Dear Commissioners:
A few comments related to the Liberty Properties LLLP hearing conducted on 12/13/06.
Much was made of the alignment of the I-25 parallel arterial roadway adjacent to the project.
Acceptance of this alignment along WCR5 may be premature, since the commissioners have not
determined that roadway's alignment south to the Adams County line, after the rebuff by the state parks
department and the Town of Firestone had effectively voided the commissioners preference for an
alignment along WCR 7 through St. Vrain State Park. The commissioners have not responded to the
suggestion that the roadway be aligned along WCRs 5 and 5-1/2 south to Hwy 119 and then across
St.Vrain and Boulder Creeks to join on to WCR 5 again south to the county line which would appear to
be the best obtainable alignment. It does cross an ecologically sensitive flood plain area, but this should
be no impediment given the commissioners previous intent to bisect the state park in a similar area.
The statements that made the most sense during the hearing were Mr. Friesen's relating to the
preferability [sic?] of annexation of the subject development to Mead rather than being developed under
county auspices, and Commissioner Geile's remarks regarding the creation of another county enclave,
and its negative future effects, within Mead's planning area. This latter is quite a flip flop, the reasoning
for which is not supported by the rationalizations of the difference between the Canna and the subject
development. It does give some hope that at least one commissioner might be recognizing the errors and
negative consequences of approving scattered County developments.
It should be made clear that neither the City of Longmont or the Town of Mead support the
development of Liberty under the County, even though they might agree on the alignment of WCR5, as
might be inferred from the statement attributed to Commissioner Long in the certification. They both
remain opposed to County urban developments. Even though, in the case of Longmont, its government
has unfortunately chosen to not to approve "defensive annexations" as a measure to stymie the
commissioners program of approving scattered county developments.
