RE: APPROVE GRANT APPLICATION FOR THE 2007 HOMELAND SECURITY GRANT
PROGRAM AND AUTHORIZE CHAIR TO SIGN - NORTHEAST COLORADO ALL
HAZARDS REGION
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,the Board has been presented with a Grant Application for the 2007 Homeland
Security Grant Program from the County of Weld, State of Colorado, by and through the Board of
County Commissioners of Weld County, on behalf of the Weld County Sheriff's Office, Office of
Emergency Management, to the Northeast Colorado All Hazards Region, commencing upon full
execution, with terms and conditions being as stated in said application, and
WHEREAS,after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Grant Application for the 2007 Homeland Security Grant Program from
the County of Weld, State of Colorado, by and through the Board of County Commissioners of
Weld County, on behalf of the Weld County Sheriff's Office, Office of Emergency Management,
to the Northeast Colorado All Hazards Region be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said application.
The above and foregoing Resolution was, on motion duly made and seconded,adopted by
the following vote on the 7th day of February, A.D., 2007.

Executive Summary:
Please provide an overview of project and explain how the project will improve
local, regional and statewide capabilities (limit one page).
In the past several years Weld County has participated in the Homeland Security Grant
Program. The Homeland Security Grant Program is divided into three areas. State
Homeland Security Program, Law Enforcement Terrorism and Prevention Program and
the Citizen Corps Program. The Homeland Security Grant allows each County and Local
Jurisdictions to apply for funding in the area of Planning, Training, Exercises and
Equipment. This year Weld County agencies have requested funding in all four areas.
Participating agencies provide an application to the Office of Emergency management
and the applications are prioritized based on the Capabilities set by the State and the
Northeast Region All Hazards Board. This year applications were received from the
following Weld County Departments;
Weld County Sheriffs Office
Office of Emergency Management
Critical Response Team
Field Evidence Team
Posse and Reserve Unit
Weld County Coroners Office
Weld County Paramedic Services
The local Jurisdictions that are participating in the Homeland Security Grant Program
are;
Eaton Fire Department, Evans Fire Department, Fredrick Firestone Fire Department, Ft
Lupton Fire Department, Johnstown Fire Department, Milliken Fire Department, Mt.
View Fire Department, New Raymer-Stoneham Fire Department, Windsor Fire
Department, Union Colony Fire & Rescue Authority, United Way 211
Funds requested from Weld County Departments for equipment totals 435,439.00. The
equipment that has been requested in this application is for specific applications due to
special operations, or the items are over and above what the department's budget would
allow. The total funding requested from Local Jurisdictions for the Homeland Security
Grant total 828,939.00.
The application requests submitted by county agencies are to help support an all hazards
approach to preparing for disasters. Planning and Exercises are only a part of what we
can do as agencies to prepare for disaster situations. The funding that the Homeland
Security Grants provides is a grate assets to Weld County.
