BOARD OF SOCIAL SERVICES
WELD COUNTY, COLORADO
OCTOBER 31, 2007
The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of
Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Centennial Center, Greeley, Colorado, October 31, 2007, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner David E. Long, Chair
Commissioner William H. Jerke, Pro-Tem
Commissioner William F. Garcia
Commissioner Robert D. Masden
Commissioner Douglas Rademacher
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Jennifer VanEgdom
Director of Finance and Administration, Donald D. Warden
MINUTES: Commissioner Masden moved to approve the minutes of the Board of Social Services meeting
of October 29, 2007, as printed. Commissioner Jerke seconded the motion, and it carried unanimously.
WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval
by the Board in the amount of $2,656.99. Commissioner Jerke moved to approve the warrants as
presented by Mr. Warden. Commissioner Rademacher seconded the motion,which carried unanimously.
NEW BUSINESS:
CONSIDER CHILD PROTECTION AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR TO SIGN-
TURNING POINT CENTER FOR YOUTH AND FAMILY DEVELOPMENT, INC.: Judy Griego, Director,
Department of Social Services, stated the term of the agreement is August 1, 2007,through May 31, 2008,
and the source of funding is Core Services. She stated Turning Point Center for Youth and Family
Development, Inc., will provide consultation and 24/7 telephone crisis support for certified foster care and
group home parents. She stated the maximum reimbursement of$75,000.00 will be provided according
to the rates outlined in the agreement. Commissioner Garcia moved to approve said agreement and
authorize the Chair to sign. Seconded by Commissioner Rademacher, the motion carried unanimously.
CONSIDER CHILD PROTECTION AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR TO SIGN-
TURNING POINT CENTER FOR YOUTH AND FAMILY DEVELOPMENT, INC.: Ms. Griego stated the
term of the agreement is August 1,2007,through May 31,2008, and the source of funding is Child Welfare
Administration. She stated Turning Point will provide training conferences for, and individualized training
with, certified foster care and group home parents. She stated the maximum reimbursement rate of

$50,000.00 will be provided according to the rates outlined in the agreement. Commissioner Garcia moved
to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Jerke,the motion
carried unanimously.
CONSIDER SECOND SEMI-ANNUAL PROGRESS REPORT FOR THE BUILDING HEALTHY
MARRIAGES PROJECT AND AUTHORIZE CHAIR TO SIGN: Ms. Griego stated the progress report is
required by the Department of Health and Human Services,Administration for Children and Families,which
is the grantor for the Project. She stated the comprehensive report encompasses allowable activities which
have occurred within the past year, and clarified 132 couples were provided with services, which is a total
of 332 service units. She gave a brief explanation of the funding provided to the Project, including federal
grant funds and Temporary Assistance for Needy Families (TANF) funds. Commissioner Rademacher
moved to approve said report and authorize the Chair to sign. Seconded by Commissioner Garcia, the
motion carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:10 a.m.
