RE: APPROVE REQUEST FOR PROPOSAL FOR COMMUNITY FAMILY SUPPORT FOR
THE GRANDPARENTS RAISING GRANDCHILDREN PROGRAM - PROMISES FOR
CHILDREN
WHEREAS,the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,the Board has been presented with a Request for Proposal for Community
Family Support for the Grandparents Raising Grandchildren Program between the County of Weld,
State of Colorado, by and through the Board of County Commissioners of Weld County,on behalf
of the Department of Human Services, Area Agency on Aging, and the Promises for Children,
commencing upon full execution,with terms and conditions being as stated in said request, and
WHEREAS,after review,the Board deems it advisable to approve said request for proposal,
a copy of which is attached hereto and incorporated herein by reference.
NOW,THEREFORE,BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Request for Proposal for Community Family Support for the
Grandparents Raising Grandchildren Program between the County of Weld, State of Colorado,by
and through the Board of County Commissioners of Weld County,on behalf of the Department of
Human Services,Area Agency on Aging,and the Promises for Children be,and hereby is,approved.
The above and foregoing Resolution was,on motion duly made and seconded,adopted by
the following vote on the 31st day of January, A.D., 2007.

Weld County Area Agency on Aging, Grandparents Raising Grandchildren
Program is requesting funding from Promises for Children, Community
Family Support Program for the amount of$890.00. These dollars, if
awarded, will be used to supplement the existing Grandparents Raising
Grandchildren in the following areas: limited childcare at the Legal Clinic
events and monthly support groups and educational materials.

Weld County Grandparents Raising Grandchildren
The Weld County Grandparent Raising Grandchildren Task force was established six
years ago. In 1999, key human services agencies of Weld County and several interested
grandparents were invited to attend a national satellite conference in Greeley entitled
Grandparents Raising Grandchildren: Implications for Professionals and Agencies. The
conference identified and brought to our community agencies an increased awareness of
the many issues that grandparents across the nation face in raising their grandchildren.
Shortly after the conference a task force was formed to more fully explore the needs of
Weld County grandparents and to develop programs and services to address the needs.
Over time the following mission was developed: Agencies networking together in efforts
to reach grandparents in the community giving the support and tools to meet their needs
in raising their grandchildren. Agencies currently involved in the task force include
members from: Catholic Charities Northern, School District Six, Weld County Legal
Services, CSU Extension-Weld, c.a.r.e., CASA, Weld County Health Department,
Department of Social Services, School District Six, and the Weld County Area Agency
on Aging.
The task force, in collaboration with a numerous community partners supports the
following programs and or services: Information and Referral, Quarterly Legal Clinics,
an Annual Spring Conference, Monthly Support Group Meetings and an Annual Picnic to
celebrate National Grandparent's Day. In addition, the task force provides materials in
English and Spanish and offers a resource of videos, newsletters and books.
According to the 2000 U.S. Census, there are currently 3,450 children in Weld County
that are living in households headed by grandparents. Within the last decade there has
been a 44% increase in the number of grandparents raising their grandchildren.
Grandparents are becoming the primary caregivers for their grandchildren for a variety of
reasons such as: parental alcohol and drug abuse issues, teen pregnancy, domestic
violence, death, divorce, parental joblessness, neglect, abandonment or incarceration of
the parents.
Weld County Grandparents Raising Grandchildren Legal Clinics
The legal clinics, in coordination with the Weld County Legal Services office, are made
available on a quarterly basis at the Evans community Complex from 7:00 p.m. - 8:30
p.m. The coordinator of the Weld County Legal Services seeks Family Law attorneys
who are able to provide legal information (parental rights, visitations, child custody,
temporary power of attorney and adoption, etc.) to grandparents who are frequently
facing legal issues concerning their grandchildren. The grandparents attending the clinics
not only receive the legal guidance but they also receive support from each other. They
realize that they are not alone in facing same or similar issues. The most recent legal
clinic held on January 17, 2007 had an attendance of 20 grandparents.
Low income grandparents who meet the eligibility guidelines may also be eligible to
receive additional legal assistance through the pro bono program at the Weld County
Legal Services.
Support Group Meetings
The Grandparent Raising Grandchildren Task Force also provides support group
meetings every second Thursday of the month and held during the day between 8:30 a.m.
-10:00 a.m. The grandparents meet at Catholic Charities Building located on 2500 151
Avenue Suite B in Greeley. The support group meetings give grandparents an
opportunity to share their feelings and the challenges they are experiencing in raising
their grandchildren. In addition, speakers are frequently invited to come to the meeting to
share resource and program information (child development, behavior problems,
financial resources, nutrition etc.) on a variety of topics that are of interest to the
grandparents.
The support group attendance continues to grow. Over the last year twelve new families
have joined the group. This growth is very exciting but this does have a direct impact on
how many families can receive child care assistance.
Accomplishments and Outreach Efforts
The task force is exploring different outreach efforts to increase community awareness.
For example, the task force hosted a luncheon in August 2006 to recognize the attorneys
who have participated in the legal clinic and school counselors from the School District
Six and surrounding rural communities were invited to attend the luncheon. In an effort
to increase the knowledge base of the school counselors concerning the needs of
grandparents Dr. Susan Collins presented the results from a grandparent raising
grandchildren survey that was completed by the University of Northern Colorado. In
addition, Dorothy Escamilla, the Weld County Area Agency on Aging Grandparents
Raising Grandchildren program coordinator, did a power point presentation that provided
information on the services and resources that are being provided by the task force.
After the luncheon, many of the counselors came up and thanked the task force members
for the information they received and that they would make appropriate referrals to the
grandparent program. After the event the Area Agency on Aging received many emails
from the counselors indicating that the information they obtained from the luncheon was
timely and greatly needed. There were also several requests stating an interest to form
support groups at their schools with our technical support.
Request
In 2007, the task force will continue to expand outreach efforts in the community. These
efforts will increase the number of families that will become involved in the legal clinics
and the support groups. Some of the grandparents who are currently attend the legal
clinics and/or the support groups are in need of financial assistance to help cover the cost
of child care while they attend the support group and/or the legal clinics.
With the funding from the Promises for Children grant we have been able to provide
child care vouchers to low income grandparents. In order to meet the child care needs of
our current participants and new low income participants we are requesting a slight
increase of$200.00 over last years funding award. This increase will allow us to assist
an additional twenty families. In addition we are asking for $100.00 to help cover the cost
of educational materials. The total grant request is $890.00.
