RE: APPROVE GRANT APPLICATION FOR WELD COUNTY WASTE TIRE CLEAN-UP
AND RECYCLING PROJECT AND AUTHORIZE CHAIR TO SIGN
WHEREAS,the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,the Board has been presented with a Grant Application for the Weld County
Waste Tire Clean-Up and Recycling Project between the County of Weld, State of Colorado, by and
through the Board of County Commissioners of Weld County, on behalf of the Weld County
Department of Public Health and Environment, and the Department of Local Affairs Waste Tire
Cleanup and Processing Program, commencing upon full execution, with terms and conditions
being as stated in said application, and
WHEREAS,after review,the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
NOW,THEREFORE,BE IT RESOLVED by the Board of County Commissioners of Weld
County,Colorado,that the Grant Application for Weld County Waste Tire Clean-Up and Recycling
Project between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Weld County Department of Public Health and
Environment, and the Department of Local Affairs Waste Tire Cleanup and Processing Program,
be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said application.
The above and foregoing Resolution was, on motion duly made and seconded,adopted by

SUBJECT: Grant Application, Colorado Waste Tire
Program
Enclosed for Board review and approval is a grant application to the Colorado Department of
Local Affairs, Division of Local Government, for funds to clean-up various sites across the
County where tires are currently illegally stored. The application requests funds to cover the cost
of the removal of the tires.
The grant request and subsequent activities correlate with goals defined in the Department's
Strategic Plan.
The grant request is $64,870.75. The funding source is from DOLA via a surcharge to tire
purchasers that was authorized in HP 95-1238, CRS 24-32-1140).
I recommend approval of this grant request.

Weld County Waste Tire Clean-up and Recycling Project Grant
Application
Background
The Weld County Department of Public Health & Environment (WCDPHE) seeks to
uphold the mission of the department by preserving, promoting-and protecting a healthy
life and safe environment for the residents of Weld County. As a common goal, the
Environmental Health Services Division serves this mission by working to minimize
negative environmental impacts such as the illegal storage of waste tires. Piles of illegally
stored waste tires provide a receptacle for standing water where mosquitoes may lay
eggs, increasing their population. Mosquitoes are a known vector for transmitting the
West Nile Virus and other diseases. The County has documented numerous cases of both
human and animal infections.
Recently the WCDPHE sought for and obtained grant funding from the Department of
Local Affairs' (DOLA) Waste Tire Cleanup and Processing Program. The grant monies
were utilized in two different phases. Weld County resident's response to both phases of
the waste tire clean-up program was tremendous, far exceeding expectations by collecting
24,608 tires, 14,608 more tires than the originally estimated 10,000 tires.
An unexpected outcome of our recent waste tire collection activities was the finding of
additional illegal waste tire collection sites where approximately 15,000 waste tires are
currently stored. Therefore, WCDPHE seeks funds from DOLA's Waste Tire Recycling
and Cleanup Fund to clean-up these additional sites within Weld County.
Purpose of the Grant
The purpose of this grant is to aid Weld County residents in the cleanup of illegally
stored waste tires at private sites.
Description of the Project
The collection efforts of this project will be divided into two spheres of participants. The
first type of participants (Type I) will be those tire sites previously identified. The second
type of participants (Type II) will be those tires sites the offices of Weld County Planning
and Zoning and Environmental Health Services Division of WCDPHE anticipate
identifying through private complaints and by advertising this potential clean-up program
to Weld County citizens.
Type I Participants
During the recent Weld County Tire Amnesty Weekend, several additional private sites
where waste tires are being illegally stored were identified. Owners of the properties
where tires are stored participated in the previously mentioned Amnesty promotion but

could only bring 50 waste tires to the collection sites. Weld County residents listed as
reasons for harboring the illegally stored tires as:
• Agricultural use—tires were previously used on the property but are no longer
required
• New ownership—either inheritance or change of ownership through land sales
requires new occupants to cleanup newly acquired property
Consequently, a sign-up sheet was generated to collect names, addresses, and contact
information of property owners who had large numbers of waste tires remaining on their
property.

This list was complied during the recent Tire Amnesty Weekend held by the WCDPHE.
It is not a complete list as it includes only individuals who were willing to give their
contact information during the collection program.

* All participants will be asked to transport, or arrange for the transport of waste tires
stored on their respective properties to the recycling contractor's site with one exception.
Sherwood Langley has approximately 3500 waste tires stored on his property. His age
and financial status make the participant delivery problematic. Mr. Langley's property
has a long standing violation reputation where the storage of waste tires has been
prevalent. However, recently Mr. Langley has been working with Weld County
Commission of Planning and Zoning to meet compliance standards. Therefore, the
proposed grant requests Sherwood Langley's waste tires be picked up by the designated
waste tire recycling agent.
Type II Participants
The second type of participants for the proposed DOLA grant include property owners
who continue to store waste tires because they have not been informed of the changing
regulation regarding waste tires. The majority of these residents continue to store tires
predominantly because proper disposal constitutes an immense expense for agricultural
workers. As evidenced by the overwhelming success of the previous amnesty collection,
Weld County residents are ready and willing to eliminate their waste tires given the
proper encouragement and help. Therefore, we propose running an informational
campaign designed to inform all Weld County residents of the possibility of help with
their clean-up through the proposed DOLA grant. As a result of this educational
campaign, we anticipate the identification and need for collection of an additional 15,000
waste tires.
Total Tire Estimates
Type I participants house approximately 16,500 tires and we expect to collect
approximately 15,000 tires from Type II participants. Therefore, we estimate the
proposed cleanup to consist of 31,500 illegally stored waste tires. Appling the previous
known ratio of car to truck/tractor tires from last years collection, we anticipate the
breakdown of the proposed 31,500 tires will occur as 79%, or 24,885 tires, will be
passenger vehicle tires, 9%, or 2835 tires, will be truck/tractor tires, 11%, or 3465 tires,

will be passenger vehicle tires with wheels, and 1%, or 315 tires, will be truck/tractor
tires with wheels. Loader tires will not be accepted for the proposed grant.
An assessment of each site will be made by personnel from WCDPHE contingent upon
the approval of the proposed grant. Participants will be responsible for the accurate
counting of waste tires on their property. WCDPHE personnel will issue Weld County
residents a site specific voucher (Collection Ticket) each made-out for the explicit
number of tires per property to be collected during a given specific period of time.
Tracking of waste tires and collection will be simplified and easier to control since
residents will be allowed to recycle only as many tires as is listed on their site-specific
voucher.
Budget
Only licensed, approved recycling or disposal facility contractors will be considered in
the bidding process for the proposed grant. Therefore, waste tire disposal or recycling
will be in accordance with state regulations. While the bidding process is open to all
licensed providers, recycling of the waste tires is the preferred method of clean-up and
will influence the outcome of the chosen provider.
The Weld County Health Department would use the requested funds from the Waste Tire
Recycling and Cleanup Fund to recycle/dispose of tires from private county sites. After
contacting a licensed recycling company for per-tire cost estimates, total costs were
arrived at by applying the estimate to the total number of tires according to the previously
mentioned breakdown. Requested funds for waste tire disposal/recycling are expected to
be no less than the amount as listed below. The following list includes tires from the
known sites, a projected estimate of tires at expected sites, advertising expense, and
estimates for matching funds in the form of Weld County personnel and Land Owner
participation hours:

After a competitive bidding process, a licensed recycling contractor will be awarded this
contract. Every effort will be make to ensure the contractor implements only approved
methods for the re-use and recycling of the waste tires. Weld County personnel will visit
each of the sites to assemble an accurate accounting of the number of waste tires present
on each property. Landowners will be issued a voucher for a set amount of tires previous
to tires being transported to the disposal/recycling facility. Salary for WCDPHE
Environmental Health Division employees and costs for Land Owner participation are
included as in-kind match for the proposed project ($16,400.00). Total requested
funding for the proposed project is $64,870.75.

Our cost estimates were derived from verbal communication with a licensed tire recycler
within our County. We will send the project out for competitive bidding and follow all of
