Subject: Filing Plan for draft Improvements Agreement
Date: June 14, 2007
The phasing of the Waterfront at Foster Lake will occur from the northwest to the south,with the
development of those parcels along I-25 being last. It is anticipated generally as follows (please
see the attached map).
Filing 1 —
Those lots located between WCR7 and Foster Lake, and located north of the
northernmost access to WCR 7. This filing includes the on-site infrastructure and the
• following off-sites:
• Overlot Grading for these Lots
• Sanitary Sewer South to the Liberty Gulch Trunk Line
• Waterline Looping to the Line in WCR 7
Filing 2—
Those lots located south of Filing 1 and extending to the relocated Weld County Road 28,
on the west side of the existing Outlet#3. This filing includes the on-site infrastructure
and the following off-sites:
• Grading of this area, including the breach path
• Relocation of WCR28 (including utilities, and structures)in a three lane section
• Reconstruction of the breach path location
• Grading of the breach path to the St. Vrain River
• Construction of WCR 7 between the high school and the northernmost boundary
Filing 3 (3A and 3B)
Those lots located directly south of Foster Reservoir and north of WCR 28, and a small
pocket of lots on the south side of WCR 28. This filing includes the on-site infrastructure
and the following off-sites:
• Possible improvements to SH66 and WCR7 (based on the traffic study)
• • Reconstruction of the spillway on Foster Reservoir
• Grading of this area and the spillway path to the intersection of the breach path which
leads to the St. Vrain River

Filing 4-
• Those lots located directly south of WCR 28 between the breach path and the western-
most boundary to approximately the extension of WCR 26.5. This filing includes the on-
site infrastructure and the following off-sites:
• Completion of the grading south of WCR 28 between the breach path and the western
property boundary.
• Construction on WCR 26.5 between the western property line and WCR 7.
• Completion of a paved section of roadway between WCR 7/WCR 26.5 and the
existing pavement at WCR 25 /WCR 5.5
Filing 5
Those lots located along our western boundary south of WCR 26.5. This filing includes
the on-site infrastructure only.
Filing 6
Those lots directly south of Filing 4 and west of the breach path. This filing includes the
on-site infrastructure and the following off-sites:
• Improvements to the St. Vrain River adjacent to Filing 6 and Filing 9
Filing 7
Those lots located along I-25 and north of WCR 28. This filing includes the on-site
infrastructure only.
• Filing 8
Those lots located along I-25 and directly south of WCR 28. This filing includes the on-
site infrastructure only as well as the completion of the grading between I-25 and the
breachpath for the southern portion of the property.
Filing 9
Those locates located between Filing 8 and the St. Vrain River. This filing includes the
on-site infrastructure only.
Filing 10
This filing includes the commercial, multi-family, and community center located on the
southeast corner of WCR 28 and WCR 7. This filing includes the on-site infrastructure
only.
