RE: APPOINTMENT$ TO THE UTILITIES COORDINATING BOARD
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
' affairs of Weld County, Colorado, and
WHEREAS, vacancies currently exist on the Utilities Coordinating
Board, and
WHEREAS, the following persons have been recommended to fill
said vacancies:

(Greeley Gas Asst. Mgr) (unexpired term of
Ray Fouts)
Alternate-Mike Erland
Replace State Highway Department position on Board
Brian Johnson, Chief 12-31-1984

Reverse regular members and alternate designation

NOW, THEREFORE, BE IT RESOLVED by the Board of County Commis-
sioners that the aforementioned individuals be, and hereby are,
appointed to the Utilities Coordinating Board.
The above and foregoing resolution was, on motion duly made and
seconded, adopted by the following vote on the 10th day of February,
A.D. , 1982.

RESOLUTION OF RECOMMENDATION TO THE BOARD OF COUNTY COMMISSIONERS
Moved by Wally Jacobson that the following resolution be introduced for passage
by the Weld County Utility Coordinating Advisory Board:
Be it therefore Resolved by the Weld County Utility Coordinating
Advisory Board that the following be adopted by the Board of County
Commissioners:
That Brian Johnson., from the Western Hills Fire ;Protection Fire
District, be appointed to replace Wally Jacobson on the Weld County
Utility Coordinating Advisory Committee.
Motion was seconded by Calvin Johnson

The Chairman declared the motion passed and ordered that a certified copy of

Gentlemen:
At the December 17, 1981 meeting of the Weld County Utilities Coordinating
Advisory Committee, the purpose and composition of that committee were discussed.
Upon review of the August 19, 1970 Resolution establishing the committee, it was
generally agreed that the committee is functioning as intended. However, there
was considerable discussion regarding the continued representation of the State
Department of Highways.
It is our position that formal representation as a voting member of this commit-
tee is no longer necessary. We have a good working relationship with the County
Staff on development-related matters, and we routinely review and comment on referrals
from the Weld County Department of Planning Services. In addition, we have coordinated
with the County Engineering Department on projects which affect State Highways. This
cooperative effort will continue because there are mutual benefits for the State and
the County.
We want to continue to receive notification of land use changes which affect the
highway system. We would also appreciate being kept on the mailing list for Utility
Committee meetings, as a referral agency. This would allow us to attend if there
were questions on a particular issue which we could help resolve. This referral and
review process is the same as that which we have developed with the other Cities and
Counties in our nine-county District.
We trust that the Board of County Commissioners will accept our resignation from
this committee. In our judgment, this vacancy would create an opportunity for more
effective representation by an agency or utility that has not had an opportunity for
representation.

That Calvin Johnson, from the Central Weld County Water District, and
Gary Johnson, from the City of Greeley and J. E. Green from the Greeley
Gas Company, be appointed to the Weld County Utility Coordinating Advisory
Committee to replace C. William Hargett, Jr. , John Zadel and Mike Erland.
