I have circulated the road petition with the appropriate supervisors for additional comments. WCR 128.5 does provide access to parcels of Federal Land on top and to the north of the Indian Caves escarpment. These parcels are specifically defined as: T.l I N., R.56W., 6th P.M., Weld County, CO Sec. 14: S2SW, SWSE Sec. 23: NW, NWNE Sec. 24: SWNW We do use WCR 128.5 to access the parcels listed above. We request that provisions be made in the abandonment and vacation process to assure that we have continued access for Forest Service employees, contractors and permittees (primarily local ranchers with direct permits or members of the Pawnee Cooperative Grazing Association). We are in the process of defining the public transportation system on the National Grassland as part of a program called Travel Rule Implementation. This will result in the publication of a map showing all State, County and Forest Service roads that are open to the public for motorized travel. While our draft map has not been printed, we will recommend that the portions of WCR 128.5 and 149 proposed for abandonment should not be shown as open public roads.
