1 . Explain, in detail, the proposed use of the property.
We have a single family house on 3 acres where we also have a
sub-contracting fence company that has been here at this site for 17
years. We were unaware that we needed a permit -since we are a
sub-contractor and we do not have customers that come to our
home/work site. We typically work Monday -Friday from 7:00 a.m. to
approx. 7:00 p.m. We rarely work a Saturday unless the weather has
made our schedule so we cannot work during the week. We haven't
had to work a Saturday in years. We have 2-3 employees that come to
our home site and park behind our house in a designated parking
area. We promote car-pooling, and 2 of our employees do car-pool.
Out of our 3 acres of property, we use only approx. '/<-'/2 acre for work.
When our employees come to work in the morning, they usually unload
the work truck and load up any necessary equipment and tools for
• that days work. We have 2 skid steers and usually 1 is at the jobsite. We
use one skid steer to load up gates and equipment here at the
home/work site. After unloading and loading (approx. 1/2 hour-1 hour)
the crew leaves the home/work site and goes up to Custom Fence in
Longmont to load up their materials and go to a job site. Approx. once
a week we may have to build a fence gate at our home/work site. This
involves using an electric pipe cutter and welder to build the gates. All
welding is done on a concrete pad and there is a fire extinguisher
readily available if needed. At the end of each day, the crew comes
to our home/work site and parks the truck. They then leave and go to
their homes.
2. Explain how this proposal is consistent with the intent of the Weld
County Code, Chapter 22.
Per Section 22-2-60, we feel that we are not causing harm to
natural land and it is still available for agriculture. We are not changing
any of the irrigation water surrounding us. We will not be needing
additional public services. Per A.Policy 3.3 -we can ensure safe and
adequate access onto County roads (Road 6) and 1-25 hwy is 1/4 mile
east of this site. Per A.Policy 4.1 .4, we are not developing now or in the
future and will not need extra fire protection etc.. Per A.Policy 10.1 we
do demonstrate responsibility to keeping the work site free from litter,
• derelict vehicles and structures etc.. We feel that we comply to the
Chapter 22 Code.

3. Explain how this proposal is consistent with the intent of the Weld
• County Code, Chapter 23 (Zoning) and the zone district in which it is
located.
Per Sec. 23-3-40 we are in compliance by having (1 ) single-
family dwelling unit per lot.
4. What type of uses surround the site?
To the north of us is farm land (up for sale for commercial use),
our adjacent neighbor to the east of us is an excavating company
(he has recently retired, but still has some equipment there), there
are 2 neighbors that have trucking companies and have 1-2 semi's
parked there. We have another neighbor a couple of blocks away
that is also an excavating company with equipment, another that is
a subcontractor as a concrete company that has a dump truck
and skid steer. Another neighbor that is a single contracting/repair
company and another neighbor that has rodeos 1-2 times a month
that gathers hundreds of people to his home property (he is working
on getting a permit). Another neighbor sells antiques from his home
property. All of these people work from their residential homes
around us. We also are 1/2 mile west of I-25 Frontage Road that is all
commercial businesses. We have always felt that were not doing
harm to the neighbors with noise or problems. We were told that the
• county was called about us because of employee vehicles. As
stated previously, we promote car pooling and do have 2
employees that car pool. We want you to know that we did have
one employees' broken down car at our site for a few weeks until
he could afford to get if repaired. We shouldn't have had his car
here, we see that now. We have been here for 17 years without
any complaints and we will do what ever is necessary to make this
work for our neighbors and county.
5. Describe, in detail, the following:
a. How many people will use this site?
Bob and Karen Lovewell live on this property. (2)
b. How many employees are proposed to be employed at this site?
We have 2-3 employees that do not live on this property.
c. What are the hours of operation?
We typically work 7:00 a.m. to approx. 6- 7:00 p.m. Monday -
Friday (no holidays).
d. What type and how many structures will be erected (built) on this
site?
We do not plan on building any structures. We have an existing
shop that is approx. 12' x 36' and an 8'x 8' shed.
e. What type and how many animals, if any, will be on this site?

We have 2 horses, 2- 3 dogs (we dog sit for our daughter) and
• 1 indoor cat on the property. (We are currently "horse sitting" 3
horses for approx. 1 month). All are personal pets.
f. What kind (type, size, weight) of vehicles will access this site and
how often?
We have 1- 1999 Jeep Wrangler, 2005 Chrysler 300 and a 1999
F-250 truck that is our personal vehicles that are typically parked in
the front of the house. In the back yard we park a 2002 FL 60
Freightliner with a flat bed (it is the smaller of the freightliner trucks-
approx. 26' long, 26,000 lbs), 1- 1994 F 250 Diesel pick up truck and
1- 1994 Ford super duty pick up truck. All are current with licenses
and insurance. We typically drive the Freightliner with possibly one
skid steer and trailer each day. On occasion we drive one of the
pick up trucks also.
g. Who will provide fire protection to the site?
Mountain View Fire is our fire protection.
h. What is the water source on the property?
Left Hand Water is our water source.
i. What is the sewage disposal system on the property?
We have septic for our sewage disposal and do not plan on
any other for the future. No need for anything else.
• j. If storage or warehousing is proposed, what type of items will be
stored?
We have some fencing materials, pipe and fabric and fittings
stored on site that we keep on hand for building gates. These
materials are stored in an area that is fenced in on 2 sides and the
3rd side is up against the shop wall. The fourth side is open. (This
faces north- not toward the neighbors) We also have 2-300 gallon
tanks for diesel fuel which we have an emergency run-off drain
built into place. We do not always have fuel in the tanks. We also
have some equipment that is in front of the fence- such as skidsteer
forks/bucket, "fence hog" and scaffolding, wheel barrels etc...
6. Explain the proposed landscaping for the site.
Not applicable. We just finished landscaping the front and side
of our home with sod, plants, bushes, rock, mulch and a sprinkler
system. We also have a beautiful 6' tall white PVC privacy fence that
runs east and west along the house that blocks the view from the road.
We do not plan on landscaping the back work area.
7. Explain any proposed reclamation procedures when termination of
the Use by Special Review activity occurs.
If we have to remove our business, we will have to lease out a
• property and move the equipment and materials to that site.
8. Explain how the storm water drainage will be handled on the site.

• For the storm water drainage, per Dave Bauer with Weld County,
he told us to let you know that we are not doing any building, so it
would not alter / change the drainage that we already have.
9. Explain how long it will take to construct this site and when
construction and landscaping is scheduled to begin.
Not applicable- we are not planning any construction /
landscaping.
10.Explain where storage and /or stockpile of wastes will occur on this
site.
For storage and / or stockpile of wastes, we have a trash
dumpster that is enclosed in a nice fenced area that gets emptied
weekly. If we have any oil left over after any oil changes on
equipment etc.. we have a covered 50 gallon barrel specifically for it,
and when it is full, we hire "Raptor Oil Recovery Company" to empty
and dispose of it properly.
We intend to do whatever is necessary to make this work for everyone
involved and we request that the Weld County Planning Dept. and Board
of the County Commissioners approve this application. Thank you for your
