Dear Commissioners,
As you are aware, Weld County is becoming more industrialized and the
use of hazardous materials is increasing as new industries and technol-
ogies locate in the area. Weld County's historical industries are also
increasing their use of hazardous materials. New technologies, which
utilize hazardous materials and new chemicals, which are hazardous to
life, are developed and introduced everyday. These products are used
and transported throughout Weld County. In Weld County, there are
several major highways and railroads and hundreds of oil / gas wells,
which increase the diversity of hazardous materials transported through-
out the Canty. At any time anywhere in the County a hazardous materials
incident could occur.
The number of hazardous materials incident responses in Weld County has
greatly increased. To assist in handling these incidents, "haz-mat"
units have had to be requested to respond from a long distance away.
A county-wide hazardous materials response team is needed and should be
a priority item.
We support the County's endeavor to set up a hazardous materials response
team. The residents, as well as all of the emergency service providers
of the county, will in many ways benefit from this team.
If Western Hills Fire Department can assist in any way in the development
of this team, please contact me.

I am in total support of the Emergency response team on hazardous
materials. I am sending an officer from our department to begin
training in this area on October 17 , 18 , and 19 to the Academy
in Denver. I feel there is a need for this as we have many wells
being drilled near the cities of Weld County , and also have trucks
and railroads transporting these materials through the towns . We
will have no prior warning as to when an incident may occur and
we need to be prepared for such an occurance .
If I can be of further assistance in this matter, please feel free
to call on me .

Dear Sir;
In response to a letter dated, September 26, 1984, from Lea Ekman, Director,
Weld County Office of Emergency Management, which indicated that Weld County
has applied for a state energy impact grant to provide Weld County with a
Hazardous Materials Response Team.
As director of the Office of Emergency Management for the Town of Ault, Ault
Town Marshall, Ault Pierce Volunteer Fireman, and former Assistant Director of
the Office of Emergency Management for the City of Evans, I would like to express
my strong support for the County's efforts in attempting to attain this grant.
As a result of my current and previous positions, and as a qualified Hazardous
Material Technician, I strongly believe that a Response Team is an absolute
necessity. The Town of Ault and the other small surrounding communities have
numerous potential incident sources; ie, large numbers of trucks carrying a wide
variety of hazardous materials on US 85 and Colo. Hwy. 14; regular chemical
shipments through the area on rail; and large numbers of stored, toxic agricultural
products. Not to mention numerous oil and gas wells and drilling sites.
It is certain that at some point in the near future one or more of these sources will
result in a very serious hazardous materials incident and from personal knowledge
I can say that none of the governmental agencies in Weld County are currently
equipped and/or staffed to handle this type of situation alone. Further due to
the size and budgetary constraints of the majority of the communities in Weld
County, the county Office of Emergency Management will invariably be requested
to assist by providing manpower and equipment to supplement and/or handle such
an emergency.
Based on these facts I pledge my wholehearted support for your efforts to obtain
this grant to establish a response team, and will assist you and your staff in
any possible to attain this noble goal of providing necessary assistance to
protect the lives and property of the citizens of Weld County.
