I'm well acquainted with my area. There is some new construction; however, I don't know of, and a search of county records doesn't turn up, any similar resale properties within my area. There are numerous properties that have been for sale for two years or longer. Mr. Woodruff states my property has been uniformly valued following Colorado law; but, he doesn't provide any comparable sales. He might as well have said he put values on the board and threw darts. Without comparable sales, his decision seems arbitrary and capricious. Since my home is less than five years old, I'm allowed to use the cost to rebuild as a basis for my valuation. According to my insurer(statement enclosed), the cost to rebuild during the time period was between $432,000 and $450,000. Mr. Woodruff is asking for a valuation almost 16%above this, which is ludicrous. Based on the lack of comparables, it is unreasonable; and, appears to simply be an attempt to make up for tax revenue lost to record foreclosures at the expense of those who do honor their obligations.
