MEMORANDUM OF UNDERSTANDING
By and Between
UNITED STATES DEPARTMENT OF ENERGY
IDAHO OPERATIONS OFFICE
And
WELD COUNTY SHERIFF'S OFFICE
This Memorandum conveys our understanding of the agreement between the WELD
COUNTY SHERIFF'S OFFICE(WCSO) and the UNITED STATES DEPARTMENT
OF ENERGY IDAHO OPERATIONS OFFICE(DOE-ID) regarding the physical
protection and security of the Fort St. Vrain Independent Spent Fuel Storage Installation
(ISFSI).
JURISDICTIONAL AUTHORITY
The Weld County Sheriff is designated as the Chief Law Enforcement Official in the
County by portions of the Colorado Revised Statutes and the Constitution of the State of
Colorado. Therefore, the Sheriff has direct authority over any matter affecting the health
or welfare of the citizens of Weld County.
SINGLE POINT OF CONTACT
The WCSO is the single point of contact for requesting law enforcement agency
assistance at the ISFSI and has the authority to direct all such activities.
REPRESENTATIVES
Agreements between the WCSO and DOE-ID as they pertain to the physical security of
the ISFSI are coordinated between the following:

RESPONSE TO A REQUEST FOR ASSISTANCE
The WCSO will provide timely response to a request for assistance with armed
personnel. The WCSO may also invoke "Mutual Aid" in accordance with Colorado
Statute CRS 30-10-516 "Sheriff's to Preserve Peace—Command Aid"and Colorado
Statute CRS 29-5-104 "Request for Temporary Assignment of Police Officers or Deputy
Sheriff's Authority".

COMMUNICATIONS
Operational communications between the ISFSI and the Weld County Regional
Communications Center are established as follows:
Primary Emergency Notification—Commercial telephone
Backup Emergency Notification—Two-way radio link
Tactical Coordination—Two-way radio link •
Non-emergency Operation and Communication—Commercial telephone
COORDINATION ITEMS
Tactical Coordination
Responding Officers from the WCSO will coordinate activities with the ISFSI Alarm
Station and upon arrival will assume responsibility for assessing the situation and taking
appropriate actions.
Communications Compatibility
In order to ensure two-way communications compatibility with the Weld County
Regional Communications Center, responding deputies of the WCSO and ISFSI are
authorized to possess and utilize communications equipment capable of operating on
frequencies reserved for use by the WCSO. The following restrictions apply:
Authorized frequencies
DTR 800 MHz WCSO primary law
DTR 800 MHz clearance channel
800 MHz talk groups as approved by the Consolidated Communications
Network of Colorado (CCNC)
Radio designation—SAM VICTOR 1
Equipment restrictions—a maximum of twenty(20) mobile packset radios of five
watts or less and one non-mobile radio of five watts or less.
Use
Only at the ISFSI Alarm Station or Storage Facility
Only by qualified Security Officers
Only for Security emergencies
Periodic radio checks
Emergency Notification by the Idaho National Laboratory (INL)Warning
Communication Center(WCC)
The Alarm Station Operator(ASO) is expected to acknowledge all alarms associated with
the ISFSI. In the event the ASO fails or is unable to perform this function, the Weld
County Regional Communications Center will receive notification from the WCC at the
INL. Upon notification, actions will be initiated in accordance with procedures
maintained at the Weld County Regional Communications Center.
Annual Familiarization Briefing
Representatives from the WCSO will make themselves available to meet annually to
conduct a familiarization briefing for the ISFSI.
Drills and Exercises
Representatives from the WCSO will make themselves available to participate in periodic
ISFSI drills and exercises.
This agreement shall be deemed effective when signed by both parties. A revised
Memorandum of Understanding will be negotiated at the request of either party.
IN WITNESS WHEREOF the parties hereto have executed the foregoing instrument as
of the date of signing. This agreement does not and shall not obligate funds of the
parties.
