MINUTES
BOARD OF SOCIAL SERVICES
WELD COUNTY, COLORADO
DECEMBER 3, 2007
The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of
Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Centennial Center, Greeley, Colorado, December 3, 2007, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner David E. Long, Chair-EXCUSED
Commissioner William H. Jerke, Pro-Tem
Commissioner William F. Garcia - EXCUSED
Commissioner Robert D. Masden
Commissioner Douglas Rademacher
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Elizabeth Strong
Director of Finance and Administration, Donald D. Warden
MINUTES: Commissioner Masden moved to approve the minutes of the Board of Social Services meeting
of November 26, 2007, as printed. Commissioner Rademacher seconded the motion, and it carried
unanimously.
WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval
by the Board in the amount of $541,376.95. Commissioner Masden moved to approve the warrants as
presented by Mr. Warden. Commissioner Rademacher seconded the motion,which carried unanimously.
NEW BUSINESS:
CONSIDER PURCHASE OF SERVICES AGREEMENT FOR BUILDING HEALTHY MARRIAGES
DEMONSTRATION GRANT AND AUTHORIZE CHAIR TO SIGN - UNIVERSITY OF NORTHERN
COLORADO: Judy Griego, Director of Social Services,stated this agreement is from September 30,2007,
through September 29, 2008. Ms. Griego stated the University of Northern Colorado (UNC)will continue
the second year of the evaluation required of the Weld County Building Healthy Marriages Project, which
is funded under the Federal Marriage Education Demonstration Grant. She stated the Department agrees
to reimburse UNC a total of $69,120.00 in personnel and supply costs. Chair Pro-Tem Jerke stated he
referred a couple to the Building Healthy Marriages Project last Friday and an intake appointment has
already been scheduled for them for today. Commissioner Rademacher moved to approve said agreement
and authorize the Chair to sign. Seconded by Commissioner Masden, the motion carried unanimously.
CONSIDER REVISIONS TO OPERATIONS MANUAL, SECTION 2.000, SOCIAL SERVICES DIVISION
POLICIES AND PROCEDURES: Ms. Griego stated the purpose of the revisions is to create a Voluntary

Safety Plan Agreement Program, according to House Bill 04-1370. She explained parents who are
responsible for minor neglect or abuse for the first time may enter into an agreement with the Department
to defer mandatory filing with the Colorado Department of Human Services as a confirmed report of child
abuse or neglect. She stated the Department will fund parenting education classes and transportation to
the classes for parents who cannot afford to participate in the classes or are Temporary Assistance for
Needy Families (TANF) recipients. In response to Chair Pro-Tem Jerke, Ms. Griego stated it must be a
minor infraction, and a first time occurrence, for parents to qualify for the Program. In response to
Commissioner Masden, Ms. Griego stated the purpose is the incident will not be listed in the statewide
system for abuse or neglect, and it is an opportunity for the parents to correct a mistake. Further
responding to Commissioner Masden, Ms. Griego reiterated parenting education classes and other
services have been made available as resources to the parents who qualify for this Program. In response
to Commissioner Rademacher, Ms. Griego stated Social Services intake investigation staff makes the
determinations whether an offense is minor by using the specific criteria established by the Colorado
Department of Human Services. Chair Pro-Tem Jerke stated an example of a minor offense may include
a toddler who wanders out of the house and down the street before the parents are able to retrieve the
child. Ms. Griego confirmed the situation described by Chair Pro-Tem Jerke may qualify as a minor
offense, and stated another example may be parents who may have not provided all of the necessary
types of food in the home. Commissioner Rademacher moved to approve said revisions. Seconded by
Commissioner Masden, the motion carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:20 a.m.
