A building permit will be obtained prior to any construction on the addition or the remodel. I will be doing my own contracting and hiring subs. 2. I am submitting 2 sets of plans for each of the 2 buildings to be worked on. When we spoke a couple of weeks ago, you stated that I would not be required to have the plans stamped by a Colorado registered architect or engineer and I assume this is still the case. 3. Both buildings will conform to all Weld County building codes. The plumbing and electrical will be done by licensed professionals. 4. When we spoke a couple of weeks ago, you also stated I did not need to have the foundation engineered nor an open hole inspection performed and I assume this is still the case. A two-hour separation wall will be built between the kennel and the dwelling if necessary. The garage wall between the garage and house currently is covered in 3/4"sheetrock. Hopefully that will be enough to meet code, if not, I will build another wall. 5. I understand that the buildings will be classified as B/R-3 and that other requirements will be reviewed at the plan review. Setback and offset distances are shown on the plot map. 6. Building height will be one story and will meet setback requirements. The addition is not close to the property lines so hopefully I do not need to find the property pins but if I do, please let me know. It is my understanding that the fences that are throughout this subdivision are the dividing lines of each property. 7. A letter of approval from Union Colony Fire Protection District Sri 5 furnished prior to construction. 8. We spoke a couple of weeks ago about the historical building permit on my heating/ac units that apparently was never finalized. CAT NAP LODGE JODY MEYER USR 1587 BUILDING SPECIFICATIONS FOR NEW ADDITION 17'X28' 1. Floors will be concrete and will be covered with commercial grade vinyl. 2. Building will be wood construction with sheetrocked walls and ceilings. 3. Lighting will be overhead fixtures with a-couple of wall sconces. A light will also be added to the exterior corner to light the yard at night. 4. Electrical outlets will be placed where needed but don't need to be placed on the perimeter walls because the cat cages will be covering those walls completely. Electricity does need to be brought to the center of the room to allow an aquarium, heater, and other items in the future. 5. Heat will be provided by an EdenPURE heater in this section also. Information is included on the unit. B. Windows will-be single-Tung with screens and wire covers custom-built on the exterior to prevent cats from escaping but allowing fresh air inside. 7. Cat cages will be built along the perimter of this building and will go from floor to ceiling as in the other existing building. All will far exceed PACFA requirements. 8. The roof will tie into the existing building's roof and will be covered in asphalt shingles. 9. A linen closet with a light inside will hold bedding, etc. 10. A half bath will have a toilet, sink with vanity, and light with fan overhead. 11. The laundry room will have a washer and dryer, large stainless steel sink,and a few cabinets overhead and under the formica-type countertops. 12. The kitchen will house a large pantry for food storage, a large stainless steel sink, a dishwasher, a garbage disposal, and a few cabinets overhead and under. (USR#1587) DAILY TOTAL TRIPS To clarify the number of trips generated daily, it should be approximately 4 cars. I estimate an average of 2 people daily will drop off a cat and 2 will pick up a cat. ACCESS The access to the property will be improved to meet County standards. This will include installing a new culvert at the entrance to the property. OFF-STREET PARKING The area to be used for parking will be changed somewhat. The small maple tree at the entrance will remain and the sign will be placed in front of it. The other 2 small trees on the south side of the drive will be removed as will the yuccas and bushes. The area will be covered in recycled asphalt and should provide plenty of parking for several cars if need be. Weld County Planning told me I only need to provide 2 parking spaces in that area so this should be adequate. Wheel stops will be placed where needed and a fence will protect the remaining tree at the entrance. IDENTIFICATION SIGN I have indicated on the new plot map where the sign will be for the business and easements. The sign itself will be relatively small, about 30"X40"and will fit in well with the rural feel of the area. I have included a picture of the type of sign I will be putting up. SOILS I have spoken with Roger Vigil at the Weld County Building Department and he stated no soils testing would be needed because of the small size of the addition and the fact that it will be attached to the current dwelling. He also stated he would not require the foundation be engineered for the same reasons. STORM WATER DRAINAGE The property sits on a small hill and dirt will be graded away from the building to ensure proper drainage. April 11, 2007 Charlotte Davis Weld County Dept. of Public Health Environmental Health 1555 N. 17th Avenue Greeley, CO 80631 Dear Ms. Davis, Thank you for your input concerning my USR 1587 to build a cattery on my property. This letter is in response to your concerns. 1. SEPTIC SYSTEM-The septic system on my property has recently been reviewed by Keith Laube of Laube Engineering, a registered and approved engineer. I believe the system is adequate to handle my building plans and have included a copy of their report. 2. AG DEPARTMENT-I have contacted the Colorado Department of Agriculture, Division of Animal Industry and I do need to obtain a license to operate a cat boarding facility. I am applying for the permit this week and do not foresee any problem as I have been in this industry for over 20 years and had a license in the past. 3. WASTE HANDLING PLAN-The only wastes generated on this site will be cat feces. The litter boxes will be cleaned several times daily and the waste deposited in doubled plastic bags. The amount of feces will be minimal, estimated at one to two quarts daily depending on the number of visiting cats. The bags will be disposed of in a large receptacle at the south edge of my property. Waste Management picks up trash currently once weekly and that should be adequate. Their address is 1925 1st Avenue, Greeley, CO 80631 and their phone is 352-6124. The only chemicals expected to be used on site are basic cleaning solutions like those used in kennels, veterinary offices, etc. I have not chosen a specific type yet but since they are typically greatly diluted when used, I don't anticipate needing to store more than a gallon at a time. RESPONSE TO RECOMMENDED REQUIREMENTS TO BE INCORPORATED 1. All animal and feed waste, etc.will be disposed of in double plastic bags to prevent odor,vermin, etc. This will be disposed of at least twice daily and more if needed to always present a clean environment for visiting cats. The waste then will be picked up weekly by Waste Management. Food dishes will be stainless steel and will be washed in the dishwasher after each feeding. All food will be stored in air-tight containers off the floor. 2. No wastes on the property will be stored but will be removed immediately. Double plastic bags and the heavy duty receptacle Waste Management provides me with should protect the surface and groundwater. 3. No permanent disposal of wastes will be done on this site. 4. Waste materials shall be handled so that fugitive dust and debris are controlled. The large receptacle currently have is on wheels and has a lid to prevent anything from escaping. A fence will completely enclose the trash receptacle. 5. I will operate the business in accordance with the waste handling plan from Weld County. 6. Fugitive dust and emissions shall be controlled by surfacing the area in recycled asphalt. Only an average of 4 cars daily and no large delivery vehicles will be visiting my business. 7. Noise will not be a problem since cats are quiet and will be kept indoors at all times. Noise will also not be a problem with traffic since only 4 cars daily are anticipated. 8. A bathroom will be incorporated into the building design, including a sink, soap, hot water, and paper towels as well as a toilet The bathroom will be available to both patrons and employees. 9. The septic system on the property will serve both the residence and new business. The septic system has been checked by an approved engineer and I believe meets the needs of my business. 10. The facility will use the existing water supply which is North Weld County Water District. I anticipate very little additional water usage since cat rooms will be cleaned by hand and not hosed out as dog kennels would be. 11. I have contacted the Colorado Dept of Agriculture, Division of Animal Industry and will comply with all their standards including a license for boarding cats. My cattery will far surpass the required standards. 12. I intend to comply with all applicable rules and regulations of the State and Federal agencies and the Weld County Code. It is our understanding that you are doing a 17' x 28' addition to your house for a cat boarding business. The existing house has 2 bedrooms,but only 1 bedroom is currently used. You have informed us that you will continue to use only one bedroom during the cat boarding business. The house addition will include a dishwasher, laundry washer, sinks, and bathroom to be used for the cat boarding business. The bathroom will be used occasionally by a client when dropping off or picking up a cat. The cat boarding business will not include grooming or washing pets. Plans indicate that there will be 20 cat boarding pens. The cat pens will be wiped clean with disinfectant and a rag. The pens will not be washed with a hose. The existing septic system was designed for a 2-bedroom house and consists of a 1,250- galIon septic tank and a 282 ft2 trench absorption leach field. A Weld County permit number 1076 was issued for the system on April 4, 1972. A Weld County "Statement of Existing for Septic System" was performed in December .1992 (refer to attached document). A percolation test was performed by Laube Engineering, LLC at the subject site on April 4, 2007 to obtain a soil percolation rate. The percolation test holes were dug around the perimeter of the existing leach field. The average percolation rate was 15 minutes per inch. We have estimated that the maximum daily flow for 1 bedroom and the cat boarding business will be 255 gpd. This maximum daily flow will require a minimum 1,000-gallon septic tank and a 282 ft2 trench absorption leach field. Based on our soil percolation test and water use calculations, it is our opinion that the existing septic system is adequately sized for the change in use. �€ 'vn The size of need to be increased if the second bedroom is used in the future along with t cat , g bush. Section 33: Part of SW/4 Weld County, Colorado Dear Board of County Commissioners: This letter is being sent to inform you that Kerr-McGee Oil & Gas Onshore LP ("KMG") holds valid and subsisting oil and gas lease rights in the captioned property. KMG's rights may be adversely affected by the Site Specific Development Plan and Use by Special Review Permit being proposed by Joetta Meyer. KMG is submitting this comment and objection timely, in accordance with State of Colorado and Weld County's procedural requirements. KMG's recorded oil and gas leases are real property interests entitling it to produce oil and gas from the leased lands. The company has the right to produce from existing wells, to maintain, rework, recomplete, and fracture those existing wells to enhance production, and to drill new wells to produce oil and gas, in accordance with applicable Colorado Oil and Gas Conservation Commission regulations and Colorado Statutes. KMG's oil and gas assets have significant value, and the company is consequently concerned about any development, surface use, plan of use, PUD, zoning or rezoning, or other action by the County that would impair or preclude its ability to develop its property. KMG's preferred practice is to meet with surface owners and attempt to conclude a mutually acceptable surface use agreement. It is essential that such an agreement be in place before the County approves the developer's application. However, as of this date, KMG and Ms. Meyer have not concluded such an agreement. KMG must object to any approval by the County of the Ms. Meyer's plans that fail to fully accommodate KMG's Weld County Board of —anty Commissioners January 27, 2007 Page 2 right to explore for, develop and produce oil and gas from its leasehold interests. KMG requests that the County withhold final plat approval until such time as the surface owner and KMG have concluded a surface use agreement. Any future surface development plans should incorporate and designate lands to be set aside for mineral development and expressly provide protection for KMG's current and future well, pipelines, gathering lines and related oil and gas facilities and equipment. Weld County has a constitutional obligation to ensure that the property rights of mineral interest owners are accommodated in its land use planning process. Approval of any surface development plan that forecloses the rights of mineral owners may be a compensable taking.
