Dear Mr. Patrick,
Terracon Consultants, Inc. (Terracon) appreciates the opportunity to submit this proposal to
provide material testing and inspection services relative to the above-referenced site. Our
proposal includes an outline of the project information provided to us, the proposed scope of
services and our estimated fees based upon guidelines set forth by Weld County Public Works.
These fees include quality control testing for asphalt paving.
PROPOSED CONSTRUCTION
We understand the project will involve approximately 23,647 cubic yards of aggregate base
course, 21,832 tons of asphalt, and 15,600 cubic yards of embankment fill. There are also 360
linear feet of curb and gutter, splash aprons and numerous box culverts. It is our understanding
that the project will commence October of 2007 with a projected finish date of July of 2008.
Based upon our understanding of the project, the following quality assurance material testing
services may be required for the proposed construction:
• Field density-compaction testing and laboratory evaluation of soils for embankment
backfill, pavement sub-grade, and structure backfill;
• Field and laboratory testing of concrete;
• Field and laboratory testing of asphalt-concrete.

Field Density—Compaction Testing: An engineering technician will be provided on a part-time
or as-requested basis to perform materials testing services for earthwork. We understand
testing will consist of moisture-density relationships, one point checks, gradations, Atterberg
Limits and compaction testing with a nuclear density gauge. The testing frequency will be in
accordance with the current Colorado Department of Transportation (CDOT) Field Materials
Manual Quality Control Schedule.
Concrete: An engineering technician will be provided on a part-time or as requested basis to
sample fresh concrete used during construction. The concrete will be tested for slump, air
content, unit weight, and temperature at the time of placement during construction.
Compressive strength testing will be performed to determine compliance with project
specifications. Test results will be provided in the field for your review and compressive
strength test results will be conveyed as available. The testing frequency will be daily and as
scheduled per the contractor's request. The areas that shall be addressed are curb and gutter,
splash aprons, and box culverts.
Asphalt: Field density-compaction testing by nuclear methods and coring will be provided by
an engineering technician, on an as-scheduled basis, during the placement of asphalt concrete
at the project. Test samples will be taken to supplement the quality control testing being
performed by the asphalt supplier. A Terracon representative will also obtain samples for
laboratory tests as required. Daily reports of test results will be available on-site for your
review.
Engineering, Supervision and Clerical: Engineering, supervision and clerical services will be
provided as required to manage the project and prepare formal reports.
Compensation: We understand the project will be completed in approximately 139 working
days. We anticipate one technician will be required on an on-call basis, and that the average
technician work day will consist of two to four hours with a five-day work week being typical.
These hours may increase during heightened activity depending on the amount of inspection
services that are requested. Our estimated fees for testing are as follows:

The fee and hourly based worksheets above were generated with the understanding that
Terracon Consultants, Inc. would be performing the duties of QA on the jobsite. The fees are
based upon our understanding and requirements of the project, CDOT specifications, and our
experience on similar projects. If services performed exceed the work described above,
additional costs will be invoiced at the respective unit rates after receiving written authorization
from the client. The unit rate for services required beyond the scope presented above will be in
accordance with 2007 Terracon Consultants, Inc. rate agreement with Weld County Public
Works.

Brief description of the problem/issue: Public Works is proceeding with WCR 13 Road Project from WCR 8
and SH 52; and project SH 52 and WCR 13 Intersection Improvements. These projects will be active at the
same time and will require materials testing and inspection.
We have selected Terracon to perform these services under the On-Call Geotechnical Contract. Terracon has
submitted proposals and a not to exceed cost to complete the requested services. These services are required to
ensure materials used during construction meet contract specifications for embankment, gravel, concrete and
asphalt. Attached are Work Orders No. 2 and 3 outlining the scope of work and costs to complete the work.
Terracon estimates the cost for the WCR 13 from 8 to SH 52 to be $20,645.00 and for SH 52 and WCR 13 to be
$13,107.50
What options exist for the Board? (Include consequences,impacts, costs, etc. of options)
BOCC can either approve Work Orders No. 2 and 3 and continue proceeding with the work or deny approval
for Work Orders No. 2.
Recommendation to the Board: I recommend approval of Work Orders No. 2 and 3 for Terracon under On-
Call Geotechnical Contract.

Terracon Consultants, Inc. (Terracon) appreciates the opportunity to submit this proposal to
provide material testing and inspection services relative to the above-referenced site. Our
proposal includes an outline of the project information provided to us, the proposed scope of

7,233 tons of asphalt, and 15,036 cubic yards of embankment fill. There are also 240 linear feet
of curb and gutter, and sidewalk, curb ramps. It is our understanding that the project will
commence October of 2007 with a projected finish date of January of 2008.
Based upon our understanding of the project, the following materials testing services may be
required for the proposed construction:
• Field density-compaction testing and laboratory evaluation of soils for embankment
backfill, pavement sub-grade, and structure backfill;
• Field and laboratory testing of concrete;
