RE: SITE SPECIFIC DEVELOPMENT PLAN AND USE BY SPECIAL REVIEW PERMIT#1587
FOR A KENNEL (30 ADULT CATS) IN THE A (AGRICULTURAL) ZONE DISTRICT -
JOETTA MEYER, AKA JODY MEYER
A public hearing was conducted on March 7, 2007, at 10:00 a.m., with the following present:
Commissioner David E. Long, Chair
Commissioner William H. Jerke, Pro-Tem
Commissioner William F. Garcia
Commissioner Robert D. Masden
Commissioner Douglas Rademacher
Also present:

The following business was transacted:
I hereby certify that pursuant to a notice dated February 16,2007,and duly published February 21,
2007, in the Fort Lupton Press, a public hearing was conducted to consider the request of Joetta
Meyer,aka Jody Meyer,for a Site Specific Development Plan and Use by Special Review Permit
#1587 for a Kennel (30 adult cats) in the A (Agricultural) Zone District. Bruce Barker, County
Attorney, made this a matter of record. Hannah Hippely, Department of Planning Services,
presented a brief summary of the proposal,entered the favorable recommendation of the Planning
Commission into the record as written, and gave a brief description of the location of the site and
surrounding land uses. Ms. Hippely stated eleven referral agencies reviewed the proposal, six
responded favorably or provided comments that have been addressed in the Conditions of Approval
and Development Standards,and staff received three letters of support from surrounding property
owners.
Char Davis,Department of Public Health and Environment,stated the site is serviced by the North
Weld County Water District and a septic system. She stated the applicant is being required to have
the septic system evaluated by an engineer, as well as provide a Waste Handling Plan and
information regarding compliance with the requirements of the Colorado Department of Agriculture,
Division of Animal Industry.
Donald Carroll, Department of Public Works, stated Weld County maintains the roads within
JB Acres, and there is a paved access to the subdivision. He stated the site is in good order;
however, he is requiring some additional parking spaces for customers.
Jody Meyer,applicant,stated she currently has a 450-square-foot building,the application proposes
to expand the building for a total of 900 square feet,and the cats will have rooms with nice outdoor
views. She further stated she has been in the pet care industry for 20 years. In response to Chair

Long, Ms. Meyer stated she does not breed cats;she operates a cat boarding facility for customers
who are away on vacation or have other need of her service. Responding to Commissioner Jerke,
Ms. Meyer stated she has two personal cats that stay in her home. In response to Commissioner
Garcia, Ms. Meyer stated she is requesting a total of 30 cats.
No public testimony was offered concerning this matter. In response to Chair Long, Ms. Meyer
stated she has reviewed,and concurs with,the Conditions of Approval and Development Standards,
as proposed.
Commissioner Masden moved to approve the request of Joetta Meyer,aka Jody Meyer,for a Site
Specific Development Plan and Use by Special Review Permit#1587 for a Kennel(30 adult cats)
in the A(Agricultural)Zone District, based on the recommendations of the Planning staff and the
Planning Commission,with the Conditions of Approval and Development Standards as entered into
the record. The motion was seconded by CommissionerJerke,and it carried unanimously. There
being no further discussion, the hearing was completed at 10:20 a.m.
This Certification was approved on the 12th day of March 2007.
