsor-Severance Fire Protection District > Police Protection —Town of Windsor Police Department > School — Weld County School District RE-4 (enclosed please find an Impact Statement from the School District) 4) Installation and financing of infrastructure extensions, as well as any applicable reimbursements for previously oversized infrastructure to serve the subject property, shall be the sole responsibility of the developer. 5) Enclosed please find a list identifying all existing districts within the area to be annexed. 6) Enclosed please find an Impact Statement from the Weld County School District RE-4. It appears that this is currently agricultural zoning and will need rezoning to accommodate developer expectations. The District supports the annexation to the Town of Windsor and changes that would bring about the commercial zoning based upon developer disclosure to date. The District reserves the right to further comment as zoning and master plan are fiuther developed or as changes may be submitted. As currently proposed,there would be no student impact as no residential development is proposed in communication that the district has received to date. The District would benefit from tax base associated with commercial zoning. As the HWY 392 corridor is further developed,the District requests continued monitoring and traffic impact study to mitigate concerns where possible and provide for gaps in traffic as controlled by traffic devices in order that crossings near the high school and middle school remain a prime concern for student safety. The following information was prepared in compliance with the Submittal Requirements for the Annexation requirements. This development was designed in compliance with Town of Windsor subdivision standards, zoning district standards and West Corridor Plan standard. The project is currently zoned Agriculture and the proposed zoning is General Commercial. This rezoning is compatible with the surrounding zoning classifications of General Commercial to the east and General Commercial with PUD Overlay to the north. The construction and operation of the retail and office establishments will also create new job opportunities for the residents of Windsor as well as continue to employee many residents that are part of the construction industry. The last justification for this annexation and rezoning is to provide complimentary land uses for the surrounding commercial districts. The property is located in the ideal location in Windsor, minimizes vehicular trips by grouping destination retail together, creation of new jobs and the very positive economic benefits for the Town. The Town should support this annexation and rezoning application. We look forward to working with the Town on the expeditious review and approval of River Valley Crossing.
