1. A change of use building permit will be required to convert the existing stucco building to its new use.
Building permits will also be required for the storage units mentioned on the plat.
2. A plan review is required for each building. Plans will require the wet stamp of a Colorado registered
architect or engineer.
3. Buildings shall conform to the requirements of the codes adopted by Weld County at the time of permit
application.
4. Fire resistance of walls and openings, construction requirements, maximum building height and allowable
areas will be reviewed at the plan review
5. Provide letter of approval from Platteville — Gilcrest Fire Department prior to applying for permits.
6. Building records do not show any outstanding permits on site.

I've reviewed this proposal and though I can't say I agree or disagree with the zoning, I do have some serious
concerns regarding the language on the plans. It states that additional access would be allowed off of the
frontage road. That is not correct. In fact, CDOT will not agree to allow any additional traffic to that frontage road
in the future.
The proximity of the frontage road to US 85 is too close and increasing traffic to the frontage road (which is what
may happen depending on future development) proposes a safety risk. CDOT would rather see this frontage
road go away completely, and access to the development come by way of the county road.
If nothing else, the language on the plans needs to be revised to say that CDOT will determine if any additional
access will be allowed to the frontage road, and that the frontage road may not always be there.

Weld County Public Works Department has reviewed this change of zone request. Comments made during this phase
of the subdivision process may not be all-inclusive, as other concerns or issues may arise during the remaining
application process.
Comments
External Roads
❑ WCR 34 is a local gravel road and requires a 60-foot right-of-way at full build out. There is presently a 60-foot right-
of-way. This road under the jurisdiction and maintenance of the town of Platteville. Pursuant to the definition of
SETBACK in the Weld County Zoning(23-1-90), the required setback is measured from the right-of-way line.
❑ SH 85 east of the property and separated by an asphalt frontage road.
General Comments
❑ No additional structures or accesses have been indicated as a result of the proposed change of zone. Access and
drainage should, therefore, not be affected by the proposed change of zone. Should any future construction be
proposed,the applicant will at that time be required to submit appropriate drainage and access information.
❑ Currently the site has three existing access points. The applicant shall utilize these points of access; however, Public
Works will reevaluate access to the site upon any future commercial construction.
❑ As there are to be no internal roadways associated with this change of zone, Public Works makes no comment
regarding internal roadways.
❑ Easements shall be shown in accordance with County standards and / or Utility Board recommendations, also
dimensioned on the change of zone plat.
Recommendation
❑ The Public Works Department recommends approval of this change of zone,based on the above observations.

The Department has reviewed the request to change from Residential (R-5) to Commercial (C-3).
The lot size is 5.4 acres and has been historically zoned for a mobile home park. During a field
inspection October 20, 2005 for review of a newly applied septic permit (SP-0500362) the
Department noted there were three occupied mobile homes on the property. The Department has no
record of these existing septic systems (how many, since this was at one time a mobile home park,
or the size of the system(s)) and there is no mention of intended use of these septic systems in the
current application. However, it was known that during the review of SP-0500362 these septic
systems were intending to be abandoned and the mobile homes either abandoned or connected to
the new system. The Department has learned that the Planning Department is requiring the mobile
homes to be removed from the site as part of this application approval. Therefore, the septic
systems must be properly abandoned. The property is currently served by Central Weld County
Water District.
The application states that the initial use of the property will be for RV storage and cleaning with a
service center. No mention of the number of employees was stated in the application. Any further
development of the site will require a Site Plan Review. Any commercial/industrial development must
comply with all applicable Weld County Department of Public Health and Environment, Colorado
Department of Public Health and Environment, EPA and/or Oil and Gas regulations. The
applicant/developer must contact the appropriate agency for more information regarding the site-
specific requirements of each development.
The Department recommends approval of this application with the following conditions:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities Act,
30-20-100.5, C.R.S., as amended) shall be stored and removed for final disposal in a manner
that protects against surface and groundwater contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not meant to include
those wastes specifically excluded from the definition of a solid waste in the Solid Wastes
Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended.
3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive
dust, blowing debris, and other potential nuisance conditions.
4. Fugitive dust shall be controlled on this site.
5. This facility shall adhere to the maximum permissible noise levels allowed in the Light
Industrial Zone as delineated in 25-12-103 C.R.S., as amended.
6. All septic systems located on the property shall be properly abandoned in accordance with
Section 30-7-70
7. An individual sewage disposal system is required for the proposed facility and shall be
installed according to the Weld County Individual Sewage Disposal Regulations.
8. The septic system is required to be designed by a Colorado Registered Professional
Engineer according to the Weld County Individual Sewage Disposal Regulations.
9. In the event washing of vehicle will occur on site the applicant shall ensure that any vehicle
washing area(s) shall capture all effluent and prevent discharges from the washing of
vehicles in accordance with the Rules and Regulations of the Water Quality Control
Commission, and the Environmental Protection Agency.
10. The applicant shall submit evidence of an Underground Injection Control (UIC) Class V
Injection Well permit from the Environmental Protection Agency (EPA)for any vehicle
maintenance facility located on the site that is equipped with a floor drain. Alternately, the
applicant can provide evidence from the EPA that they are not subject to the EPA Class V
requirements. (New EPA rule effective 4/5/2000).
11. The applicant shall submit a waste handling plan, for approval, to the Environmental Health
Services Division of the Weld County Department of Public Health & Environment. The plan
shall include at a minimum, the following:
a) A list of wastes which are expected to be generated on site (this should include expected
volumes and types of waste generated).
b) A list of the type and volume of chemicals expected to be stored on site.
c) The waste handler and facility where the waste will be disposed (including the facility
name, address, and phone number).
