HomeMy WebLinkAbout20070400.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO FEBRUARY 14, 2007 TAPE #2007-04 The Board of County Commissioners of Weld County,Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, February 14, 2007, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner David E. Long, Chair Commissioner William H. Jerke, Pro-Tem Commissioner William F. Garcia Commissioner Robert D. Masden - EXCUSED Commissioner Douglas Rademacher Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Jenny Luna Controller, Barb Connolly MINUTES: Commissioner Garcia moved to approve the minutes of the Board of County Commissioners meeting of February 12,2007,as printed. Commissioner Rademacher seconded the motion, and it carried unanimously. AMENDMENTS TO AGENDA: There were no amendments to the agenda. PUBLIC INPUT: No public input was given. CONSENT AGENDA: Commissioner Rademacher moved to approve the consent agenda as printed. Commissioner Jerke seconded the motion, and it carried unanimously. COMMISSIONER COORDINATOR REPORTS: There were no Commissioner Coordinator Reports. WARRANTS: Barb Connolly, Controller, presented the following warrants for approval by the Board: All Funds $1,396,425.42 Commissioner Jerke moved to approve the warrants as presented by Ms. Connolly. Commissioner Rademacher seconded the motion, which carried unanimously. 2007-0400 BC0016 d°2- -a7 BIDS: PRESENT 2007 TRAFFIC PAINT AND PAINT BEADS BID - DEPARTMENT OF PUBLIC WORKS: Ms. Connolly read the names of the seven vendors who submitted a bid into the record. Said bid will be considered for approval on February 28, 2007. PRESENT2007 HOT BITUMINOUS MATERIALS/ASPHALTSUPPLY BID-DEPARTMENTOF PUBLIC WORKS: Ms. Connolly read the names of the five vendors who submitted a bid into the record. Said bid will be considered for approval on February 28, 2007. PRESENT CONCRETE AND WASHED ROCK (ON-CALL BASIS) BID - DEPARTMENT OF PUBLIC WORKS: Ms.Connolly read the names of the nine vendors who submitted a bid into the record. Said bid will be considered for approval on February 28, 2007. NEW BUSINESS: CONSIDER CONTRACT FOR SERVICES FOR INSTALLATION OF RAILWAY GRADE CROSSING AT FAIRVIEW STREET AND WCR 26 AND AUTHORIZE CHAIR TO SIGN-GREAT WESTERN RAILWAY OF COLORADO, LLC: Don Carroll, Department of Public Works, stated a railway crossing will be installed at Fairview Street and Weld County Road 26, in the vicinity of LifeBridge Christian Church. Commissioner Jerke moved to approve said contract and authorize the Chair to sign. Seconded by Commissioner Rademacher, the motion carried unanimously. CONSIDER INTERGOVERNMENTALCONTRACT FOR HIGHWAY SAFETYTRAFFIC PROJECT FOR PURCHASE OF GLOBAL POSITIONING SYSTEM UNITS AND AUTHORIZE CHAIR TO SIGN - COLORADO DEPARTMENT OF TRANSPORTATION: Ken Poncelow, Sheriffs Office, stated the State has provided funds, in the amount of$50,000.00,to purchase Global Positioning System units which will be utilized to more accurately track the occurrence of vehicle accidents and to plot the locations. In response to Commissioner Jerke, Mr. Poncelow stated the contract is through the Office of Transportation Safety within the Colorado Department of Transportation. Commissioner Jerke moved to approve said contract and authorize the Chair to sign. Seconded by Commissioner Garcia, the motion carried unanimously. CONSIDER GRANT APPLICATION TO THE DIVISION OF CRIMINAL JUSTICE FOR JUVENILE DIVERSION PROGRAM AND AUTHORIZE CHAIR TO SIGN: Kimberly Kinne, District Attorney's Office, stated the application requires a cash match of$49,981.00,which is twenty-five percent of the overall grant total of$169,410.00. She stated the grant funds will be utilized to continue the Juvenile Diversion Program. In response to Commissioner Jerke,Ms.Connolly stated the funds for the cash match are designated within the 2007 County Budget. Responding to Commissioner Garcia, Ms. Kinne stated the Juvenile Diversion Program was able to divert 122 juveniles from Probation supervision,with a 98 percent success rate. She further stated the State guidelines calculate recidivism at a one-year mark; however,the program has had a 96 percent success rate at a six-month mark. Responding to Commissioner Jerke, Ms. Kinne stated recidivism figures are the most reliable benchmark to measure the success rate of the program. Phil Clark, District Attorney's Office,stated juvenile truancy is measured in a different manner. Ms. Kinne further stated a new truancy program has been developed to work with juveniles who have been labeled habitually truant and have been ordered by a magistrate to attend school. She stated the number one predictor for juvenile delinquency is truancy,therefore,the additional program aims to meets the needs of truant juveniles in order to avoid delinquency. She further stated the program works with students from the Saint Vrain Valley School District, and the Greeley-Evans School District 6. Commissioner Garcia moved to approve said grant application and authorize the Chair to sign. Seconded by Commissioner Jerke, the motion carried unanimously. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
