CHANGE OF ZONE/REZONING QUESTIONNAIRE:
1. How is the proposed rezoning consistent with the policies of the Weld County
Code, Chapter 22? If the proposed rezoning is not consistent with the
Comprehensive Plan, explain how the proposed rezoning will correct what the
applicant perceives as faulty zoning, or how the proposed rezoning will fit with
what the applicant perceives as the changing conditions in the area.
a. The existing zoning is R-5 Mobile Homes—the original intent of the owners was
to bring this marginally used site into compliance with its R-5 zoning. After
much investigation and cost to the owners, it has been determined that meeting
current standards are not cost effective for this small of a site. Being along
the Hwy 85 corridor,this site will be at a higher and better use with a 0-3 zoning
—allowing an integration of development along Hwy 85 and eventually
complementing the proposed development within Platteville.
2. How will the uses allowed by the proposed rezoning be compatible with the
surrounding land uses? Include a description of existing land uses for all
properties adjacent to the subject property.
a. This property is adjacent to existing 0-3 zoning to the north, Hwy 85 corridor
with additional 0-3 businesses along the eastern boundary,the Town of
Platteville and a proposed mixed-use development to the South and Agricultural
land to the west(also being considered for development.) By accentuating the
existing land use,this property will again be productive.
3. Will the property use a septic system or public sewer facilities?
a. The existing homes on this site use an older septic system that has been
maintained but no permits have been found. The owners have submitted for new
septic design with engineering —see attached engineer's report and Weld County
Septic Permit Application. Discussions with the Town of Platteville have
concluded that there will be no municipal services available in the area in the near
future, so a newly designed septic system is proposed.
4. Who will provide adequate water, including fire protection, to the property?
a. Central Weld County Water District provides a current 5/8"water tap for this
property,which is all that would be required for the proposed use.
5. Does the property have soils with moderate or severe limitations for
construction? If yes, the applicant shall submit information, which demonstrates
that the limitations can be overcome.
a. No severe soils issues found —see attached soils log from High Plains
Engineering.
6. Is the road and/or highway facilities providing access to the property(ies)
adequate to meet the requirements of the proposed zone district? If not, the
applicant shall supply information demonstrating the willingness and financial
capability to upgrade the road and highway facilities.
a. There is currently an un-controlled access at CR 34 and Hwy 84. This serves
the business to the north along an existing frontage road access as well as
property owners to the west and south. No upgrades would be required at this
time other than designing specific access to CR 34 at the time of improvement
design.
7. Is there sand, gravel, or other mineral resource on or under the subject property?
If so, the applicant shall provide a mineral resource statement prepared by a
certified geologist or other qualified expert. The statement shall indicate the
estimated quantity of resources and the economic feasibility of recovery, now
and in the future, of the resource(s) so that the Planning Commission and Board
of County Commissioners can determine whether a commercial mineral deposit
is contained on or under the subject property(ies) as defined by Colorado
Revised Statute.
a. This site is too small to warrant mining of any gravel or sand that my lay
beneath the surface—approx 5 acres.

Dear Ms. Lockman,
It's been 3 months since the owner and I met with you regarding the change of use
for this site. Since that meeting we have been in discussion with Platteville on how to
proceed—within the town's environs or stay within the county.
Subsequent meetings have come to the final agreement of allowing this change of
use to be regulated within the county, see attached letters. We would like to start this
process, but since so much time has past, we need to be advised of our next step.
The existing site is now zoned R-5, mobile home. Although it does have existing
mobile homes at this location, it has been agreed that all but one will be removed and
the last will be a caretaker's residence for the new storage business. It is our
understanding that we have complied with the initial planning meeting—with you and
are now ready to start the next process.
