HomeMy WebLinkAbout20061188.tiff RECORD OF PROCEEDINGS MINUTES HOUSING AUTHORITY WELD COUNTY, COLORADO APRIL 24, 2006 TAPE #2006-17 The Board of County Commissioners of Weld County, Colorado, met in regular session as the Housing Authority Board in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, April 24, 2006, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner M. J. Geile, Chair Commissioner David E. Long, Pro-Tem Commissioner William H. Jerke Commissioner Robert D. Masden Commissioner Glenn Vaad Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Donna Bechler Finance and Administration Director, Donald D. Warden MINUTES: Commissioner Jerke moved to approve the minutes of the Housing Authority Board meeting of March 27,2006, as printed. Commissioner Masden seconded the motion, and it carried unanimously. NEW BUSINESS: CONSIDER APPLICATION FOR EMERGENCY SHELTER GRANT ASSISTANCE 2006 AND AUTHORIZE CHAIR TO SIGN-COLORADO DIVISION OF HOUSING:Tom Teixeira, Director of Greeley-Weld County Housing Authority,stated this is the annual application to the State Division of Housing for Weld County's share of the Emergency Service Grant for federal dollars. This request is for approximately$78,000.00, which is then granted to the Greeley Transitional House,a Woman's Place, Room at the Inn,and Catholic Charities to provide shelter to the homeless. In response to Chair Geile, Mr.Teixeira confirmed a formula was developed ten (10)years ago based on the number of shelter nights and shelter receipts, using real data. Commissioner Long moved to approve the application. Seconded by Commissioner Jerke, the motion carried unanimously. CONSIDER PROPOSAL FOR PROJECT BASED ASSISTANCE - DOVE VALLEY SENIOR LIVING COMMUNITY: Mr. Teixeira stated earlier this year the Greeley/Weld Housing Authority advertised for proposals to utilize some of the 427 housing assistance vouchers in a project based mode to allow some of the smaller communities to be able to get more usage from these vouchers in conjunction with construction of new multi-family housing,with the preferences going to senior housing. The only proposal received was from the Milliken Housing Authority,which is currently building 20 senior units. The proposal 2006-1188 BC0016 C 5 as--OG is for 10 of those units to be project based. When an appropriate tenant is in place,the tenant will pay thirty percent of the rent, and the Housing Authority will make up the difference of the allowable rent. Commissioner Jerke moved to continue this proposal to April 26,2006,at 9:00 a.m.in order to have a draft resolution printed rather than reading the information submitted by the Dove Valley Senior Living Community. Seconded by Commissioner Masden, the motion carried unanimously. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
