The property will be used for the development and operation of an assisted living residence designed with an aviation theme throughout, catering to aviators and aviation enthusiasts. Eagles Nest Aviator Home will be designed to accommodate seniors who share a common bond in their love for aircraft and flying. A total theme environment reflecting the history and nostalgia of flight will cater to the passion of aviators and aviation enthusiasts who can no longer live independently. The home will be furnished in a style reflective of the 40's and decorated with aviation memorabilia and artifacts from WWI, WWII and early general aviation history. In addition,there will be a comfortable library/theater room housing a collection of aviation books and publications, and a variety of aviation videos and DVD movies to be enjoyed by the residents and their families and visitors. Finally, background music in the common areas will complete the nostalgic theme with favorite selections from the Big Band Era, etc. These standard features in Eagles Nest will keep the memories and the residents alive and thriving. The location is integral in the theme environment. The parcel being developed for Eagles Nest is located adjacent to Platte Valley Airport, a privately owned/public use facility where general aviation flying and related activities can be viewed and enjoyed by the residents on a daily basis. The home will include a large front and side porch area ideal for viewing aircraft departures and landings. There will be transportation available for residents who wish to visit their neighboring aviation community. The residents without leaving the comfort of their home and neighborhood can enjoy seasonal fly-ins, barbecues, etc. The location enables the residents to feel that they are part of the aviation lifestyle, surrounded by people who make them feel connected and who keep life purposeful and fun. The Home The single story house design will be environmentally friendly and energy efficient. All exterior and interior areas will be handicapped accessible. All safety requirements such as fire sprinkler system, fire alarm, etc. will be installed. The common area to include a large country kitchen, dining room, great room with fireplace and library will provide a comfortable home environment for all of the residents. The expansive front and side porch will offer a view of the neighboring airport and runway. Fourteen private bedrooms and two double occupancy bedrooms each with a full bath will adjoin the common area. All bedrooms will have intercom systems and call buttons for emergency assistance if required. Several bedrooms will be larger in size to accommodate a retirement couple if necessary. The furnishings throughout the country style house and bedrooms will be reminiscent of the nostalgic time frame of the 1940's, however, the residents may provide their own bedroom furniture if desired. Services Eagles Nest will offer the traditional care services as well as specialized amenities to include: • The warmth and personal comfort of beautiful homelike surroundings, enhanced by a total aviation theme environment • Large private bedroom with full bath • In room intercom system and emergency call button • Private telephone jack or use of house phone • Nutritional home cooked meals with substitutions available to accommodate all residents • 24 hour snack bar with beverages, fresh fruit, etc. • Linen, laundry, and daily housekeeping services • 24 hour access to care and assistance • Assistance with bathing, dressing,personal care and other activities of daily living if necessary • Medication administration • Individualized and group daily activities • Transportation to local community services, medical, etc. • Transportation to aviation related events, functions, etc. • Transportation to neighboring airport community • Trained staff; including first aid and CPR certification and dementia care training Staffing Eagles Nest staff members will be selected based on their dedication to eldercare dignity and the resident's quality of life. The Eagles Nest development is consistent with the Weld County Comprehensive Plan in many ways. The development property is not located with in a natural hazard area. In addition, the facility will be environmentally friendly in all aspects of building construction and overall operation. The home construction will adhere to all Weld County Code requirements with proper adjustments made in safety, sanitation, etc., as necessitated by requirements and regulations for state approved assistant living facilities. Eagles Nest will not have any negative impact on the health, safety and welfare of the surrounding County residents. The agricultural tradition of Weld County will be maintained as the facility will be surrounded on the north, south and east sides by active farmland. This agricultural influence is also a benefit to the Eagles Nest development as it enhances the "country home"lifestyle we will strive to create. 3. The Eagles Nest proposal is consistent wit the intent of the C-2 (General Commercial) Zone District. The assisted living facility will provide a viable service for senior citizens from Weld County and surrounding communities, while maintaining compatibility with the neighboring agricultural areas and adjacent PUD residential and commercial zones. Eagles Nest development will be in compliance with the following required Design Standards: Stormwater Management: The required retention pond will be designed by High Plains Engineering of Fort Lupton and designated on the prepared grading and drainage plan. Parking: Due to the nature of the business,parking requirements for residents will be minimal. Adequate parking for staff and visitors will be designed according to Appendix 23-B of the Weld County Code. Street Access: Access for the Eagles Nest site has been established with the Recorded Exemption No. 4053,providing a"Local Street"to the site obtained from a dead-end cul-de-sac encasing WCR 16 and WCR 39. Please refer to the County Road Access Sheet. Required Yards: Setback and offset areas for the facility will adhere to the required performance standards outlined in Section 23-3-250, and will be designated on the required site plan. Required Landscaping Areas: Specific landscaping will be designed according to water well permit limitations. Minimal grass areas with shrubs, etc., will be maintained for aesthetic value and the enjoyment of residents. The remaining ground will be planted in natural grasses and appropriate vegetation to maintain weed control and prevent erosion. Trash Collection will be screened accordingly and designated on the site plan. Water Supply: Adequate potable water will be provided by Commercial Well Permit# 64660-F Sewage Disposal: Adequate septic design for the facility will be provided by High Plaines Engineering and designated accordingly on the site plan. Outside Storage: No outside storage is projected. If a need arises, appropriate screening will be in place. Eagles Nest development will be in compliance with the following Operations Standards: Noise and Air Quality: Due to the nature of the business and limited activities associated with an assisted living facility, there will be no noise or air quality concerns. Water Quality: The facility water system will be designed and operated in accordance with the standards established by the Colorado Water Quality Control Commission as outlined in Sec. 23-3-250. In addition, water quality will be maintained as designated by the Colorado Department of Public Health and Environment as outlined in the state regulations pertaining to assisted living facilities. Radiation and Radioactive Materials/Heat/Light: Not Applicable Property Maintenance: Landscaping plans will maintain property maintenance with natural vegetation to maintain weed control. 4. Eagles Nest Aviator Home will be totally compatible with the surrounding land uses. The facility site is adjacent to several active aviation entities, Platte Valley Airport and the Colorado International Aviation Museum. The concept for the aviator home, which is to provide a service for aviators and aviation enthusiasts, corresponds perfectly with the objectives for these neighboring land uses. In addition, the serenity and non-obtrusive presence of the nostalgic country home fits with the remaining agricultural surroundings. 5. a) The assisted living facility will accommodate 16 residents when at full capacity. In addition, there will be an estimated two to three visitors daily. b) Staffing will include two employees on site from 6:00am to 8:00pm, and one night shift employee from 8:00pm to 6:00am. The facility will be staffed twenty four hours daily, seven days per week. c) The facility will be open and staffed 24/7. d) The one story single structure will be a country/ranch design, proximately 7000 square feet in size. e) Residents will be allowed small pets upon approval and compatibility. At no time will the number of domestic animals exceed Weld County Code restrictions. t) Vehicular traffic accessing the site will be primarily personal cars. The activity will be minimal as the majority of residents will no longer be driving and guest traffic will be moderate. Minimal commercial vehicle activity would result from trash removal, etc. g) The home will be equipped with sprinklers throughout and a fire alarm system. The site is in the jurisdiction of the Hudson Fire District. h) Water for the facility will be provided by a commercial well. i) Sewage disposal will be accomplished with two septic and leach field systems, .-. designed by High Plains Engineering. j)No storage or warehousing is proposed. 6. Landscaping will be limited per the approved well permit. Minimal lawn areas with shrubbery will be in place for aesthetic value and resident enjoyment, with the remaining property maintained in natural vegetation. 7.
